GENERAL STATEMENT OF DUTIES/SUPERVISION:
Works under the general supervision of the Public Works Director. Performs advanced-level professional GIS analysis, mapping, application management and strategic planning.  Coordinates GIS activities for City wide GIS implementation and use. Prepares and monitors the GIS budget. Supervises staff in the Public Works GIS section. Provides technical assistance, training and user support.
 
ESSENTIAL JOB DUTIES:

• Develops, implements and maintains new and existing GIS and related data bases for Public Works and other City departments.
• Plans and directs activities of the Public Works GIS Division and coordinates activities with other Public Works divisions, City Departments and Local Jurisdictions.
• Maintains "As-Built" project information in digital format for both City and Private Development Projects. Project infrastructure is added to PW GIS and asset data bases.
• Manages Public Works GIS data library and assists other City departments with GIS related mapping, analysis, applications and other GIS related issues.
• Provides training, support and technical guidance and support to other city staff on GIS systems, applications, and procedures.
• Develops and configures ESRI ArcGIS based applications for various user needs and external software integration such as Lucity and Eden.  Inputs, edits, and verifies data to the GIS system; develops GIS datasets and queries to meet the user needs.  Prepares and maintains a variety of standard and specialty maps, records and reports related to land use, zoning, public works and other data.
• Prepares and makes presentations to staff, elected officials and the public demonstrating the value of the GIS system.
• Performs GIS related research, data collection and testing. Provides GIS related data, information and assistance to the public.
• Interprets plans, photos, maps and other data as needed.
• Maintains detailed, up to date documentation of GIS procedures and policies.
• Maintains knowledge of current GIS methods, applications, and database technologies through professional literature, product research, user groups, conferences and continuing education.
• Ongoing monitoring and evaluation of the City's GIS system; recommend and implement improvements as resources allow.
• Develops goals and objectives for the GIS team and system.

 
SELECTION CRITERIA:
Minimum requirements include a 2 year degree in Geography, Civil Engineering Technology or related field and 3 years of experience in the use and operation of Geographical Information Systems and ESRI applications. A bachelors degree in a related field is desirable. Experience in local government and or public works engineering is desirable.
 
OTHER INFORMATION (IF ANY) SPECIFIC TO THIS POSITION:
KNOWLEDGE OF:

• Principles and practices of GIS database design, development, implementation, administration and maintenance.
• City standards for locating roads, rights of way, utilities,and other infrastructure components.
• Principles and practices of public administration, civil and traffic engineering, municipal finance, statistical analysis, and technology as applied to managing GIS resources, applications and protocols.
• Comprehensive knowledge of ESRI products and software such as: ArcGIS Desktop, ArcGISPro, ArcGIS Server, ArcGIS Online, Web App Builder, Story Maps, Local Government Information Model and ArcGIS Extensions like Spatial Analyst, 3D Analyst, Network Analyst and other GIS related tools, products, software and services.
• GIS data editing procedures and techniques.
• Principles, practices and concepts of cartography, map projections and data, spatial analysis and addressing.
• Application development, configuration and employment.
• Integrating GIS with other database systems.
• Project management, strategic planning, leadership, needs assessment, mentoring team building, time management and budgeting for GIS needs.
• Experience with creating and updating technical documentation and reports.
• Python Scripting, JavaScript and HTML experience is highly desirable.
• Trimble Global Positioning System (GPS) hardware and software utilization and GPS field data collection.
• Autodesk Software products and data format knowledge is highly desirable.
• Knowledge of the operation of printers, plotters and scanners.
• Excellent customer service practices and techniques.
• State and Local laws, rules, regulations, and codes as they relate to a GIS system.
