JOB SUMMARY
This position is responsible for recordkeeping, encoding, and recording of complex title documents, surveys, and special projects related to the Muckleshoot Indian Tribe’s reservation land base. Performs composite geographic information systems processing, updating, and data mapping and provides technical advice and guidance with regards to historical and current ownership of Indian lands.

​MAJOR TASKS AND RESPONSIBILITIES

• Prepares, reviews, and examines topographic plats and surveys for reservation tracts to update the reservation township plats in the GIS database.
• Ensures correct legal description utilizing the rectangular survey system or metes and bounds in accordance with the cadastral surveys or other surveys of record for entry into the geographic information system database.
• Develop data standards and methodology for professional and technical personnel to follow in completion of real property data collection; verifies trust property recording process and procedures to meet Muckleshoot and federal requirements and guidelines.
• Identifies all ownership interests of both servient and subservient property rights together with all encumbrances and liens of record against the property and incorporates data in the GIS database.
• Designs and develops GIS and related automated routines and complex custom programs; creates documentation format and QA/QC procedures as related to technical data collection.
• Reviews, edits, and maintains information with respect to ownership, tenure, and management of records, making comparisons between regional and agency records and records located at the Central Office or National Archives, to complete information and reconcile discrepancies found. Updates records in the GIS database.
• Prepares necessary correspondence between regional offices, Indian agencies, and other federal agencies.
• Receives, reviews, and processes data; determines project spatial data needs.
• Provides technical support and thorough review of data and project specifications; may act as GIS/recordkeeping liaison and technical resource between departments, community members, consultants, and the Bureau of Indian Affairs.
• Manages water and land resource geographical data and maintains data in accordance with QA/QC standards; ensures compliance with department and BIA data standards and procedures.
• Works with professionals in a variety of disciplines within division to coordinate and develop strategies to incorporate GIS in project development; coordinates with engineers to develop GIS data for use in hydraulic and hydrologic modeling; researches, analyzes, and resolves GIS related problems.
• Provides technical assistance to Realty Specialists pertaining to the resolution of title matters and records.
• Because of the Tribe’s commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities, which may include driving.

EDUCATION - EXPERIENCE AND TRAINING FOR POSITION
Required:

• Master’s degree in GIS, geography, natural resources, planning, engineering, or related field.
• Two (2) years of progressively responsible GIS application and development experience in a natural resource field.

Preferred: Certifications from the BIA or other related agency showing proficient training in trust land related issues.

Special Requirements:

• Must be able to pass a federal background check for access to TAAMS system.
• Must possess a valid Washington State driver’s license.

SPECIFIC SKILLS/KNOWLEDGE/ABILITIES REQUIRED FOR POSITION
Skilled in:

• Written and verbal communication;
• Operating standard office equipment, including personal computer and applicable software;
• Operating GPS and survey applications.

Knowledge of:

• Concepts of Indian real property, laws, regulations, statutes, and policies (federal, state, and tribal);
• Advanced GIS applications in natural resources, planning, and engineering fields;
• Code of federal regulations, United States Code, Bureau Manuals (BIAM and IAM), and other decisions that deal with the wide variety of circumstances affecting Indian lands and real property rights;
• Global Positioning System (GPS) and survey applications, operations, and software;
• Advance GIS concepts, geoprocessing functions and techniques, and geospatial database measurement procedures;
• Scientific research and data collection techniques;
• Legal land descriptions, including a thorough knowledge of rectangular survey system, metes and bounds descriptions, cadastral plats, and town site or subdivision plats;
• Hardware and software used to accomplish assigned duties;
• Computerized mapping hardware capabilities and operations.

Ability to:

PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to walk; use hands to operate, finger, handle, or feel objects, tools, or controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
