Application Analysts/Developer w/ Clark Public Utilities

Clark Public Utilities is a progressive, customer-owned electric and water utility located in Vancouver, Washington.  Our mission is to provide excellent customer service, reliability, and efficiency.  We are currently looking for an Applications Analyst/Developer with this same commitment to excellence. 

This position reports to an Information Services Business Applications Manager and is located at the Electric Center, 1200 Fort Vancouver Way.  The work schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m.

Successful candidates will act as the utility's representative as Applications Analyst/Developer to provide exceptional customer service to ensure our customers receive reliable and efficient service. Essential duties and responsibilities include the following:

  • Provides analysis and programming skills in the development and maintenance of client server based solutions for the improvement of Utility business processes. 
  • Works with Utility departments to analyze business requirements.
  • Documents, designs, and develops solutions based upon defined business needs.
  • Tests, validates and implements solution into Test and Production environments.  Maintains documentation for production solutions; coordinates and communicates solution changes to appropriate Utility and Information Services colleagues; develops and provides end user training content for solutions.
  • Responds to production issues for assigned business areas; assists I/S colleagues as needed in resolving production issues in allied areas. 
  • Works as self-directed individual responsible to meet production schedules and departmental quality standards under supervision of manager.
  • Works as a member of a collaborative, results oriented team in variety of possible project roles (leader, contributor, consultant) to assist team in meeting Utility objectives.



QUALIFICATIONS & EXPERIENCE


  • Minimum of two years of college level courses in Computer Science or Business Systems Analysis (degree preferred)
  • Four plus years of experience in developing and maintaining client server based applications using Microsoft Visual Studio .Net Framework toolset- C#, ASP.Net, Winforms, SQL Server database programming.
  • Two years' experience in ESRI GIS and/or Telvent/Schneider Designer applications.
  • Demonstrated experience with other tools a plus (Visual Basic, BizTalk, SharePoint, Java, HTML, Microsoft Server 2008, Crystal Reports, Cognos). 
  • Experience in object oriented design, n-tier design and web applications
  • Intermediate knowledge of MS Word, Excel, and Access. 
  • Must possess a proactive mindset.
  • Must be self-directed with proven problem solving skills. 
  • Team collaboration skills as well as strong written and oral communications skills necessary
