Summary
The GIS Analyst facilitates all activities related to the design, maintenance, and operation of city geographic information systems. This includes responsibility for documentation, maintenance, and reliability of geographic information systems and related data; and implementation of standards and procedures to create and maintain the Citywide GIS. The tasks will include assisting in database design, source data research, map compilation, digitizing(COGO), attribute coding, quality control, and documentation (metadata); supporting the citywide GIS program and assisting in implementing the overall system including related application and data development tasks as described in the city’s GIS plan; observing standards for ongoing GIS database development, application development, and interdepartmental operating procedures; providing data development support to include database design reviewing, data acceptance testing, data loading and data maintenance/posting; preparing data conversion specifications and or specification review; performing database administration such as: data loading, data integrity testing, spatial metadata, and data distribution.
 
This is a temporary full-time position with an anticipated but not guaranteed end date of April 2nd, 2019.
 
Minimum Qualifications
Bachelor's degree in Computer Science, Geography, Civil Engineering, Architecture, Planning, Public Administration or any combination thereof.
 
At least 3 years progressively responsible experience, at least 1 year working in data development with land information systems (LIS) and GIS, including strong technical experience with geographic database design, GIS data conversion processes and data analysis.
 
Experience should include: 2 years of hands-on use of GIS software, ESRI ArcGIS Desktop Advanced, ArcGIS Server and associated modules preferred, at least 1 year of project experience demonstrating a basic working knowledge of relational database management systems (Oracle or SQL Server preferred), relational data modeling, and relational database design. 1-2 years experience performing application requirements analysis and/or client/server application development.
 
Preferred Qualifications

• Knowledge of the principles and practices of GIS database design, development, implementation, and administration. Extensive experience in spatial data maintenance, source material research, field mapping, metadata, and data quality control.
• Comprehensive knowledge of ESRI software products with strong data management and mapping skills.
• Knowledge of Python, ModelBuilder, and Geoprocessing.
• Knowledge of data integration, relational databases, and the ability to work with different map projections, data formats, and foreign data.
• Knowledgeable in GIS data analysis techniques, spatial data queries, and data manipulation.
• Strong data maintenance and cartographic design experience.
• Working knowledge of application development methods and techniques.
• Excellent organization, time management, problem solving and planning skills.
• Ability to cooperate, build consensus and compromise where necessary.
• Strong customer service skills and ability to communicate concisely and clearly, both orally and in writing, including the ability to effectively convey technical information to non-technical audiences
