The City of Olympia is seeking an exceptional professional to join our Information Services Department as our GIS Manager. The successful candidate will report directly to the Chief Information Officer as part of our Information Services leadership team. The GIS Manager is responsible for leading our GIS team in support of the overall development, design, and delivery of GIS Services for the City. Under the direction of the Chief Information Officer, the GIS Manager is responsible for the overall development, design, and delivery of GIS Services to support City departments and initiatives. Acts as first line supervisor for GIS Program staff, including interviewing and selecting job applicants, training, and career development, overseeing work, and establishing and evaluating appropriate performance standards. 2. Leads the development and implementation of project plans, goals, objectives, policies, and priorities for the City’s GIS program. 3. Coordinates with Information Services leadership to design and maintain GIS infrastructure, business application integrations and data governance within City standards. 4. Makes critical decisions in the development and integration of spatial technologies, design and maintenance of spatial databases, and development of GIS deployment strategies. 5. Coordinates with GIS staff to plan, design, and implement procedures that enhance access and responsiveness of GIS. 6. Collaborates with GIS staff and city departments to understand their geographic data and business application integration needs. 7. Directs the maintenance and design of the Enterprise GIS database utilizing ESRI GIS technology and database management tools. 8. Manage GIS Inter-local agreements. 9. Coordinates the development of data collection, input, and modeling standards for GIS data, applications, and solutions. 10. Supervises the maintenance of GIS software, patches, and troubleshoots technical problems. 11. Maintains awareness of new trends and innovations in the field of GIS, database design and related hardware and software. 12. Coordinates with GIS staff and Information Services leadership to ensure IT Service Management (ITSM) procedures are followed. 13. Attends conferences, workshops, seminars, and other training for professional development purposes. 14. Actively participates with Information Services leadership in the development of strategic plans, policies, and procedures. 15. May perform the work of other GIS staff as required. 16. Punctual, regular, and reliable attendance is essential for successful job performance. Typical Qualifications Knowledge, Skills, and Abilities: 1. Strategic and creative thinker able to identify long-term opportunities and trends. 2. Expert knowledge and experience with ESRI’s ArcGIS Enterprise, ArcGIS Online, and desktop GIS solutions. 3. Experience with government GIS applications in business areas such as planning, public utilities, transportation, police, fire, EMS, and city base map creation and maintenance. 4. Project management experience, with a solid understanding of project management principles and techniques. 5. Experience developing schedules and managing complex information technology projects. 6. Familiarity with business process analysis as it relates to GIS. 7. Knowledge of ITIL and IT Service Management (ITSM) principles and practices. 8. Active participation in professional GIS, mapping, and/or surveying organizations and activities. 9. Ability to make public or staff presentations. 10. Ability to establish and maintain effective working relationships with diverse spectrum of individuals and groups. 11. Ability to prioritize work, meet deadlines, and manage multiple projects simultaneously. 12. Skill in process development, strategic planning, and work plan monitoring. 13. Ability to create innovative programs and projects in response to emerging GIS technology. 14. Technical expertise, diplomacy, professionalism, enthusiasm, and strong communication/interpersonal skills are required. Experience/Education: 1. Progressive experience designing, implementing, and management of an Enterprise Geographic Information System (E-GIS). Must have substantial GIS project experience using ESRI GIS software products. 2. Bachelor’s Degree required in GIS, Geography, Information Systems Management, or related field with major coursework in GIS. 3. Master’s Degree preferred. Special Requirements: 1.
