About this position: GIS Technicians IIs are experienced users of GIS software, including the ArcGIS software suite and ArcGIS Online. These positions are skilled at schema development, data conversion, data integration, design of web maps for field staff, and other functions.The current vacancies are with the Portland Parks & Recreation, although other bureaus may use the list generated from this recruitment to fill future vacancies.

Portland Parks & Recreation is seeking two GIS Technician IIs. One position is in the Urban Forestry division to manage enterprise GIS data layers supporting tree management; one position is in the Assets and Development division to provide GIS support in several areas including natural areas, underground utilities, and 3D modelling of buildings. Both positions represent an opportunity to put your analytical skills to work evaluating the equitable provision of trees, parks, and recreation assets and services in Portland.

These roles provide a great opportunity for a mid-career professional to utilize multiple technology skills. The ideal candidate will have education and work experience, with expertise in GIS, databases, user support, and scripting. These positions provide hands-on leadership for a broad range of data and uses at PP&R, including data and information development through complex spatial analysis and communicating information through beautiful maps and visualizations.

URBAN FORESTRY
 
The Urban Forestry GIS Technician II will manage data layers for the division, including a tree inventory (300,000 records), tree planting and monitoring, and tree maintenance layers. GIS is a critical tool for tracking, monitoring, and visualizing trees within the city, as well as tracking investments towards tree planting goals. This newly created position will provide support to staff collecting field data and using the databases. Working independently, showing initiative, and problem solving are important keys to success in this role.
 
What you’ll get to do:
  1. Create and manage ArcGIS data layers housing critical urban forestry data. 
  2. Manage data in Portland’s Tree Inventory Project, including analysis, queries, data quality control, and mapping.
  3. Configure and manage ArcGIS Collector maps and forms for field data collection. 
  4. Build static and dynamic web maps using the ArcGIS software suite and ArcGIS Online.
  5. Provide support, training, and troubleshooting for staff using ArcGIS Collector and ArcGIS for collecting data, editing data on the desktop, and mapping.
  6. Create beautiful maps and visualizations that tell the story of Portland’s urban forest, for the web, presentations, reports, and internal use.
  7. Perform difficult analysis and queries. 
  8. Clean, define, and manage all field information in databases.
  9. Create and maintain standard operating procedures for entering and updating fields and managing data layers.
  10. Provide GIS support for other software applications, including the city’s tree work order system.

ASSETS AND DEVELOPMENT
 
Working on the Asset Management team, the GISII will collaborate closely with: GIS Coordinator, Engineering, Environmental, CAD, analysts, field supervisors, and others to improve the bureau’s and the city’s situational awareness of assets, their statuses, and important contextual information. The GISII will assist or lead complex mapping and modelling projects about services, forecasts, work orders, workforce, demographics, multi-bureau assets, or others. Collaboration, creativity, communication, and sound technical skills are must for the GISII in this role.
 
What you’ll get to do:
  1.  Edit and maintain complex and varied underground utility data in GIS, working closely with CAD, Turf and Irrigation, and others.
  2. Support the bureau’s nascent effort in Building Information Modelling, including simplified versions in GIS, developing easy to use data upkeep tools, and emphasizing usability for end-user decision support.
  3. Work with a team implementing a comprehensive approach to asset management, including building web maps, data frameworks and displays for a complete asset and service picture and forecast, using an equity lens.
  4. Assist in the development of Parks Natural Area Assessment protocol, including delineating ecological areas, and developing field data collection tools.
  5. Perform data research, investigation and verification of regional trail location and maintenance responsibilities.
  6. Assist in resolving and troubleshooting GIS-related problems and requests.
  7. Respond to requests from the public for GIS data.
