GIS Framework Coordinator w/ State of Oregon

Duties & Responsibilities:
The primary purpose for this position is to provide statewide information resource planning, both strategic, long-range plans and the review of state agency operational plans.  This position helps the agency meet its responsibility for review and planning of statewide information technology projects, with a particular emphasis on Geographic Information System program initiatives/projects. Coordination and communication with legislative bodies, all state agencies, local and regional governments, higher education institutions, and private sector organizations are important dimensions of this position.

DUTIES INCLUDE
  • Leads the Framework Implementation Team (FIT) in collaborative development and stewardship of statewide spatial data sets for navigatOR, Oregon's geospatial data utility.  The FIT includes 14 data theme leads and over 400 participants from every level of government and the private sector.  Leads and/or coordinates Framework implementation projects that involve a geospatial component and that have major public service impact.  Each of the 14 data development and stewardship programs are highly complex with impacts across multiple state agencies, local and regional governments, federal and tribal agencies and private industry.  Leads and manages all 14 programs to align with overall statewide GIS strategy.  Reviews legislative direction and develops and recommends legislative concepts, standards and administrative rules necessary for each project and for the program as a whole; develops, recommends, monitors, and/or reviews and analyzes each team’s mission, business plans, expected project benefits, budgets, schedules, consultant reports, benchmarks, and related performance measures; plans and manages operational projects and comprehensive research studies; identifies project scope, required training and resources, potential risk and difficulties, and works directly with the participants to address the issues.  Administers project contracts, monitors and evaluates contractor performance, recommends changes to project plans in response to unforeseen changes or unexpected results.  Meets regularly with agency top management, legislative staff, local, regional and federal government leaders to discuss progress and recommend necessary improvements.  Initiates contact with consultants and technical resources when necessary.  Provides the State Geospatial Information Officer (GIO) and the State Chief Information Officer timely progress reports and suggested management or coordination actions.  Presents status reports to Department of Administrative Services, Governor’s Office, LFO, or Legislative bodies at CIO’s request.
  • Plans, organizes, and assigns work; conducts meetings; monitors schedules and budgets to meet requirements and deliver desired results. Provides State GIO with timely reports on team member performance. Fosters the growth and development of each team and every staff member through positive reinforcement and support.  Provides executive-level support to the Oregon Geographic Information Council, (OGIC) a multi-organizational, multi-jurisdictional coordination body for statewide research on behalf of the Council and its subordinate governance structures, and develops work products, recommendations, and action plans.  Reports and explains the status of enterprise-wide GIS-related strategies, plans, projects, and budgets to the Council, as appropriate.
  • Develops and maintains a statewide Geospatial Information Resource Management planning process that can be integrated into budget planning instructions. Initiates an evaluation and proposes needed improvements in the GIRM planning process each biennium. Through research, studies, and agency contacts, identifies statewide policy issues affecting geographic information systems and makes recommendations for action.  Drafts statewide policy for geographic information systems when necessary.  Routinely consults with and advises the State GIO, OGIC, the Information Technology Investment & Planning Manager and staff, agency administrators, managers and program staff in order to develop GIS-related goals, objectives, strategies, plans, policies, management criteria, and budgets.  Works in concert with  analysts from the Office of the Chief Financial Officer, ITIP analysts, and other agency staff to implement the Governor’s business, management, and policy direction.
  • Applies technical and business practice expertise in geographic information systems implementation to work collaboratively with other Analysts in the Section.  Analyzes and evaluates IT projects that make use of geographic information and GIS technology, as well as those IT projects that should involve the use of geographic information and GIS technology but do not.  Works collaboratively with state agencies to appropriately apply geographic information and GIS technology to IT projects to improve agency business practices, solve problems, and measure results.  Coordinates evaluation of IT projects with respect to GIS technology with the State GIO and with agency GIS coordinators or GIS program leaders.  Guides agency IT projects toward fulfillment of, and alignment with the Oregon Strategic Plan for Geographic Information Management.  Develops multi-agency, sustained collaborative networks for Framework data development and stewardship, including contract management and execution of data stewardship agreements.


WORKING CONDITIONS

The position operates in an office environment with extensive use of office equipment including personal computers. Occasional travel may be required.
