GIS Specialist w/ Benton County (Corvalis, OR)

Our County Perfectly placed in the Willamette Valley, 90 miles south of Portland and 40 miles north of Eugene, Benton County has easy access to urban areas with ample opportunities for cultural activities. Essential Functions
This position is responsible to design, create, and maintain county databases on Surveys, Addresses, Zoning, Roads, Fire Districts, County facilities and utilities, etc., using ArcGIS and databases. The GIS Specialist will also analyze data, make engineering drawings using AutoCAD, as well as create, revise, and maintain county maps (using ArcGIS and CAD). This position requires working with many departments around the County as well as the public and other municipalities.  

MFA: Database Management
Essential Duties:
  • Designs, creates, and maintains spatial and tabular databases within Benton County Public Works (BCPW) geographic information system (GIS).
  • Integrates different components of BCPW GIS into one Public Works wide information system.
  • Populates and maintains geospatial databases and attributes (survey, address, road, etc.) (In GIS and Access formats).
  • Creates GIS data files for BCPW to be used in web applications.
  • Creates, revises, and maintains county maps
  • Collects and verifies data in the field
  • Updates Public Works' databases in the Integrated Road Information System (IRIS)

MFA: Computer Aided Drafting
Essential Duties:
  • Uses GIS (ArcGIS) and computer aided drafting programs (AutoCAD) to produce maps and in conjunction with engineering and surveying projects, public requests, other county departments (i.e. Development Department), and outside agencies
  • Assists in computer-aided drafting (AutoCAD) of various Surveys and Engineering Plans relating to roads, bridges, culverts, and other public works facilities

MFA: Customer Service
Essential Duties:
  • Provides customer service for walk-ins, over the phone, and via e-mail related to research and assistance to the general public, fire districts, private surveyors, title companies, attorneys, landowners, etc. regarding county information on addresses, properties, surveys, roads, road infrastructure, natural features, and mapping.
 
MFA: Data Analysis
Essential Duties:
  • Analyzes BCPW data using GIS, Excel, and various computer programs to generate reports from assorted countywide databases.
  • Performs cadastral and GIS data maintenance, manipulation, analysis, extraction, and generation assignments.
  • Performs detailed spatial analysis.
  • Writes and maintains reports to support decision making.

Minimum Qualifications

  • Associate's degree or two year technical degree in a field related to the assignment
  • At least 2 years of experience
  • Valid drivers' license required with a good driving record
Additional Information
  • Possibility of working in outdoor conditions in clear or inclement weather in various traffic and field conditions.
  • Frequently sitting for long periods of time.
  • Possibility of walking or standing on wet and/or uneven surfaces.
  • Ability to carry or lift up to 40 lbs. at a time.
  • Frequent use of computer keyboard, mouse, monitor, and other related hardware.
  • Frequent reaching, grasping, and data entry with fingers and hands (repetitive motion).
  • Frequent use of phone and/or communication with the public in person.
  • Frequent interpersonal communication including talking, reading, and listening.
  • Must be able to drive a motor vehicle.
