PAY AND BENEFITS
Annual Pay Range:  $56,425.80 - $71,316.26
Hourly Pay Range:   $28.936309 - $36.572443
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
​
Clackamas County’s Assessment and Taxation Department is currently seeking an advanced journey-level GIS Cartographer 3 to join its team.

The incumbent will independently perform complex cadastral map drafting involved in the preparation and maintenance of assessment maps; maintain and amend the Assessor's GIS database layer; perform complex research, interpret legal descriptions, perform quality control and lead the work of lower level staff.


Successful candidates will have knowledge and work experience reading legal descriptions, such as deeds or titles and be familiar with property ownership records. Additionally, successful candidates will have the ability to perform accurate cadastral map drafting, convert, join and manipulate tables from standard formats into GIS formats, and read and interpret detailed data, policies or legal descriptions relating to title search or preparation of cadastral maps. Positions at this level also establish priorities and standards to ensure compliance with statutory requirements for all programs and processes in their area of responsibility and assist in the functional supervision and review of work of lower level staff. Additionally, this position coordinates the allocation of support staff and resources to projects, programs and processes in assigned areas of responsibility. This is a lead position with the expectation of integrating new technology and having the ability to identify efficiencies, while updating work processes.


Required Minimum Qualifications/ Transferrable Skills:*
  • At least two (2) years of work related experience with the following (education may not substitute for the required relevant experience):
    • Working with legal documents such as titles, deeds, liens, notices, and court orders.
    • Examining records to establish ownership through title searches and plat maps from legal descriptions.
    • Working with property descriptions, deeds and survey data.
    • Providing customer services to both internal and external customers.
    • Performing a variety of record keeping activities to ensure proper ownership of property.
    • Working with electronic mapping.
  • Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Accommodation requests for an acceptable alternative method of transportation will be reviewed on an individual basis in compliance with State and Federal legislation. Preferred Special Qualifications/ Transferrable Skills:*
  • At least one (1) year experience leading the work of others, including scheduling, assigning and prioritizing work.
  • Intermediate level proficiency in Microsoft Excel.
  • Intermediate level proficiency in Microsoft Access.
  • Experience hand drawing maps.
  • Work experience analyzing and providing quality control of data.
