​Job Summary
Provide a professional level of support to end users and managers for the City’s Enterprise Geographic Information System (GIS), data management, and governance. Utilize project management skills and advanced understanding of GIS and data management best practices, techniques, systems architecture, third party software, and data analysis to manage complex projects and to develop data management plans and solutions to meet user needs. Coordinate with multiple departments across the organization to help facilitate user data need and identify opportunities for improvement. Develop and administer Esri suite of software. Manage/administer, design, build SDE enterprise GIS databases using SQL Server, and ensure that these databases are properly optimized. This position requires the ability to develop and maintain solutions using ArcGIS .NET API, automation/ETL processes such as Python, FME Workbench, FME Server and other scripting tools.

This is a full-time, regular, exempt position.

Job Details
Essential Functions:
  • Design, create and maintain geodatabases, including security and performance tuning; Perform database queries; Develop and maintain data/database integrations with other system; and Troubleshoot issues.
  • Work with all city departments to assess business needs, develop workflows, and build solutions and documentation to meet those departmental need. Develop and configure web solutions using ArcGIS Enterprise.
  • Develop and maintain ETL/automation processes using tools such as FME Workbench, FME Server, and Python to update data, update layers, create layers, and update datasets to/from various systems and develop GIS layers to be used within desktop and web applications.
  • Coordinate with GIS and Data Manager and other GIS users to develop and maintain a metadata management system.
  • Assist GIS and Data Manager in the administration of ArcGIS Enterprise and ArcGIS Online.
  • Integrate commercial software applications such as permitting, work management, asset management, and document management systems with GIS.
  • Design and develop intuitive, consistent, and extensible GIS solutions.

Qualifications
Experience and Education
  • Five (5) years of related experience with Esri’s ArcGIS suite of software including ArcGIS Enterprise, ArcGIS Portal/ArcGIS for Server/ArcGIS Pro as well as experience administering SDE geodatabases with SQL.
  • Equivalent to a Bachelor's Degree in computer science, geography or related field. Alternatively, an Associate’s Degree with 6 or more years of related experience will be considered.
  • Equivalent combinations of education and experience may be considered.
Computer Skills
  • Advanced knowledge of Esri’s ArcGIS suite of products including ArcGIS Enterprise, ArcGIS Portal/ArcGIS Server, ArcGIS Desktop (ArcGIS Pro/ArcMap 10.x or greater), including Esri ArcGIS extensions such as Spatial Analyst, Network Analyst, Field Maps, Workforce, Survey 123, Operations Dashboards, Experience Builder and Story Maps.

About: The Great Basin Institute, in cooperation with the National Park Service, is recruiting a GIS Analyst to maintain Sequoia and Kings Canyon National Parks’ (SEKI) cultural resources geodatabases and support the use of GIS to collect field data through mobile applications. In addition, the analyst will maintain the parks’ giant sequoia tree inventory within the parks’ enterprise GIS. The analyst will use the GIS to analyze these resources to provide maps for park project planning and compliance.

Project‐specific activities:
- Utilize GIS software to maintain data that meets National Park Service GIS data standards. - Create and manage field data collection applications
- Utilize the data and GIS software to analyze the potential impacts of park projects
- Create maps that visualize the analysis and data

This work will provide the State of California’s Historic Preservation office with maps and data that describe potential project impacts to cultural resources thus preserving the information for the public and tribal groups.

## Qualifications:
 Advanced degree in applicable discipline, and multiple consecutive years of experience with GIS technologies and products including the current suite of ESRI ArcGIS software, extensions, and ArcGIS Online;
- Ability to develop and analyze spatial information with GIS and the design principles of geodatabases;
- Familiarity with the mission, goals and operations of the National Park Service;

​General Purpose
The GIS Specialist position ensures that As-Builts are mapped into the facility and GIS based connectivity mapping systems after construction completes. As well as providing support on various data cleanup projects. Responsibilities
•    Use Geographic Information Systems (GIS), and custom applications to create, collect, compile, configure, transform, and maintain data that serves a variety of purposes.
•    Post map changes as instructed by field-completed drawings and as-builts. 
•    Maintain complete records of the Company's distribution electrical assets.
•    Work to ensure departmental data quality and work productivity goals are met.
•    Maintain the electrical connectivity network within the GIS applications by ensuring complete network traceability from the substation to the end customer.
•    Generate maps; read and interpret electrical utility asset and connectivity maps to enter, edit, and update spatial and tabular data.
•    Maintain the accuracy of the GIS database(s) and technical files and documentation.
•    Work with design estimators and engineers to resolve design as-built connectivity discrepancies.

•    Complete digitizing, spatial data editing, attribute editing, data validation and maintenance of digital infrastructure spatial data and related attribute information.
•    Analyze data and perform QC/QA related activities, engineering standards enforcement, data validation, cartography, check plots, etc.

Develop and maintain the County cadastral and GIS mapping system. Apply cartographic principles and practices to maintain records and cadastral and GIS maps. Aid the Assessor's Office in the identification, location, inventory and mapping of land for assessment and valuation of property. Prepare a variety of cartographic maps; solve problems requiring knowledge of the subject matter of surveying, mapping and legal ownership. Perform all types of cartographic projects such as partitions, segregations and consolidations, research and resolution of ownership, boundary and taxing district issues.
