GIS Analyst w/Clean Water Services (Hillsboro, OR)

​The Position
The Development Related Services Department is seeking a GIS Analyst. This position performs professional level GIS support for District staff and works closely with partner cities to import shared GIS records. Additionally, this role creates, updates, and maintains maps, layers, and data sources, conducts routine data management and data transformation tasks, performs complex spatial and hydrologic analysis, utilizes GIS and related systems to generate detailed reports in support of District operations, and provides GIS training to District employees.

​Essential Functions

(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. The District may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
  • Performs spatial and hydrologic analyses using ArcGIS and related applications, and provides recommendations based on results.
  • Develops and maintains standardized web maps, map templates, and data layers; develops, tests, and implements custom geoprocessing models and script-based tools.
  • Performs aggregation, quality control, transformation, and import of external data into the enterprise geodatabase using spatial ETL tools and custom Python scripts.
  • Prepares custom maps in accordance with District cartographic standards.
  • Develops, analyzes, and documents GIS workflows and processes to increase functionality and efficiency.
  • Coordinates with Digital Solutions Division to develop custom GIS solutions using script-based querying, ArcPY toolsets, and/or other software/scripting.
  • Tests and troubleshoots GIS software and patches; maintains departmental GIS test plans.
  • Serves as a GIS technical resource to District staff and other government agencies; provides technical support for mobile map users and field data collection; provides training for District employees using desktop and web-based GIS applications.
  • Stays current with GIS and related technologies to provide innovative ideas for development of custom solutions for the department.

Qualifications

KNOWLEDGE OF:
  • ArcGIS desktop and web applications
  • Spatial and hydrologic analyses
  • Python scripting, SQL scripting, computer software,
  • Principles and practices of project management
  • Advanced principles of data management and control
  • Principles of geodatabase design
  • Mapping, and cartography

SKILL IN:
  • GIS analysis and mapping applications, map production
  • Project management; process documentation
  • Gathering, analyzing, and interpreting technical data to form accurate conclusions
  • Use of computers and computer software including word processing, spreadsheets, database design and management tools

ABILITY TO:
  • Utilize ArcGIS analytical tools and applications to increase functionality of existing software, perform analysis of spatial and tabular data
  • Document programs and procedures, produce clear and effective reports, establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials
  • Operate effectively in a team environment; communicate technical concepts clearly and concisely, both orally and in writing
  • Understand and interpret pertinent policies, procedures, laws and regulations

EXPERIENCE AND TRAINING GUIDELINES:
  • Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:
  • Increasingly responsible experience in geographic information systems, data analysis, geodatabase management, cartography, computer technology, engineering, planning, or a related field.
  • College course work in geographic information systems, data analysis, geodatabase management, cartography, computer technology, engineering, information systems, planning, or a related field.

CERTIFICATION AND LICENSURE REQUIREMENTS:

Upon selection candidates must possess and maintain a valid State issued driver’s license.
