Initial Posting Date: 10/09/2020 Application Deadline: 10/25/2020 Agency: Legislative Policy & Research Committee Salary Range: $6,779 - $10,000 Position Type: Employee Position Title: Legislative Analyst 3 - GIS Specialist (LA2 Underfill Opportunity) Job Description: The Legislative Policy and Research Office (LPRO) is seeking a Legislative Analyst to support legislative redistricting efforts with geographic information systems (GIS) mapping expertise. This is a limited duration appointment for one year from the date of hire. Every 10 years, after the decennial US Census, the Oregon State Legislature is responsible for carrying out redistricting, which is the process of creating reapportioned state legislative and federal congressional maps that reflect changes in demographics identified in Census data. The Legislative Policy and Research Office supports the legislature in this effort by providing technical services, policy research, and logistical assistance. A team of Legislative Analysts and Committee Assistants collaborate to administer legislative hearings, develop proposed maps, and answer technical and policy questions for the legislature. This Legislative Analyst will be tasked with providing technical GIS mapping expertise to support these efforts. THE SUCCESSFUL CANDIDATE WILL HAVE DEMONSTRATED WORK EXPERIENCE, KNOWLEDGE AND SKILLS IN: The goal is to fill this position as a Legislative Analyst 3. However, we will consider underfilling this position as a Legislative Analyst 2 and encourage applicants who meet the underfill qualifications to apply. HOW TO QUALIFY: Your application must demonstrate: Legislative Analyst 3: A Masters’ degree in a field of study related to public policy or another relevant field such as geographic information systems, geography, environmental science, demography, sociology, political science, and planning/urban planning. AND Seven (7+) years’ research and analysis experience related to GIS mapping and use of Census data. AND Four (4) years’ experience administering committees, task forces, or similar groups that involved the development of public policy in a city, county, state, or federal application. Legislative Analyst 2: A Masters’ degree in a field of study related to public policy or another relevant field such as geographic information systems, geography, environmental science, demography, sociology, political science, and planning/urban planning.
