  • As a Wildlife Biologist, experience in an aspect of wildlife biology, such as with avian species.  
  • Experience with the preparation of NEPA documents and Biological Assessments, including ESA Section 7.

About DAI/SHAHAR:
The objective of the Strong Hubs for Afghan Hope and Resilience (SHAHAR) Program is to create well-governed, fiscally sustainable Afghan municipalities capable of meeting the needs of a growing urban population. Targeted support to 20 provincial municipalities across Afghanistan, as well as the General Directorate of Municipal Affairs (GDMA) and Municipal Advisory Boards (MABs), will lead to improved municipal financial management, urban service delivery, and citizen consultation.

Job Description:
PURPOSE:
The internship program is to train and learn the new graduated/last year students from universities and specially on GIS filed, will train the interns theoretically and practically on the GIS workability and utilizing at the job field such urban planning, municipal addressing, and etc. and then the interns will use the learned knowledge and skills in their future career.

OBJECTIVE AND DUTIES:
•    Learn the Q-GIS basics and then assist on digitization of the satellite imageries of the SHAHAR municipalities.
•    Assist in liaising with SHAHAR municipalities embedded team to obtain the needed data related to urban planning and municipal addressing.
•    Convert picture and other maps formats into geo-referenced GIS maps for urban planning.
•    Perform other duties as may be assigned by her/his direct supervisor.

CLASSIFICATION TITLE OF THE JOB:  GEOGRAPHIC INFORMATION SYSTEM ANALYST (Classification LC 862). Management Exempt Full-time position (37.5 hours/week) working in the Linn County GIS Department.    
 
ESSENTIAL FUNCTIONS OF THE JOB:
  • Perform small and medium size project management, meeting with GIS users to define data and application requirements.  Developing and utilize GIS software products and tools aimed at satisfying user needs.
  • Convert and integrate spatial data into a wide variety of different data formats from vendor specific file formats to relational databases.
  • Develop GIS based programming/modeling tools to streamline and automate internal workload for Linn County employees.  Develop GIS web based tools to aid partner agencies and the general public. 
  • Perform complex analysis projects using GIS software tools and data.
  • Train and assist Linn County GIS users and project partners in developing and producing system products.
  • Provide assistance to the public and intergovernmental agencies for data transfer, project assistance and general information.
  • Produce presentation material using the GIS software and other computer applications, including but not limited to maps, drawings, charts, posters, newsletters, displays, flyers, bulletins and related matters.
  • Maintain records and build data files.  Develop and utilize methods for centralizing data file management.
 
QUALIFICATIONS:  A Bachelor's Degree from a four year college or university with major course work in geography, cartography, computer science, engineering or a closely related field, and a minimum of two years related experience in the use of a geographic information system in developing and maintaining land-based mapping applications and data, or an equivalent combination of experience, education and training which demonstrates the ability to perform the work described.
 
COMPENSATION:    $3841 - $4828 per month (DOQ), plus excellent benefits.

The Global Lands Carbon Science team consists of a team of 5 staff who lead scientific analyses of the climate mitigation potential of various natural climate solutions. Natural climate solutions are 20 conservation, restoration, and improved land management actions that are proven ways of storing and reducing carbon emissions in the world’s forests, grasslands, and agricultural fields. We conduct both global analyses and support specific country programs with scientific assessments. Our team’s expertise includes carbon accounting, reforestation, forest restoration, improved forest management, and translational research. It will be an exciting time for the research, as the results are intended to feed directly into on-going campaigns and efforts to massively scale up reforestation to tackle climate change.

YOUR POSITION WITH TNC
The Global Carbon Science intern will provide research support for the Forest Restoration Scientist and the Geospatial Analyst on the Carbon Science team.
This position is a full-time, 12-week internship position for the summer of 2018, with exact start and end dates negotiable.

ESSENTIAL FUNCTIONS
The Global Carbon Science Intern will assist the Global Lands Carbon Science team on research projects related to evaluating the climate mitigation potential for reforestation in the United States and beyond by supporting spatial data analyses and image processing; reviewing literature and methods; coordinating communications among scientists and TNC chapters; and attending meetings and conferences with Carbon Science team members.

RESPONSIBILITIES AND SCOPE
•    Assist in data processing and methods development.
•    Compiles and analyze data, resolves disparities and summarizes results.
•    Conduct general research support such as literature review and writes up findings.
•    Coordinate communications among scientist and TNC chapters
•    Works in an office setting.

MINIMUM QUALIFICATIONS
•    HS Diploma or equivalent. Enrolled in an undergraduate program with at least two years of study, graduate program, or a recent graduate (within two years of graduating from an undergraduate or graduate program) for biology, conservation/environmental studies or related field, or equivalent                            
•    Experience using MS office, Word, Excel, and navigating the Internet
•    Basic knowledge of geospatial theory and/or analysis
•    Basic research related skills, such as search, reading and summarizing various kinds of literature
•    Ability to communicate effectively in writing and document processes
•    Proven organizational skills and attention to detail
•    Ability to act independently on assigned tasks and projects

DESIRED QUALIFICATIONS

•    Multi-language skills and multi-cultural or cross-cultural experience appreciated
•    Experience with geospatial and satellite data processing and data manipulation
•    Experience programming in R, ArcGIS products, Python, or equivalent platform
•    Database management skills with ability to produce reports
•    Work will require extended time in front of a computer
 

SALARY INFORMATION
$15/per hour (undergrads) and $17/per hour (graduate-level or recently graduated bachelors students)

Your New Opportunity
The GIS Analyst position is responsible for performing data analysis, processes and functions related to Geographic Information Systems (GIS) to support multiple TCS product lines with primary focus on 9-1-1 services.   This position requires strong data analysis, data management and cartographic skills.  The specific duties of the position include, but are not limited to, RF mapping (cell tower footprint), PSAP (Public Safety Answering Point) boundary/polygon maintenance, scripting/tool development using python and ArcGIS model builder, spatial reporting and upgrade/maintenance of ESRI’s suite of applications.  Job functions require frequent interaction with internal and external customers, such as TCS’s operations, deployment and software development as well as PSAP communities. 

PRIMARY DUTIES:
  • RF propagation modeling used to define cell tower coverage footprint
  • Map development, analysis and production to determine cell tower routing.  Fulfill adhoc map requests as needed
  • Polygon boundary editing.  Data validation, incorporation, topology verification etc
  • Create new python scripts/tools as needed & maintaining existing python scripts
  • Complete requested spatial reports and analysis
  • Data management organization, maintenance and storage
  • Maintain knowledge of internal, external and industry processes and offerings as they intersect with mapping requirements
  • Assist other GIS analysts in supporting/balancing workload
  • Server and ArcGIS Online service administration/maintenance/development
  • Upkeep documentation
  • Other projects as required.
  • Rotating 24/7 on call for production issue support.

AS A GIS ANALYST, YOU WILL HAVE THE FOLLOWING EXPERIENCE/SKILLS/EDUCATION:
  • Minimum of 2 years’ experience within the GIS field working with GIS datasets.  Previous work experience should include current industry standards and techniques for map production, polygon editing, database management and scripting.
  • Experience with ESRI ArcGIS Desktop and other GIS software.
  • Must be comfortable publishing and maintaining GIS services on local ArcGIS servers or ArcGIS Online.
  • Familiarity with accessing GIS data in databases including creating ODBC connections and basic SQL statements.
  • Strong data management, cartographic and analytical skills.
  • The ability to resolve issues from an analytical perspective using critical thinking and best practices.
  • The ability to communicate effectively, both verbally and in writing.
  • Detail orientated, able to demonstrate QA/QC best practices.
