General Purpose
Provide technical environmental support to Pacific Power Transmission and Distribution (T&D) Operations’ projects.  Assure compliance with applicable environmental policies, procedures, rules and regulations.  Support mandated environmental programs and activities. Conducts analysis through research, gathering and interpretation of environmental related data, and policies to assess current processes and develop recommendations to ensure compliance with applicable environmental laws and regulations. Presents analysis and recommendations to management and assist with implementation of selected process changes.  Analyses include, but are not limited to, feasibility studies, cost/benefit analysis, trending/forecasting, compliance risks, budget analysis and reporting.  Specifically, this position’s primary responsibility is to provide professional level services for ensuring the company complies with regulatory requirements of various environmental-related laws and regulations at the federal, state and local levels including, NEPA, ESA, NHPA, ARPA, CWA, CEQA, EFSC, and SEPA as they relate to transmission and distribution operations. 

Responsibilities
  • Develop, maintain, and implement Operations and Maintenance Plans with federal and state land managing agencies.
  • Review T&D Operations’ projects to identify environmental compliance requirements.
  • Act as a lead and oversee environmental consultants and contractors. 
  • Manage environmental and cultural resources projects.
  • Provide environmental support for T&D Operations’ projects (transmission, distribution, and substation construction projects), including NEPA-related permitting activities, CWA Section 404, NHPA Section 106, ESA Section 7, local land use permitting (county and city), and general construction permits.
  • Work directly with and support T&D Operations and project management groups to provide the necessary leadership and support to ensure compliance with federal and state environmental permits and regulations, as well as company environmental policies and procedures. 
  • Conduct environmental awareness training for T&D Operations and project management personnel. 
  • Provide environmental review and support for right-of-way/special use permit renewals.
  • Participate in company, public or regulatory agency meetings. 
  • Work with local, state and federal agencies, including Bureau of Land Management, Forest Service, U.S. Fish and Wildlife Service, National Parks Service, Bureau of Indian Affairs, State wildlife resource agencies, State Parks, and county and city planning departments. 
  • Provide technical leadership and support to operations and engineering staff. 
  • Provide technical input to assist in development of project planning.   
  • Perform complex environmental work requiring the considerable exercise of independent analysis and judgment in environmental services.
  • Develop and improve company procedures and policies to ensure appropriate regulatory and company compliance.
  • Provide internal reporting as required.
  • Assist as needed with agency reports and information requests.
  • Review and comment on agency plans, documents, or proposed regulatory changes.
  • Conduct outreach to authorizing agencies and build working relationships.
  • Prepare budget forecasts and actual performance of budgeted activities for assigned environmental services.
  • Other duties as assigned. 
Requirements
  • Bachelor’s degree in Environmental Science, Natural Resource Management, Wildlife Biology, Archaeology, or other applicable environmental field; or the equivalent combination of related education and experience. 
  • A minimum of five years’ experience in environmental regulations and permitting.
  • Advanced technical knowledge and understanding of environmental issues and the company’s business processes.  
  • Experience in environmental management and reporting, including auditing and training. 
  • Ability to develop and present training to appropriate field personnel.
  • Ability to prioritize workload under pressure.
  • Project management skills including project leadership, task identification, scheduling, and cost/expenditure identification.
  • Data gathering, analysis, interpretation, trending, forecasting, and technical writing skills.
  • Knowledge of applicable Company policies and procedures; applicable federal, state, and local governmental laws and regulations.
  • Proficient with the use of personal computers including spreadsheet, database, word processing, and presentation applications to gather, analyze, and model information.
  • Communication and interpersonal skills including the ability to consult with internal and external customers regarding matters/issues which may be sensitive in nature.
  • Ability to work with all levels of an organization including people with different styles and backgrounds; ability to work as a member of a team. Ability to present alternatives and recommendations.
  • Field experience conducting environmental, biological, wildlife, T&E, wetland, and/or cultural surveys.
  • Must have working knowledge of applicable environmental regulations related to public lands, wildlife, wetlands, heritage resources.
  • SEPA and CEQA experience including development and/or review of related documents.
  • NEPA experience, including development and/or review of EA/EIS documents, and other supporting analyses/processes. 
  • Experience with managing/navigating NHPA Section 106 projects and Tribal relations. 
  • Demonstrated leadership in dealings with federal and state agencies. 
  • Proficient with the use of personal computers including spreadsheet, database, word processing, and presentation applications to gather, analyze, and present information.
  • Communication and interpersonal skills including the ability to consult with internal and external customers regarding matters/issues which may be sensitive in nature.
  • Ability to work with all levels of an organization including people with different styles and backgrounds; ability to work as a member of a team. Ability to present alternatives and recommendations.
  • Ability to travel locally and regionally. Amount of travel may vary but may include multi-day trips and range from 5-20% annually. 
Preferences
  • Advanced degree (MS).
  • Experience in archaeology or working as an archaeologist.
  • Experience working with or for the electric utility industry.
  • Experience permitting linear projects.
  • Knowledge of electrical systems and terminology.  
  • Relevant experience in the states of Oregon, Washington, and California. 
  • Detailed understanding of regulations and impacts for environmental compliance, with emphasis on construction planning and mitigation measures, permitting, and environmental protection of lands.
  • GIS skills and proficient with use of ArcGIS software.
