Description
Starker Forests, Inc. is looking to add a GIS Analyst/IT System Administrator to our staff. This is a fulltime position, with a salary based upon skill and experience. The successful applicant will work on-site with the entire staff in support of forest operations and bring a service-based approach to this position, as the primary role is to help staff make better use of technology to improve workflows and workplace efficiency.

Key Functions
  • Maintain and enhance our current GIS ecosystem of ArcGIS Pro, ArcGIS Online, and Esri’s suite of mobile apps in support of operational workflows.
  • Provide user support in ArcGIS Pro, Arc Online and Office 365.
  • Manage and maintain both local and hosted geographic data sets. 
  • Edit geospatial topologies in ArcGIS Pro.
  • Administer an ArcGIS Online or Enterprise Portal environment, Including group and member management, Esri licensing, permissions, etc.
  • Design and maintain spatial mobile and web apps with Experience Builder, Survey123 Connect, Quick Capture and other Esri development tools.
  • Keep our operating system, firmware, and software environments up to date on 30+ workstations, laptops, printers, file servers, and NAS devices within a networked environment.
  • Manage MS Windows file system permissions on workstations, file servers and NAS devices, also SharePoint permissions and other basic cloud service administration.

Desired Qualifications and Skills
  • 2‐5 years of experience working in GIS/IT. Emphasis on Esri ecosystem of products.
  • High school diploma or GED, bachelors, or associates degree preferred.
  • Scripting experience. Python and Arcade skills strongly desired.
  • SQL and MS Access experience.   
  • Troubleshooting skills.
  • Natural resource background.
  • Understanding of network security issues facing business today.
  • Familiarity with Office 365 environment, including desktop and cloud‐based apps and services.
  • Basic knowledge of PC architecture. How to repair and replace hardware components.
  • Ability to work independently, exercise discretion and good judgement, schedule work and determine work priorities.
  • Excellent interpersonal communication, both written and oral.
  • Ability to work in collaboration with others and provide clear directions.

We are currently seeking a qualified GIS Technician to support work at its Portland, OR office for GIS analysis, geospatial data processing, and figure/map generation for a variety of biological and natural resources programs.
 
The successful candidate will function in a support role under a Lead GIS Manager and will be responsible for supporting a variety of our natural resources projects. A multidisciplinary science-based background is desired. The majority of work will be office-based.
 
Responsibilities:
  • Provide a strong and dependable GIS support role for natural resource data analysis
  • Prepare hard copy and electronic figures and field maps in ArcGIS.
  • Perform geospatial data management, analysis and documentation.
  • Identify published sources and downloading spatial data in support of natural resources projects.
  • Compile metadata documentation to FGDC and related standards.
  • Perform geodatabase design, maintenance and documentation.
  • Collect, download, correct, and export GPS data from Field Maps, Survey123, Collector.

​Requirements:
  • College degree desired (Geography preferred), and 1-5 years related experience.
  • Proficiency with data management, organization, and a willingness to learn.
  • Pertinent experience working with ESRI’s ArcGIS v10.xx software; ArcGIS Pro preferred
  • GPS field data collection and analysis experience using Field Maps/Collector
  • Proficiency with MS Office Suite.
  • SQL database experience desired (Microsoft SQL Server)
  • Flexibility and adaptability to meet fast-paced demands.
  • High motivation and an ability to work independently and as part of a team.
  • Possess good oral and written communication skills.
  • Must be multi-task oriented and possess excellent problem solving skills.
  • Employee is expected to maintain a professional manner in all aspects of their work.
 
Physical Demands & Work Environment:
  • Has ability to perform bending, kneeling, standing, and lifting and carrying objects weighing 35 lbs. and have a tolerance for working in outdoor environments, including prolonged walking or standing on various terrain in a wide range of weather conditions.
  • Performs manual labor including excavation with shovels. 
  • Availability to work extended field rotations (sometimes 10-12 days at a time).

What you will do 
The primary purpose of this position is to analyze, develop or enhance agency developed desktop and web applications with an emphasis on geographic/spatial data presentation.  In support of this, the position will use a variety of tools and software to code, debug and test developed applications.  This position will also query databases for data sets to be displayed within applications or distributed in reports, spreadsheets and maps.  This position will collaboratively define agency application development standards and practices.  This position will work closely with other IS staff and give direction to junior application developers.  This position will work directly with customers, vendors and technical staff from other agencies as needed.  This position will report to the IS Manager and be largely self-directed.  

This position will help support the Department’s information services and platforms, as called for in the state’s 2017 Integrated Water Resources Strategy by keeping complicated system infrastructure running and available for staff and the public.

  • three (3) years of information systems experience in: Geographic Information Systems development or administration.  Software and/or Web Application Development.  
OR 
  • A Bachelor's degree in Information Technology, Computer Science, or related field; AND

The most competitive applicants(s) will demonstrate the following requested skills and experience: 
  • Expert knowledge of ESRI GIS software and applied technologies including ArcGIS Desktop, ArcGIS Pro, and ArcGIS Enterprise 
  • Expert skills in JavaScript, ArcGIS API for JavaScript, and Python 
  • Experience creating JSON services 
  • Experience in working with mobile applications and GPS Units 
  • Experience with cartography  
  • Experience in complex spatial analysis
