GIS Analyst w/ Institute for Natural Resources

The Institute for Natural Resources is a hiring a GIS analyst beginning as soon as possible and going through the summer terms with possible extension into the academic year. This position will support the State of Oregon’s Greater Sage-Grouse planning effort by mapping and analyzing development in its range in central and eastern Oregon. Initial tasks include converting the current database structure to an alternative format, performing overlay analyses and calculations, reporting results in an organized manner, and simple cartography. Analysis results are typically contained in an Excel spreadsheet, so basic Excel skills are a plus.  The position requires 12 – 20 hours of work per week. Position Description
The GIS Analyst will be responsible for working with INR to digitize human-caused disturbances and other tasks as necessary such as assimilate county zoning data into a single spatial geodatabase. The Analyst will report to the SageCon Technical Coordinator. 

Major Responsibilities:

• acquiring and using National Aerial Imagery Program data to populate the "Development Layer" (DL) geospatial database with geometries of human-caused disturbances in the SageCon planning area
• attributing DL geometries
• analyzing the DL for errors in geometries and attributes and making corrections
• improving the DL database as necessary, particularly in terms of attributes and domains
• identifying and correcting data issues 
• acquiring data from local, state, and federal agencies as well as other sources in the SageCon planning area and compiling it into a single geospatial dataset.
• developing metadata
•  keeping data organized and transferable to partners

Required Qualifications

• Experience working with Esri’s ArcGIS software and spatial data sets in ArcMap
• Experience with the ArcGIS editing environment
• Ability to work independently with limited oversight within the project time frame
• Demonstrated ability to identify and bring concerns or problems to the SageCon Technical Coordinator 
• Demonstrated ability to identify possible solutions to issues or concerns
• Excellent written and oral communication skills

Preferred Qualifications

• Associate or Bachelor degree in environmental science, natural resources management, or geography
• Digitizing experience using digital aerial imagery
• Experience in spatial data analysis, producing data reports, and developing publication quality cartographic products
• Database design, development, implementation and management
• Ability to streamline and automate procedures for efficient data processing
• Experience with proposal and report writing desired
