Job Summary
​
Under the direct supervision of the GIS supervisor, perform complex technical duties to support geographic information systems (GIS) in the Public Works department. Work across all disciplines in Public Works to identify and document GIS business needs, then work with the appropriate GIS staff to develop workflows, tools, software solutions, and processes that meet those needs. Develop documentation and metadata for all processes, maps and data that Public Works GIS produces. Develop tools, databases, layers, publish map services, and automation processes to help improve efficiencies, data quality and workflows. Oversee the field data collection program for all disciplines within Public Works. Assist with the implementation of asset management and Public Works wide initiatives including improved capital planning, key performance metrics analysis, and meeting Council priorities. Act as a liaison/bridge between various divisions and departments such as engineering/design, IT (Information Technology), Utility Billing, Operations and Maintenance, Construction Services, Engineering, and Community Development, and Economic Prosperity and Housing.

This is a full-time, regular, non-exempt union position. This position is covered under the provisions of an agreement between the City and the OPIEU union.

Job Details
Essential Functions:
  • Develop automated processes for layer updates, layer creation, data mining using a variety of tools such as FME, Python and others.
  • Inventory data layers, maps, apps, and develop metadata. Assist in developing a structure and a platform for organizing documentation and metadata.
  • Build relationships and work across all departments within Public Works to identify business needs and develop solutions that will help those departments achieve efficiencies and reduce redundant workflows through the use of GIS technology.
  • Work with departments to identify data collection and inventory needs; build workflows and processes that will help those departments gather the data that they need to make better informed decisions.
  • Provide GIS support to Operations and Maintenance as well as Utility Billing as needed. Develop maps, layers and processes that will help them better informed decisions. Be the GIS point of contact for Operations and Maintenance.
  • Find innovative ways to use GIS to create efficiencies, enhance data quality, and develop effective maps, processes and workflows across all areas of Public Works. Recommend process improvements to Public Works GIS Supervisor.
  • Implement asset management and Public Works wide initiatives including improved capital planning, key performance metrics analysis, and meeting Council priorities.

Qualifications
Experience and Education
  • Four (4) years of related experience in reading and understanding engineering (design/construction) plans as well as working with transportation related GIS data inventory/creation and data analysis.
  • Equivalent to an Associate’s Degree from an accredited college with major course work in GIS, civil engineering or a related field.
  • Equivalent combinations of education and experience may be considered.

Computer Skills
  • Advance proficiency using ESRI products for example ArcMap, ArcGIS Pro, ArcGIS Online, ArcGIS Portal/Enterprise, ArcGIS Hub, Python, HTML, and ArcSDE including editing spatial data using these tools in a multiversion environment.
  • Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint.

Required Licenses and/or Certifications
  • Possession of an appropriate, valid driver’s license required.
  • GIS/ESRI Certification or GISP preferred.

Knowledge
  • Database fundamentals and understanding of relational databases.
  • Autodesk products, AutoCAD Map 3D
  • Terminology, methods, practices, and techniques of drafting and computer aided design and GIS.
  • Principles and practices of surveying.
  • Proficiency using ESRI products for example ArcMap, ArcGIS Pro, ArcSDE and web applications.
  • Basic and Complex geoprocessing tools, such georeferencing.
  • Editing in a versioned environment using ArcGIS with ArcSDE.
  • Asset management principles, policies, procedures and software.
  • Trigonometry as applied to the computation of angles, areas, volumes, distances, and traverses.
  • Different modeling related software.
  • Construction plans and specifications.
  • Engineering maps, records, and application of computer aided mapping and geographic information systems for records management.
  • Principles and practices of Project Management.
  • Modern office procedures, methods and computer equipment
  • Use of personal computers and basic software

Abilities
  • Read and interpret civil engineering plans and specifications.
  • Create visually pleasing maps using Esri different ArcGIS software platforms.
  • Use advanced GIS functionality for reporting and analysis of assets for planning purposes.
  • Operate a personal computer and appropriate software
  • Work in a manner consistent with the City of Vancouver’s Operating Principles
  • Work and act as a team player in all interactions with other City employees
  • Provide a high level of customer service at all times
  • Project and maintain a positive image with those contacted in the course of work
  • Develop and maintain collaborative and respectful working relationships with team members and others
  • Consistently provide quality service
  • Maintain regular and dependable attendance
