The Data and GIS team is seeking a passionate and motivated GIS Data Analyst to succeed in geospatial and data strategies for the Enterprise Services Department. You will be the specialized technical data role assigned to the Service Technologies Division, with a focus on fleet programs and our modernization of facility management. This role will be responsible for improving technology solutions by recommending products and services that design, analyze, and share data that drives the City of Salem toward data-driven outcomes.

​This position will provide administrative, functional, and strategic direction to critical on-premises and SAAS enterprise applications. Our Service Technologies Division will use your data management, business intelligence, and analytics solutions to help make decisions and reports. Our Data and GIS team in Enterprise Services focuses on solving challenging problems and building creative solutions that directly impact the community.

What you will do:

As GIS Data Analyst, you will be responsible for supporting technical day-to-day activities and projects committed to facilities and fleet asset management programs in our Service Technologies Division. Every day, you will be working with data and data solutions. Beyond technical skills, it will be common to coordinate and troubleshoot with your business teams and managers, asset management team, GIS teams, and vendors. You will configure several SaaS software platforms, such as Cityworks, AssetWorks, GeoTab, and a variety ArcGIS solutions and applications to operationalize the data. You will bring data management best practices and use your data analytics skill to troubleshoot, study, and analyze business data. Be responsible for influencing non-technical staff by performing spatial analysis and predictive modeling to share insights and data stories. At times, you will edit spatial data in the citywide enterprise geodatabases and be expected to document processes and metadata. You will lead the division data and GIS technical space and create map services and applications that improve and expand the data services to educate the division, city, and the community. You will interact with your peers in the Data and GIS team and coordinate activities and tasks for Service Technologies into the citywide geospatial strategy and work plans.

What you will bring along:
  • Experience and skills in the Esri ArcGIS platform and its overall suite of software and apps.
  • Ability to design, develop, and deliver data models and edit spatial and attribute data.
  • Ability to configure and manage Asset Management SaaS solutions.
  • Knowledge of statistics, data research, and spatial analysis to interpret and evaluate.
  • Ability to use dashboards and storymaps to create meaningful reports and stories.
  • Ability to use programming logic to automate and improve processes.
  • Knowledge to improve real-time location intelligence.
  • Demonstrate end user support and customer communication for exceptional outcomes.

What are the minimum qualifications?
  • Must pass the pre-employment background check.
  • Must have an Oregon Driver license and have a driving record that meets the City of Salem's driving standards.
  • Bachelor's degree in geography, planning, engineering, business, computer technology or related course of study; and two years GIS experience which included designing, creating, maintaining, and analyzing geospatial and tabular data; and writing GIS script or applications programming, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Depending on area of assignment, may be required to pass a criminal background check necessary to obtain Criminal Justice Information System clearance and Law Enforcement Data
  • System certification within 30 days of hire (clearance must be maintained throughout employment).

Additional information on job responsibilities:
  • Assist configuring Cityworks, Assetworks, and GeoTab software and provide system support for customers utilizing these software systems for City business.
  • Provide full lifecycle GIS support supporting data management, monitoring, field collection, analysis, application configuration, and cartography.
  • Programming skills in python, arcade, or similar, to improve automation and processes.
  • Monitor and represent facility and fleet asset lifecycle data governance.
  • Assist in creating and monitoring a system of controls, procedures, and forms for division workflows.
  • Consult, direct, and advise with GIS management and administration for operational and strategic objectives.
  • Assist with City and departmental requests for information.
