GIS Analyst w/ City of Port Angeles (WA)

Nature of Work:
Under general supervision of the Public Works and Utilities Director, or Designee, provides direction and development of the City’s geographic information system (GIS) and maintenance management system (MMS).
  • Cartographic mapping production.
  • Perform GIS mapping updates and data entry referencing construction plans, field sketches and miscellaneous information.
  • Perform field inspections to resolve mapping discrepancies.
  • Create custom reports from the GIS and MMS databases.
  • Manage information in an orderly and logical manner consistent with the city’s GIS directory and database structure.
  • Provide GIS and MMS user support.
  • Modify and customize the MMS.
  • Manage, modify and customize the GIS.
  • Manage raster imagery collection and migration to the GIS.
  • Manage the annual storm water billing process.
  • Manage the GIS addressing and geocoding.
  • Web mapping management and development.
  • Research a variety of records.
  • Perform spatial and tabular analysis.
  • MS Access development and customization.
  • Manage contracts related to the GIS, MMS and Cad.

​Salary:  

$67,739.36 - $80,897.44 annually ($32.567 - $38.893 per hour). 
Excellent benefits include longevity pay after completion of 5 years, medical, dental and vision coverage for employee and dependents, life insurance, long-term disability insurance, vacation/sick leave accrual, PERS retirement and deferred compensation plan matching. Employee shares 12.5% of the medical premium. Position is represented by AFSCME Local 1619.

Education:
  • Two-year college degree in engineering or surveying technology, ESRI certifications in Desktop and Geodata management and three years of experience as a GIS analyst or manager in an engineering or utility (operations) setting.
  • Or, Two-year college degree in engineering or surveying technology and five years of experience as a GIS analyst or manager in an in an engineering or utility (operations) setting.

Experience:
  • Must have computer experience with ESRI, AutoCad, Word, Excel, Access, Powerpoint, SQL Server (or equivalent RDBMS), and Cityworks (or equivalent MMS).
  • Possession of a valid Washington State driver's license at the time of appointment, or the ability to obtain one within thirty (30) days, and a driving record acceptable to the City's Risk Manager.

Knowledge of:
  • Cartographic mapping.
  • Gis, engineering and surveying principles and practices.
  • Database and geodatabase management.
  • Project administration.
  • Utility operations and construction projects.
  • Maintenance management systems.
  • SQL and HTML programming.
  • ESRI modeler.
  • Geoprocessing and geocoding.
  • Map projections and datums.

Ability to:
  • Operate large format plotters and scanners.
  • Prepare cartographic maps using ArcMap.
  • Manage, modify and customize the GIS using ArcCatalog.
  • Create, modify and customize map services using ArcGIS Server Manager.
  • Develop custom geoprocesses using ESRI Model Builder.
  • Modify and customize the MMS using Cityworks Designer.
  • Manipulate, filter and migrate data Using ArcTools, ArcMap, MS Access or SQL Server.
  • Establish and maintain effective working relationships with fellow employees and the general public.
  • Apply City and Department policies and procedures.
  • Read, write, and speak the English language at a level necessary for efficient job performance.
