GIS Tech II w/ Washington County (Hillsboro, OR)

The Opportunity
The GIS/Cartography team uses land records like deeds, surveys, and plats along with GIS software to create a base map of property boundaries in the County, called “taxlots.” This taxlot map layer supports the work of A&T's property appraisers, ensuring accurate property taxation, and it's also used by emergency response and countless other agencies, businesses, and individuals.
 
In addition to creating taxlot maps, the GIS/Cartography Section of A&T is also responsible for processing property ownership changes based on recorded deeds and other documents, updating taxing district boundaries to ensure properties are taxed in the correct jurisdictions, maintaining the main situs address repository for the County, and helping customers with mapping and ownership questions.

What You'll Do
  • Analyze and interpret legal descriptions and other data from land records like deeds, surveys, and plats to determine the boundaries of properties in Washington County and who owns them
  • Create and edit GIS taxlot map data and annotation in ESRI ArcGIS Pro, ensuring it is up to date and accurate
  • Assist customers including the public, other County staff, and external agencies with questions related to property boundaries, ownership, and jurisdiction
  • Research and analyze complicated property history information, determine a course of action, then update our maps and/or explain detailed and technical information to non-technical parties
  • Work closely with other County partners, such as Recording, Property Tax Collections, and our County Surveyor's office

The Ideal Candidate
  • Experience with land records and data, including legal descriptions, deeds, surveys, and/or plats
  • Experience with GIS systems and applications
  • Highly detail-oriented and capable of independently managing tasks and workload
  • Comfortable with customer service and skilled at explaining complicated topics to a diverse customer base
  • Able to prioritize and manage multiple tasks at once, maintaining focus and handling interruptions with patience and professionalism
  • Enthusiastic about learning new software and implementing upgrades, including troubleshooting, finding bugs, and having a proactive approach to overcoming challenges
We are seeking a GIS professional with experience in land records and creating tax assessor maps. The ideal candidate does not necessarily need experience in an assessor's office specifically; other related experience such as deed preparation, title company work, land surveying, or similar fields will also be considered. MINIMUM QUALIFICATIONS

Education and Experience:
Associate's Degree AND two (2) years of experience in the use and operation of GIS systems and applications; OR
Four (4) years of experience in the use and operation of GIS systems and applications.

Additional Licenses, Certificates, Physical Abilities, and Specialty Requirements

Some positions may require possession of a driver's license valid in the State of Oregon and acceptable driving record per Washington County policy.

Must successfully pass a comprehensive background check post offer.
