Position Overview:
The full-time contract Cartographic Technician 3 position provides support to the Survey and Mapping (TERM) organization, a part of Bonneville Power Administration’s (BPA’s) Real Property Services (TER) group. This position will provide support to the Survey and Mapping Manager, in an office setting located in Vancouver, WA.

The TERM organization supports right-of-way acquisition for transmission facilities by preparing pre-acquisition documentation, including, but not limited to, land descriptions and exhibits. In addition, TERM prepares and maintains drawings of BPA transmission facilities, particularly transmission line plan/profile drawings and site property acquisition drawings, including substation sites, communication sites, and fish facilities. These drawings often serve dual functions: 1) they depict BPA right-of-way and associated controlling elements, and 2) they serve as a graphic summary of the intended or as-built configurations of electric transmission facilities, particularly line facilities.

Contract personnel are not allowed to direct Federal employees, nor are they allowed to authorize expenditures or make decisions on behalf of BPA; these functions are specifically assigned to BPA employees. Contract personnel provide analysis, information and input to those functions. Additionally, contract personnel may only represent BPA (such as at seminars, industry events, etc.) with written authorization from a BPA Vice President.

This position is NOT open to Foreign National candidates.
Position Responsibilities include:
Note: all drafts, documents, materials and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager and/or other federal personnel with the authority to do so.
  • Support BPA projects in the revision of BPA electric transmission facility drawings.  Drawings are oriented toward facility right-of-way and electric transmission line design.  Drawings are manually inked on linen or mylar.  Linen or mylar drawings are revised using hand lettering or traditional drafting tools such as Leroy sets and mechanical drafting arms.
  • Draft, plan and profile maps based on engineering specifications and other technical data.
  • Consult with engineering staff and other personnel to discuss and interpret design concepts, determine requirements of detailed working drawings and resolve problems.
  • Review drawings prepared by others verifying that drawings are complete, correct, and adhere to current presentation standards.
  • Provide guidance regarding BPA mapping standards to others, including Master Service Contractors, based on industry and BPA standards.
  • Resolve customer problems and issues regarding surveying and mapping products and services.
  • Work closely with real estate, engineering, and project management staff to assist with scope and schedule of required work.
  • Provide technical recommendations to team members to assist in determining the best methods of production, revision, and review of mapping product, including the preparation of formal memos outlining these methods.
  • Draft statements of work and provide estimates; review and track mapping related work that is delegated to Master Service Contractors.
  • Verify deliverables for accuracy and correctness. Present findings to BPA manager. Deliverables include BPA plan and profiles, and other drawings the Mapping team is responsible for.
  • Research and assemble record data for BPA and contract personnel.
  • Draft predefined organizational standards, update playbooks, dashboards and manuals.
  • Provide technical support to workers across BPA, including engineers, land surveyors, project coordinators, cartographers, environmental specialists, real property specialists, and technicians
 
Position Requirements:
Education/Experience:
  • High school diploma or GED is required.
  • Associate Degree in Land Surveying or Civil Engineering is preferred. (Associate’s degree in the appropriate discipline can substitute for two years of related experience – see below).
  • This is a Level 3 position: 7 - 9 years of demonstrated GIS, Cartographic experience is required. (5+ years work-related experience is required with an Associate’s degree as specified above).
  • 5 years of experience hand drafting on linen and/or Mylar is required.
  • 3 years record management experience is required.
  • Knowledge of various horizontal and vertical coordinate systems and datum (i.e. State Plane Coordinate Systems, UTM grid system, NAD83, NAD27, NAVD88, NGVD29) is highly desired.
  • Familiarity with Land Surveying principles and practices, including survey law is preferred.
  • Knowledge, understanding and familiarity working with real property documents such as vesting deeds, legal descriptions, easements, title reports, exhibits, etc. is highly preferred.

  • Understand and follow established substation design processes and procedures, and technical guidelines and standards.
  • Obtain appropriate BPA manager / personnel approval for all recommendations and drafted materials
  • Ensure proper identification of self as a contract worker in all communications, correspondence, etc.
 
Additional Requirements:
  • Local travel for meetings, training, and visiting BPA vendor facilitates is required (approximately 5%).
  • Valid drivers license is required
  • The selected candidate will be required to sign a BPA Non-Disclosure Agreement (NDA) as a condition of the contract assignment.
  • This position may be eligible for situational offsite work, subject to the completion of a Supplemental Labor Offsite Work Memorandum of Understanding.
  • RSA token shall only be utilized when conducting work directly related to the API. Any other work is unauthorized. Contract worker is responsible for the safe-keeping of the BPA issued RSA Token at all times.  If the RSA Token is lost or compromised, immediately contact the COTR.  All information associated with work performed offsite must be maintained in the BPA network environment.  No BPA information will be allowed to be transmitted, stored, and created, etc., on the contract worker’s personal devices. Contract personnel must follow all BPA and government-wide security, asset management, and cyber security policies and procedures.
