Senior GIS Analyst w/ PGE (pdx)

​Summary 

The Asset Management Analytics (AMA) Team provides insights to asset reliability, resiliency, risk, threat, and spatial situational awareness.  The team works with various datasets, analytical tools & techniques, and visualization products. In collaboration with various teams across the company the AMA team enables PGE to identify where and what actions will increase PGE’s ability to provide reliable, safe, clean, and affordable energy to customers. Core activities and areas of focus for the AMA Team include but are not limited to; using industry standard methodology for reliability analysis and reporting; collecting, integrating, and engineering data sets from a variety of sources; performing complex reliability, geospatial, and statistical based analysis; automating and creating tools that support analysis; developing reports, dashboards, and geospatial visualizations.  

We are seeking a highly skilled Geospatial Technical Expert with extensive knowledge in coordinating system applications to spatial data. This role involves working with ESRI tools and platforms, as well as managing spatial data outside of ESRI’s platform for advanced analytics and visualizations. 

Day in life: 
  • Geospatial Support: Serve as the geospatial subject matter expert on projects and initiatives across the company. 
  • Data Enhancement: Continuously improve PGE’s asset, reliability, customer, electric grid, and other datasets by applying spatial attribute enhancements. 
  • Data Curation: Building datasets from multiple data sources for analytics and geospatial products. 
  • Data Integration: Incorporate external or non-spatial data back into PGE source geospatial systems. Enable geospatial analytics and visualization in non-source geospatial systems. 
  • Product Development: Deliver advanced geospatial analytics, web applications, maps, and dashboards to support various initiatives.

 This position is crucial in leveraging geospatial data and analysis to support PGE’s core mission of delivering reliable, safe, and clean energy to its customers.  The need for geospatial analytics and visualization is growing exponentially at PGE. This position will play a significant role enhancing our efficiency producing high-quality products to deliver insights that lead to actionable outcomes related to asset reliability and risk.  Additionally, the position will help us increase our velocity of geospatial analytics to keep up with the rate of change related to new technology, environmental change, and our customer’s needs.   

What you will bring: 
  • Expertise in geospatial technologies and subject matter. 
  • Proficiency with ESRI tools and platforms. 
  • Experience in handling geospatial data outside of ESRI’s platform. 
  • Proficiency working with and managing data. 
  • Experience with SQL and Python. 
  • Strong analytical and visualization skills. 
  • A mindset of always learning and being a problem solver. 

Key Responsibilities 
  • Designs and creates innovative data and geospatial products to support business operations. Analyzes data from multiple sources and develops overall product based on operational objectives. Determines which cartographic standards to apply and ensures all geospatial products meet user needs and industry standards. Develops functional design for geospatial applications. Provides leadership and strategic guidance for enterprise-wide adoption of development tools, methodologies, platforms, and integration projects.  
  • Supports the overall administration of the analytics geodatabase, datasets, and administers published analytic focused geospatial services. Collaborates with others to resolve unusually complex or difficult issues. Establishes data quality metrics and ensures data meets those standards. Works with the GIS developers and AMA manager to conduct in-house training and track progress on system implementation and application projects.  
  • Assesses client needs and recommends or makes associated configuration changes or application upgrades. Implements or supports application upgrades. Determines whether system changes pass user acceptance testing.  
  • Identifies overall data needs to facilitate business operations. Designs and runs geospatial queries and special reports to meet business needs. Establishes data quality standards and determines whether data meets those standards. Decides best method to present to end users. 
  • Develops and maintains department cartographic standards and processes aligned to industry best practices. Identifies and implements process improvements. Develops or administers map displays. Researches and resolves complex or cross-functional production issues.  
  • Serves as geospatial subject matter expert. Develops and trains peers. Delegates tasks. May lead large or complex departmental projects. 

Qualifications 

Education/Experience/Certifications  
  • Education Requires a bachelor’s degree in geography, computer science, engineering or other related field or equivalent experience.  
  • Experience Typically five or more years of work experience in GIS or similar discipline.  
  • Certifications, Licenses and Training GISP certification desirable. 
  • Preferred: Experience with ESRI platform, SQL Server, SQL query and Python, Web Mapping Services, Web Feature Services, REST Services, and Power BI/Tableau.

  • Advanced knowledge of GIS software, data and products.  
  • Intermediate knowledge of business-unit operating processes.  
  • Advanced knowledge of application system development, relational databases and coding principles.  
  • Intermediate knowledge of utility system. 
  • Intermediate knowledge of system interface protocols, web tools and database concepts.  
  • Intermediate skills in customer focus.  
  • Intermediate skills in enterprise/business awareness.  
  • Advanced skills in analysis and problem solving.

  • Ability to work long hours  
  • Ability to work a variable schedule  
  • Ability to report to work and perform work during periods of severe inclement weather  
  • Ability to consistently meet attendance standards for regular, reliable, predictable, full-time attendance [for part- time positions, change to part-time attendance] 
Physical Capabilities 
  • Driving/travel/commute: Daily within service territory - Occasionally (one to two times a month or less)

PGE supports hybrid flexible work arrangements; and will have a combination of in-the-office and working offsite. However, these arrangements may change due to business needs or changes in responsibility.
