GIS Management Analyst w/ City of Hillsboro (OR)

​The City of Hillsboro Water Department has an exciting opportunity for a GIS Management Analyst to join their dynamic and collaborative team. The Hillsboro Water Department operates at a metropolitan scale from a suburban environment, with responsibilities for local water distribution and regional water supply. The Department GIS section works with multiple databases including the Cartegraph Asset Management system, and collaborates with city staff and various external shareholders. This is an excellent opportunity to serve as a technical and analytical resource and to support the City, the Joint Water Commission, and the Willamette Water Supply Program. Most importantly, the GIS Management Analyst will play a key role in providing the vital resource of clean drinking water to our diverse and thriving community.

Current and upcoming projects include:
  • City Wide Geospatial (GIS) Strategic Plan.
  • Migration and implementation of a Geometric Network to a Utility Network.
  • Asset management Road Map– Cartegraph and GIS integration improvements.
  • Web Based GIS applications.

Examples of Essential Work

The Management Analyst in this position is responsible for generating, maintaining, and interpreting geo-spatial database reports, asset management reports, and projections for the Water Department. Responsibilities include coordination/tracking/training of data entry, software upgrades, and program implementation; providing contract administration and support; assisting with asset quality control audits; and participating in development and implementation of department programs.
  • Assists the various water divisions in the implementation of the Geographic Information System (GIS) plan, including maintenance and monitoring of automated processes and routines.
  • Provides cartography, map design, layout, publication, and graphic design for print and web distribution.
  • Serves as a liaison to internal and external customers and stakeholders providing information, program, service support, and related program information.
  • Serves as administrator, trainer, and consultant for data technologies for the department.
  • Gathers, reviews, and monitors data and information; analyzes data and identifies and reports trends. Provides recommendations.
  • Prepares reports, presentations, training materials, and relevant program documents; reviews and maintains files, databases, website information, and other documentation in accordance with records retention requirements and procedures.
  • Provides professional support and assists with special projects and initiatives.  Provides training and assistance in interpreting policies and procedures.
  • Helps establish standards and documentation protocols and develop SOP's.
  • Performs other related duties as assigned.

  • Acceptable Experience and Training
  • Associate’s degree in GIS, asset management, engineering  or a closely related field; and four years of related experience in the area of assignment; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

The ideal candidate will have experience with:
  • Basic statistics, data analysis, and data visualization standards 
  • Database and records management principals
  • Managing and coordinating multiple databases
  • Geospatial data principles, practices, and concepts
  • Contract management, construction, and contract legal terminology
  • Coordinating projects
  • General construction terminology and bid processes
  • Surveying and mapping techniques
  • Developing effective visual communications, both digitally and in print
  • Understanding financial systems
  • Training staff with GIS and related tasks
  • Preparing reports and technical documents
  • Presenting technical information to the public
  • Promoting a culture of teamwork and communication by working in collaboration; treating coworkers with respect and dignity; and maintaining an open mind to diverse voices and ideas.
