GIS Analyst 1 w/City of Kent (WA)

GENERAL PURPOSE:
Under the direction of the GIS Supervisor, or designee, perform technical work in the use of Geographic Information System (GIS) software and workstations.

​The work involves GIS database design, end-user support, application development, user interface development, and integration between GIS and other application software. The incumbent is responsible for performing a variety of technical duties related to GIS applications, infrastructure mapping, query, data transfer, map creation and input of data into the GIS. The incumbent is responsible for providing assistance to upper-level GIS Analysts/Staff.
Work is performed under the supervision of the GIS Supervisor or designee in accordance with overall objectives and resources available. The employee and supervisor or designee work together to develop the deadlines, projects, and work to be completed. The employee is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives. The employee keeps the supervisor or designee informed of progress, potential controversial matters or far-reaching implications. Work is reviewed only in terms of feasibility, compatibility with other work, or effectiveness of results.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Utilize GIS concepts, geoprocessing functions and techniques.
  • Perform maintenance of geometry, attribute, and metadata of City GIS datasets, including data used by the Asset Management System. Make edits consistent with City and industry standards for versioned SDE environment.
  • Verify attribute data through consistent quality-control checks performing frequencies, statistics, and summaries.
  • Assist in creating and maintaining technical documentation and user documentation for GIS processes and applications.
  • Use SQL and ArcGIS Arcade expressions to query and manipulate GIS data.
  • Routinely generate summary reports for Public Works Operation Department on storm drainage, sewer, water, and street infrastructure.
  • Operate computer hardware peripherals, such as plotters, operating systems, and associated software packages that form the City’s GIS.
  • Verify integrity of spatial data by review of source data to include assessor’s maps, lot line revisions, and plat maps; compare with other vector map layers and/or ortho -imagery overlay; perform visual inspection of electronic map layers; and attribute new map layers.
  • Maintain current knowledge of trends and developments in the geographic information systems field.
  • Provide guidance, instruction, and interpretation to City employees concerning GIS software applications and data.
  • Keep team updated on workload and address any setbacks.
  • Present GIS Projects, Workflows and Data to internal and external audiences.
  • Actively support the vision, mission, values, and goals of the department and the City.

PERIPHERAL DUTIES:
  • Perform related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

KNOWLEDGE OF:
  • Geographic Information Systems, specifically ArcGIS Pro and ArcGIS Enterprise 10.X or above
  • Windows operating system, MS Office, and Adobe Acrobat
  • Existing and emerging GIS software included in current City software standards of ESRI ArcGIS
  • Principles and practices of cartography, surveying, and mapping as well as interpretation of engineering plans and aerial photography
  • Documents such as policy manuals, technical computer manuals, procedures, and business periodicals; applicable laws, codes, regulations, and legal descriptions

SKILLED IN:
  • Geographic Information Systems
  • The design, development, and maintenance of GIS databases by researching, collecting, and inputting data
  • Using correct office practices, procedures, and equipment
  • Communicating effectively both orally and in writing
  • Interpersonal skills with a tactful, patient, and courteous manner

ABILITY TO:
  • Perform GIS spatial analyses and assist in the design, development, and maintenance of the City’s GIS database
  • Perform GIS data quality control, including reviewing data for completeness and accuracy, identifying and correcting errors or omissions in the data
  • Read, review, and understand aerial photographs, assessor’s maps, and engineering plans
  • Show initiative in performing job functions and work in a team environment
  • Plan and organize work to meet schedules and timelines
  • Work effectively on several projects concurrently and complete work with many interruptions
  • Communicate effectively, orally and in writing using correct English grammar, spelling, punctuation and vocabulary as it pertains to the job
  • Establish and maintain effective working relationships with those encountered in the course of work
  • Present GIS Projects, Workflows and Data to internal and external audiences
  • Maintain confidential and sensitive information

SKILLS FOR THE POSITION MAY BE GAINED THROUGH EDUCATION, CERTIFICATION, RELEVANT JOB EXPERIENCE or a COMBINATION, SUCH AS:
  • Education: Bachelor’s Degree from an accredited college or university in Geography, Computer Science, Planning, Engineering, or related field;
  • Experience: Minimum of one (1) year of increasingly responsible GIS experience.

LICENSES AND OTHER REQUIREMENTS:
  • Valid Washington State Driver's License, or the ability to obtain within thirty (30) days of employment
  • Must successfully pass the City's pre-employment driver's records check; successfully complete the City's Defensive Driving Course; and maintain an excellent driving record
  • Complete a position relevant background inquiry

MACHINES, TOOLS AND EQUIPMENT USED:
  • Standard and specialized hand and power machines, tools, and equipment used in Geographic Information Systems (GIS) including, but not limited to, GIS software, workstations, and plotters.
  • The incumbent may also use typical business office machinery and equipment including, but not limited to, personal computer and related software such as word processing and spreadsheet programs, printing and lettering machines, telephone, fax and copy machines, calculator, paper trimmer, squares, and engineer scale.
  • In addition, the incumbent may be required to operate a City vehicle to conduct occasional fieldwork.

  • While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel; talk; and hear. The employee frequently is required to sit for extended periods of time and type on a keyboard for extended periods of time. The employee is occasionally required to stand; walk; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/ or move up to 30 pounds.
  • Specific vision abilities required by this job include close, distance, color, and peripheral vision; depth perception; and the ability to adjust focus.

WORKING CONDITIONS:

Work is usually performed in an indoor office environment. Occasionally, the employee will be required to drive offsite for field work. While performing the duties of this job, the employee may occasionally be exposed to outdoor weather conditions. The employee is occasionally exposed to fumes or vehicle traffic. The noise level in the work environment is usually moderate in the office and loud in the field.
