GIS Analyst II w/ Sealaska

Overview:Managed Business Solutions is seeking a GIS Analyst II with 5 or more years experience with geospatial applications support with an emphasis in analysis and cartography, to join our Program Team with the U.S. Bureau of Indian Affairs (BIA) Division of Land Titles & Records Office (DLRTO)-Northwest Region, located in Portland, OR. We support teams and national program initiatives across the country for the BIA. This is a fulltime, salaried/benefited opening slated to begin as soon as possible in mid-to-late June or early July 2016. Local candidates are highly preferred - no relocation assistance will be provided. No third parties or agencies, please.
Responsibilities:
  • Interface with nationwide tribal and BIA users (~4000+).
  • Under general direction, formulates/defines the scope, requirements and objectives for analysis of GIS data, development of cartographic products, and automation of GIS tasks using ESRI ArcGIS tools.
  • Produce a wide variety of geospatial products supporting the BIA’s OTSGS, Forestry, Climate Change, Division of Water and Power and Office of Justice Services.
  • Experience with land surveying techniques a plus.
  • Work with our Program Team members (primarily out of our Lakewood, CO office) to develop, maintain and update the base themes geodatabase and web viewer interface.
  • Perform quality assurance and quality control of OTSGS geospatial products.
  • Adhere to GIS industry product standards and improve upon them where necessary.
  • Must have a solid experience with ArcGIS Desktop applications and GIS theory (coordinate systems, projections, and modeling).
  • Provide support to the BIA Geospatial Services Helpdesk on nationwide GIS technical questions.
  • Learn about and create help sheets of various workflows including building models in ArcGIS’s Model Builder to make GIS tasks more efficient.
  • Apply best practices to meet project requirements and deadlines.
  • Assist the other non- GIS OTSGS staff members with their work load.
  • This position may require travel up to 2-3 times per year.
Qualifications:
  • Bachelor of Science in natural resources, geography, engineering, or other discipline related to GIS.
  • 5 + years of experience in GIS analysis, or scientific/analytic field, background in mapping and analysis preferred.
  • Experience with ArcGIS software (10.0 or later preferred).
  • Proficiency in MS Office.
  • Excellent verbal and written communication skills both verbal and written.
  • Ability to present on topics supporting OTSGS at various conferences and in training environments.
  • After the date of hire, a successfully adjudicated Moderate Risk Public Trust (SF 85) investigation will be required and will be a condition of employment.
Desired Skills:
  • Understanding of federal guidelines, environments and operational policies.
  • Current or prior federal background investigation or clearance (examples include NACI, MBI, Public Trust, DOD-Secret, etc.). 
Environment (Working conditions, physical requirements):
  • This position will require moving of up to 10 lbs. This position will be mostly stationary requiring some movement around the office and frequent communication with others. The average working hours will be 8 hours per day for this position with occasional need to exceed.
