General InformationThe Aviation, Transportation, and Land Use Planning Intern is a developmentally focused position designed to assist students with learning their trade. Learn on the job by providing support to the Transportation/Land Use Planning division and the Planning & Development Department as a whole, broadly focused on project development, facility planning; land use permitting and entitlements, policy research, regulatory compliance, and GIS mapping. To be considered for this intern position you must be a current student enrolled in a Portland-area school for the duration of employment. Spring 2023 graduates will not be eligible for this internship unless documentation of continued educational classes (graduate school related to the field) can be provided at the time of application.  

Duration:  Expected end date on or around February 28, 2025, with full-time work during school breaks and part-time during school year. Starting hourly rate at $16.00.

Summary of Essential Responsibilities
  • Project Development & Development Planning: 
    • Assist in putting together applications, proposals or plans for airport airside and landside, real estate, industrial development, or other Port capital projects. 
    • Assist in creating development plans for a Port facility or property by gathering and analyzing data, maintaining the project documents and organizing site visits.
  • Development Review: 
    • Assist in data gathering, preparation of narratives, prepare responses to proposed land use actions and assembling information for dissemination to relevant agencies.
  • Research: 
    • Conduct research and prepare findings on different relevant policy and regulatory issues. Examples could include freight, industrial land and brownfield, emerging technologies, airport land-use compatibility, land use regulations, or related topics, with possible presentations of findings to Port staff.
  • GIS Mapping: 
    • Prepare maps and graphics, conduct GIS-based analysis and obtain GIS data from local jurisdictional partners 
  • User Data Analysis and Field Observations: 
    • Gather, organize, and analyze traveler trends, traffic, parking, rental car, ground transportation services activity, terminal circulation, and queuing tendencies. 
  • Support the PDX Community Advisory Committee (CAC) and Hillsboro Airport Community Advisors (HACA) with planning meetings, record keeping and annual reporting.

Minimum Requirements/Skills and Abilities
  • Currently enrolled in an accredited college or university and seeking a degree in Urban Planning, Environmental Sciences, Landscape Architecture, Public Administration or related field.
  • Student must also provide current unofficial transcript at time of application. 
  • Maintenance of a minimum 2.5 grade point average and continued enrollment in classes pertinent to the internship is required.
  • Ability to pass and maintain a Criminal History Records check and Security Threat Assessment for a PDX Security Badge is required.
  • Working knowledge of: 
    • Microsoft Office Suite
    • ArcGIS 
    • AutoCAD, is desired 
    • Photoshop and Adobe Illustrator, is desired

PDX GIS Day 2023 - a recap

The Portland geospatial community came together for the 11th annual PDX GIS Day event held at Ecotrust's beautiful and spacious Irving Street Studio on Wednesday, November 15th. The event was packed with hundreds of geospatial professionals, students, and enthusiasts who were all happy to celebrate the field with fellow geo-geeks. 

While there are many highlights of the event, renowned cartographer Dan Coe stole the show with his keynote presentation, Mapping Inspirations and Influences. It’s safe to say we all left the event full of inspiration and looking at the world just a little bit differently after watching Dan transform everyday sights of the natural world into cartographic works of art. 

Before the keynote presentation, attendees had opportunities to engage with our sponsors - OR-URISA, Gartrell Group, Portland Community College GIS Club, ASPRS, NV5, Ecotrust, GeoSolutions, 3j Consulting, OS-GEO, Greentop Consulting, and Portland State University Geography Department - many of whom not only supported the event with funds for pizza and beverages, but also came to the event with engaging activities for the participants. Attendees had their geographic knowledge tested, contributed to a mental map of Portland, and hung string to create a map showing where participants were originally from. Community groups such as the Data Visualization Society of Portland, Emerging Professionals, and the Society for Conservation GIS were also present and shared information about their groups with attendees.   
 
The energy in the room was high throughout the evening, with people reuniting with friends, colleagues, and classmates; engaging with new members of the community; and creating networks with people from all over the Portland metro area and beyond. The Irving Street Studio space contributed to the warm and welcoming environment, with its spacious layout, hardwood floors, natural light, original wood beams, and brick archways. 

After Dan’s presentation the space continued to be filled with smiles and laughter as people were awarded raffle prizes: five Esri One-Year Subscription to ArcGIS for Personal Use licenses, two copies of Portlandness: A Cultural Atlas and three copies of Upper Left Cities, both atlases generously donated by David Banis and Hunter Shobe.

We ceremoniously cut into the PDX GIS Day cakes, and all attendees had an opportunity to take home a wide variety of Geological maps, provided by the Washington Geological Survey. 

This was the largest PDX GIS Day event yet! We are so grateful to Ecotrust’s Knowledge Systems team for supporting the event with the use of the Irving Street Studio, to all the sponsors who made the event possible, to all the volunteers who made the evening run so smoothly, and especially to the all volunteer planning team who worked to make it happen in the first place. We would also like to give a huge shout out to Hot Lips Pizza for catering the event and supporting the needs of our group by ensuring that all aspects of the food and drink were handled without issue. It’s truly a community event and we cannot wait to continue bringing the community together to celebrate the Geospatial world for years to come. ​

Applications for the 2024 Woods Hole PEP internship are now open!

The Woods Hole Partnership Education Program (PEP) is accepting applications for the 2024 summer undergraduate research internship program. Based in Woods Hole, Massachusetts, PEP combines course work with research in marine, oceanographic, biological, and environmental sciences. PEP is a collaboration of the University of Maryland Eastern Shore and the six major scientific institutions in Woods Hole: NOAA’s Northeast Fisheries Science Center, Marine Biological Laboratory, Sea Education Association, U. S. Geological Survey, Woods Hole Oceanographic Institution, and the Woodwell Research Center.

PEP 2024 will run June 1 through August 11. Participating students will receive a $6,000 stipend in addition to tuition for the course, travel to/from Woods Hole, room and board, and field trip expenses during the program.

Applications are due Friday, February 9, 2024, with letters of recommendation due on February 16. The 2024 PEP Class will be announced in mid-March.

The Role:

TITLE: Neighborhood Trees Specialist, “Regional NT Specialist”
EMPLOYMENT STATUS: Non-exempt from overtime. Full-time (40 hours per week).
HOURS: Tues-Sat schedule during planting season (Oct-May); Mon-Fri schedule during summer months (June-Sept). Some evenings as needed. Fairly flexible within that framework, establishes schedule and makes changes known.
SUPERVISED BY: Neighborhood Trees Manager
SUPERVISES: Volunteers. Interns as needed.
PAY RATE: $52,000 annual salary; eligible for full benefits package, including 100% employer paid medical, dental and vision insurance, retirement match up to 2%, paid time off starting at 3 weeks’ vacation, 11 holidays, and sick time. In addition, the organization will be closed Dec 25-29 which does not count toward vacation.

JOB SUMMARY
The Regional NT Specialist will work in partnership with the NT Team, community and non-profit partners, public agencies, residents, and volunteers to foster community and environmental stewardship of our urban forest throughout the Portland-Vancouver and Salem metro regions. They will coordinate and implement volunteer-centered neighborhood tree planting projects and events, community tree care programming, and community-based tree education. The Regional NT Specialist will support our Portland/Vancouver Metro regional outreach efforts, helping respond to general NT customer support inquiries and requiring the ability to effectively communicate with a diverse set of stakeholders/volunteers. (The ability to speak more than one language is highly beneficial.) This position will be a hybrid role that works in varied settings, including in the field, in the Portland office, and from home.

DESCRIPTION OF ESSENTIAL FUNCTIONS
  • Initiates, coordinates, and oversees neighborhood street and yard tree planting projects and volunteer planting events in the Portland-Vancouver and Salem metro regions in both the outdoors and in an office environment.
  • Leads volunteer event coordination and logistics efforts  – from securing event staging sites, recruiting and organizing volunteers, soliciting food donations, etc. – in support of a successful community event.
  • Orients, trains, and guides volunteers to facilitate a positive, supportive, and safe volunteer experience as they learn about planting and caring for trees.
  • Support with recruiting and supervising volunteers, using multi-faceted and layered training approaches which center diverse learners and learning styles.
  • Support NT volunteer training and programs and actively participate on the NT Summer Inspector Program, Pruning Program, and/or Crew Leader Training teams.
  • Assist with tree maintenance efforts, including watering, mulching, pruning, and tree health checkups.
  • Coordinate with community and municipal partners to ensure programming meets shared goals, objectives, municipal guidelines, and strengthens partnerships.
  • Provide community-centered support for potential tree recipients and volunteers via phone, on-the-ground outreach, email, and virtual and/or in-person meetings.
  • Help coordinate and staff regional outreach events and outreach efforts in order to engage community members, recruit volunteers, sign up tree purchasers, and share educational information with the public.
  • Work with ArcGis, databases, and ecommerce systems to collect and follow up on tree ordering and volunteer roles.
  • Actively engages in FOT’s Justice, Diversity, Equity, and Inclusion efforts and initiatives
  • Attends and actively participates in staff meetings, retreats, training, program improvement discussions, and other related work events and supports efforts to improve program and organizational effectiveness and efficiency.
  • Supports team members on a daily basis as projects, work load, and timelines are constantly shifting.
  • Participates in cross-program committees and subcommittees to fulfill FOT’s mission.
  • Participates in fundraising for Friends of Trees general funds, as needed, and assists with grant writing, management, and reporting.

ESSENTIAL QUALIFICATIONS

  • Able to do physical work outside in a variety of weather conditions, both alone and in teams, and able to move large trees and supplies (50+ lbs) repeatedly, with the support of hand trucks.
  • Have a valid driver’s license and eligible driving record.

SUPPORTIVE QUALIFICATIONS 
  • Experience leading and coordinating accessible community events/projects (particularly pertaining to tree planting and care educational programming) to a wide audience of participants and/or relevant skills.
  • Highly beneficial if fluent or proficient in any language(s) in addition to English.
  • Professional or personal experiences that provide the ability to effectively communicate with a diverse set of stakeholders/volunteers.
  • Experience with social and/or environmental justice work.
  • Experience working with young adults or creating and/or implementing educational programming and curriculum.
  • Familiarity with ArcGIS, Salesforce, ecommerce, and web-based databases.
  • Knowledgeable of, or desire to learn about, environmental justice, trees (including tree identification, planting, pruning), and urban forestry.
  • Active International Society of Arboriculture (ISA) Certification or desire to pursue certification when eligible.

Summary
The GIS Analyst performs complex technical work in the planning, creation, maintenance, and retrieval of data from the County’s Geographic Information System (GIS) and related software applications.

  • Creates complex programs for County departments utilizing GIS; provides explanation of GIS processes and procedures to staff with varying levels of GIS expertise. Works closely with other County departments, governmental agencies, and the public in the verification of data. 
  • Performs work as needed in asset management systems (ESRI) or other software for Public Works, and Community Development Departments. Develop and support programs, maps or databases to support department workflows. 
  • Recommends standards and procedures for regular GIS activities, updates, maintenance, improvements, and processes, and works with GIS staff to automate and perform same. Serves as project lead for complex projects; provides oversight of lower- level staff on routine projects. Provides input and establishes GIS and asset management infrastructure; works with information technology staff to implement GIS for use by all County departments. 
  • Writes code for the integration of third-party software, external databases, spreadsheets, and other data sources to GIS and/or asset management systems. 
  • Serves as primary contact with administrative or management personnel regarding GIS applications and requirements; conducts needs analysis, analyzes and prioritizes users' requests for service changes; develops proposals to meet the requests. 
  • Assists IT Management in the development of short- and long-range plans, goals and objectives for assigned operations; coordinates assigned activities with other County departments and outside governmental agencies. Provides input on technology and budgetary needs for managerial staff. 
  • Pursues self-development and continuing personal development of skills and knowledge by attending ongoing educational workshops, reviewing professional publications, and establishing personal networks.

Qualifications

EDUCATION AND EXPERIENCE: 
Completion of four years of college preferred or two years of college and or technical school program in GIS, automated mapping, geography, computer science, database management, or related field, with three years of professional GIS or automated mapping experience; OR, any equivalent combination of training and experience which would provide the applicant with the desired skills, knowledge, and ability required to perform the job. 

LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS:

Employment at Benton County is contingent upon the results of a background check and eligibility for coverage by the County’s liability insurance carrier. Who We Are Seeking: A dynamic Geographical Information Systems (GIS) Analyst with an advanced level of knowledge who is committed to the organization, to our co-workers, and to the citizens of Multnomah County. More About the Job: This position will work to increase accuracy and create efficiency in the assessment and taxation processes, by increasing organization and project management, creating datasets, analysis tools, web maps and map products, building and maintaining GIS tools and products, as well as performing analysis and reporting. This position will also assist to provide and maintain current, accurate cadastral maps and GIS database.

Minimum Qualifications/Transferable Skills*: 
  • Bachelor’s degree. Experience may substitute for a degree.
  • Two (2) years of increasingly responsible work experience in GIS
  • A valid driver’s license
  • Ability to pass a criminal background check

Preferred Qualifications/Transferable Skills*:
You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.
  • Bachelor’s degree with major coursework in GIS, Geography, math, computer science, business or a related field, demonstrating the capacity for the required knowledge and skills
  • Experience integrating GIS & CAMA systems.
  • Advanced knowledge of Esri ArcGIS skills (ArcPro 2.0+, desktop, online, mobile, etc.).
  • Working Knowledge of analytical, statistical, and spatial analysis techniques. 
  • Working knowledge of database concepts and connectivity with Esri ArcSDE services.
  • Experience data editing with versioned SDE database, managing spatial and non-spatial data including data development and data maintenance.
  • Experience creating content, developing apps and managing licenses in web mapping platforms such as Esri ArcGIS Online and ArcGIS Enterprise.
  • Working knowledge of scripting with Python, Model Builder and Arcade.
  • Working knowledge creating web content accessibility products.
  • Experience providing technical support and training to customers and staff of all levels in navigating web map applications and other GIS products.
  • Ability to develop and provide documentation for GIS processes.
  • Ability to interact and work with a diverse group of people and at all levels of the organization.
  • Public sector experience.
