GIS Coordinator w/ Snohomish County 911 (remote)

General Nature & Scope of Work
Under the general supervision of the Application Manager, the job emphasis for the GIS Coordinator is maintaining geographic information data for 911 center systems, as well as administering, maintaining, and updating spatial data management, spatial analysis and GIS integration with SNO911’s technology applications. Compiles, organizes, merges and maintains a large diverse geographic database comprised of Public Safety mapping information such as but not limited to: addressing, street center lines, response areas, topography, parcels, hydrants and associated records. This position produces reports of a complex nature and analyzes information, data, maps, charts and graphs to reveal patterns, trends, and hot spots, and to ensure the integrity and applicability of information. This is an FLSA non-exempt position.

​Essential Functions of the Job
  • Promote and support agency Core Values of Integrity, Vision, Excellence, Empathy, and Proactivity 
  • Compiles, organizes, merges and maintains a large diverse geographic database comprised of Public Safety mapping information such as but not limited to: addressing, street center lines, response areas, topography, parcels, hydrants and associated records 
  • Performs a variety of specialized and technical duties such as system design, analysis and programming related to the management of the Center’s Geographic Information System 
  • Serves as GIS administrator and maintains and updates spatial data management, spatial analysis and GIS integration with SNO911’s technology applications 
  • Coordinates communication and activities with the Center’s customers, personnel, various governmental and private agencies and the public; attend meetings and prepare reports concerning the Geographic Information System 
  • Develops performance, operational, spatial and temporal reports and tools to assist with analysis and decisions 
  • Performs spatial analysis that may include such activities as network modeling, advanced data layer merging, edge matching, buffering and clipping spatial data 
  • Analyzes information, data, maps, charts and graphs to reveal patterns, trends, hot spots and to ensure the integrity and applicability of information 
  • Coordinates the input of GIS data and dissemination of cartographic (map) output ? Performs mathematical calculation, statistical computations 
  • Represents SNO911 on committees and task forces by serving as a GIS data advisor in the exchange of information or in addressing specific needs with other agencies or organizations 
  • Under direction of the Operations Manager, acts as the backup CAD Coordinator
  • Documents procedures that fall within the responsibilities of this position 
  • Ability to maintain regular and predictable attendance is an essential job function for this position 
  • Perform other related duties as assigned

Knowledge, Skills & Abilities

Knowledge of:
  • Public safety communication center operations 
  • Geographic Information System fundamentals 
  • Surveying and cartography
  • Master Street and Address Guide (MSAG) and Emergency Services Numbering (ESN) and how they interface with Public Safety technology 
  • Use of various problem-solving techniques 
  • Principles and practices of mathematics and statistics 
  • Record-keeping techniques and requirements 
  • Sufficient computer skills for the usage of PC based support systems and peripherals 
  • SNO911 policy and standard, and legal requirements with regard to highly sensitive criminal, medical, and personal information

Skill Level: 
  • High proficiency in geographic data processing and analysis 
  • Proficiency using standard GIS software tools 
  • Proficiency in the operation of Public Safety technology 
  • Excellent interpersonal skills for establishing and maintaining effective working relationships with employees, agency customers, vendors and the public 
  • Excellent customer service skills required including a positive customer service orientation, with both internal and external contacts 
  • Excellent written and verbal communications skills 
  • Proficiency in the utilization of personal computer tools, such as word processing, spreadsheets and presentation software

Ability to: 
  • To effectively manage and coordinate multiple and often complex tasks of varying interest and priority, and to pursue tasks through to completion 
  • Assess and take action on requests and needs of users 
  • Work around, and with, confidential information, and exercise proper discretion in its dissemination, in accordance with SNO911 policy, and with State and Federal law
  • Establish and maintain effective working relationships with other SNO911 employees, customers and vendors 
  • Analyze and solve problems 
  • Learn new technologies and assimilate new information quickly 
  • Present ideas and recommendations in a clear and concise manner to diverse audiences 
  • Communicate effectively both orally and in writing 
  • Work with minimal supervision 
  • Understand and follow oral and written directions 
  • Analyze technical problems and describe their solutions both graphically and logically 
  • Work within scheduling constraints 
  • Maintain authorization requirements for accessing and working with criminal justice information systems and other forms of secure information

Education and Experience

A combination of education and related experience sufficient to provide the requisite knowledge, skills and abilities.
  • Two (2) or more years of direct geofile database support in a public safety environment, and
  • A minimum of three (3) years’ experience in the operation of a computer aided dispatch (CAD) system or similar computer system framework

  • Work is performed primarily in an office environment under pressure and requires the ability to quickly adjust to changing priorities and demands 
  • While performing the duties of this job, the employee is frequently required to sit and use a keyboard
  • Seeing to read and comprehend basic technical, narrative, diagrams and schematic computer information and maps 
  • Travel by various modes of private and commercial transportation within the region may be required 
  • Occasional fieldwork may be required
