Geographic Information Systems (GIS) Technician II w/ Washington County (OR)

The Operations and Maintenance Division of the Department of Land Use and Transportation (LUT) is currently hiring for a Geographic Information Systems (GIS) Technician II. This group's primary responsibilities include: maintaining and repairing roads, bridges and drainage ways; tending to roadside vegetation; and overseeing private construction activities that occur with the public right-of-way.
 
As a GIS Technician II, you will be responsible for tasks related to the cartographic production and data maintenance of geospatial datasets pertaining to the maintenance of roads and other transportation assets. Some of the duties you will be responsible for will include: producing maps for contract development, project development, maintenance crew support, public information, and other division and department needs; producing large format display maps for public meetings or other public information needs; and maintenance of Washington County's geocodable street centerline, linear referencing routes, and transportation assets datasets.
 
Successful candidates must be able to work independently or as part of a team, which includes working with a diverse group of stakeholders, engineers, developers, utilities, contractors, other government agencies and citizens. In addition, technicians should be familiar with the fundamentals of cartographic production; techniques of data maintenance and quality control.

ESSENTIAL JOB DUTIESDuties may include:
  1. Performs GIS data maintenance, manipulation, and analysis; and researches, and verifies data, investigations, and verifications. 
  2. Designs, creates, maintains, and updates maps, drawings, plans spreadsheets, data files, and documentation for a wide variety of uses; and prepares and formats information for entry into the GIS database and enters data into system. 
  3. Performs detailed spatial analysis; interprets detailed plans, photographs, maps, and legal descriptions to generate reports. 
  4. Researches and processes land transactions and enters parcel change information into the system; and researches property history and reads and writes legal descriptions. 
  5. Consults with employees and clients to define requirements of mapping and information requests; researches and evaluates data and suggests methods of production; assists in creating production schedules for smaller mapping and analysis projects; and develops methods to produce preliminary map and design layouts. 
  6. Writes programs and scripts to develop mapping products. 
  7. Codes and creates maps and geospatial information in order to update and maintain mapping layers; and verifies the accuracy and integrity of data. 
  8. Responds to mapping and information requests from employees and the public regarding property ownership, jurisdiction, and legal parcels. 
  9. Assists in installing and testing new GIS software; and assists in resolving and troubleshooting GIS-related problems and requests.

KNOWLEDGE, SKILLS AND ABILITIESEducation and Experience
A typical way to obtain the knowledge and abilities would be: 
  • Associate's Degree AND two (2) years of experience in the use and operation of GIS systems and applications; OR
  • Four (4) years of experience in the use and operation of GIS systems and applications.

Additional Licenses, Certificates, Physical Abilities and Specialty Requirements
  • Experience using ESRi ArcGIS 10.x mapping application suite is preferred. 
  • Must possess a driver's license valid in the State of Oregon and have an acceptable driving record.
