GIS Coordinator (Information Support Specialist 5)

The Oregon Department of Environmental Quality (DEQ) currently has a full-time opportunity for a
GIS Coordinator (Information Support Specialist 5) in Portland, Oregon.

The Land Quality Division (LQ) is responsible for the protection of Oregon’s human health and environment by ensuring the management, reduction, and safe disposal of hazardous and solid waste; by  ensuring that underground storage tanks are properly managed; by assessing, investigating, and cleaning up hazardous substance sites; and by responding promptly to the emergency spills of oil and other hazardous materials.


What you will do!
As the GIS Coordinator, you will provide statewide Geographic Information Systems (GIS) and database support to the Emergency Response Program. You will be responsible for project design, development, and implementation, including spatial and non-spatial data creation and management, data analysis, data modeling, programming, analysis of software needs, and recommendations for software solutions, user support and user training. You will provide GIS and computer support and documentation for other projects as needed; assist in design and recommendations for GIS integration into regular Emergency Response program activities; and perform miscellaneous cartographic and database tasks. In addition, you will work closely with Emergency Response and other DEQ staff, and data providers/consumers from outside DEQ to facilitate the transfer of project-related electronic data. This data may include analytical chemistry data, socio-economic data, resources at risk, maps, and other documentation. Finally, you will create and maintain a group of databases containing this data that allows for synthesis and analysis of the data in GIS and statistical software.

What are we looking for?
  • 4 years of information systems experience OR a Bachelor’s degree in Information Technology, Computer Science, or a related field.
  • “Hands-On” knowledge of GIS hardware and software, knowledge about computer systems, and ability to advise users on geographic data construction, display, analysis, and interpretation; experience developing GIS images.
  • Ability to communicate effectively with staff, many sectors of the public, and other natural resource agencies, including communicating technical information; professional level writing and presentation acumen.
  • Working knowledge of the Incident Command System and the National Incident Management System.
  • Ability to adhere to practical compliance with OSHA and 29 CFR, Part 1910 Health and Safety Rules.
  • Experience providing database support to an Emergency Response Program.
  • Experience with project support, including spatial and non-spatial data creation and management, data analysis, data modeling, programming, analysis of software needs, and recommendations for software solutions, user support, and user training.
  • Experience with needs analysis.
  • Experience creating and maintaining a group of databases containing data (such as analytical chemistry data, socio-economic data, resources at risk, maps, and other documentation).
