Geospatial Development Lead with Metro (Portland)

Position summary

The Senior Developer gets to help deliver the way that Metro brings all the great things we do into the public view.

We are looking for someone who wants to round out a small team of data professionals who are in the process of a technology refresh. As a valued member of the Metro Research Center (RC), you'll bring your knowledge and ideas to shape the technology and workflows in support of our programs. You will provide data and application to our clients.

The team you'll be part of maintains and applies the Regional Land Information System (RLIS) database and helps deliver information through applications, tools and analysis. Our information feeds high-profile regional tasks such as setting the Urban Growth Boundary, choosing the investments and programs in the Regional Transportation Plan, helping the Parks and Nature department to manage its natural resources and helping the Property and Environmental Services department conduct waste transfer and other operations. Our newest project is the development of a data-driven performance measures program.

Roles and Responsibilities
The Geospatial Development Lead develops and maintains the (geospatial) processes and application suite for the Metro Research Center. This person acts as a full-stack developer and the functional lead to deliver database/server/client-side solutions. They will provide expertise in 1) SDLC 2) software development best practices 3) agile development practices, and of course 4) the development and maintenance of web and mobile applications. A key element of this position is the ability to look beyond the individual projects and create more reusability and cost-effectiveness.

This position reports directly to the Enterprise Services Manager within Metro's Research Center.

Essential Job Duties

  • Oversees and guide development protocols.
  • Develop QA routines and ensure compliance.
  • Develops and maintains data automation routines.
  • Develops and maintains non-spatial, enterprise-level, create-read-update-delete (CRUD) applications for Metro Staff, partner agencies, and the public.
  • Develops and maintains simple to complex web-based mapping and visualization applications for Metro Staff, partner agencies, and the public.
  • Develops and maintains simple to complex application programming interfaces (APIs) for Metro Staff, partner agencies, and the public.
  • Debugs Internet and network protocols (HTTP, FTP, TCP/IP, etc.) and network architecture.
  • Develops quality control applications and procedures. Follows procedures to assure data integrity.
  • Maintains and configures web, file, and GIS server software and environments.
  • Develops and maintains complex data structures, procedures, triggers etc. in an RDBMS environment.
  • Guides and mentors staff at the project team level to deliver projects on time and budget, follow best development practices, and comply with enterprise protocols.

This position is represented by AFSCME 3580 and is classified as a Systems Analyst IV (click to read the full classification). Classification descriptions are typically written broadly and do not include the specific duties and responsibilities of the position(s).

Minimum Requirements
  • Five years of progressive work experience in software/RDBMS development, data automation, or geospatial application development and
  • A bachelor's degree in geography, computer science, mathematics or a related field, with major course work in computer science, relational database management systems (RDBMS), Geographic Information Systems (GIS)

  • Any combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job.

Essential Knowledge, Skills & Abilities
  • Extensive experience scripting and geoprocessing using Python or Ember.js.
  • Extensive experience developing web-based mapping applications, preferably in the Esri JavaScript Mapping API.
  • Moderate experience with Internet and network protocols, peripherals, and architecture.
  • Extensive experience developing and maintaining (spatial) databases-, preferably MS SQL Server.
  • Extensive experience with Esri software suite, including ArcGIS Desktop, ArcGIS Server, ArcSDE.
  • Extensive experience utilizing desktop Esri APIs  (ArcObjects)
  • Solid understanding of software development, quality assurance, build, and deploy processes.
  • Proficiency in modern version control and package management.
  • Proficiency in an Agile environment.
  • Willingness and demeanor to help develop new processes for a team.

Desirable Knowledge, Skills & Abilities
  • Good sense of civic engagement.
  • Ability to maintain currency with technology and trends and make recommendations to keep the team ahead of the curve.
  • Someone who enjoys teaching and/or mentoring.
  • An inquisitive mind.
