GIS Coordinator w/ City of Forest Grove

Job Description
To perform a variety of technical duties in the planning, coordination, implementation and maintenance of the City's Geographic Information System (GIS) including the design, implementation and maintenance of City spatial database structures, spatial analysis and research, map production, GIS application development including internet mapping; to manage GIS projects; to participate in the development and maintenance of electronic databases for use in City business and asset management; to coordinate GIS activities with City staff, other government agencies and acts as GIS reference contact to the general public; to provide user training to various departmental personnel and resolve problems; to provide highly technical and complex staff assistance to the Information Technology Manager; and to perform a variety of technical duties relative to assigned area of responsibility.

Duties/Responsibilities: The following tasks are typical for positions in this classification. Any single position may not perform all of these tasks and/or may perform similar related tasks not listed here:
  1. Plan, coordinate, implement and maintain City's Geographic Information System (GIS); design City spatial database structures, conduct spatial analysis and research.
  2. Develop methodologies, processes and standards for data products to meet the needs of the City, working with the City's GIS users; participate in development and maintenance of electronic databases and asset management.
  3. Act as liaison between city departments, IT staff, regional government, partner agencies, and vendors;
  4. Review and evaluate work performed by others on GIS system to ensure quality of work is acceptable; recommend improvements to assure work is aligned with IT department goals.
  5. Participate in business application implementation teams as a technical consultant and advisor, when GIS is involved; develop GIS applications, including internet mapping, electronic databases.
  6. Provides project management for the development of special GIS related projects from inception to completion.
  7. Coordinate support for hardware, software, and database installation, maintenance, and administration with IT.
  8. Oversee the work of GIS consultants assigned to specific projects and provide input on specifications and selections.
  9. Create maps and perform data entry and other into GIS; assist other departments or staff to create, edit and updates GIS maps; support integration of GIS with other systems in a coordination capacity.
  10. Coordinate training and development of staff and participate in staff selection and evaluation; provide recommendations for staff training needs.
  11. Review and recommend business process improvements with particular focus on business-wide applications and related workflows that are specific to an Enterprise (city-wide) GIS.
  12. Provide input to City IT on license needs and strategic platforms.
  13. Support the integration of GIS with other systems (e.g., permitting, asset/work management) in a coordination capacity.
  14. Manage the GIS Strategic Plan.
  15. Perform related duties and responsibilities as required.

Minimum Qualifications: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:
Education:
  • Associate's degree in GIS, Computer Science, Information Services, or a related discipline required.          
  • Bachelor's degree in GIS, Computer Science, Information Services or a related discipline preferred.
Experience:
Minimum of two years of increasingly responsible experience in a GIS-based infastructure management capacity, including design, integration, and implementation coordination.
Two years' experience with ESRI products including ArcMap, ArcCatalog, ArcSDE, ArcGIS Server and ArcPad preferred.

Licensing and Certifications 
  • Valid Driver's License and acceptable driving record
  • May be required to obtain Law Enforcement Database System (LEDS) Certification
  • Must be able to pass an extensive background investigation

Environment: Office environment with some travel between work sites; frequent exposure to computer screens.
Mobility: Duties require maintaining physical condition necessary for walking, standing or sitting for prolonged periods of time; extensive use of computer keyboard; moderate or light lifting, moving and carrying of equipment up to 50 pounds; bending, stooping, kneeling, crawling.
Vision: Visual acuity to read computer screens and printed documents.

Selection Process

Placement in the salary range depends upon qualifications, experience and training. Advancement within the range is considered annually based on performance.
