THE CITY OF BEAVERTON INVITES APPLICATION FOR
GIS PROGRAMMER, BUSINESS ANALYST

GIS DIVISION
FINANCE DEPARTMENT
(Note: Beaverton GIS is positioned within ISD, under Finance)
SALARY RANGE: $30.08 - $40.32 per hour, DOE                      
CLOSING DATE: Open until filled

ABOUT THE JOB:  The GIS Programmer, Business Analyst in GIS division will be responsible for the analysis, development, maintenance and implementation of GIS technologies and strategic information plans to improve operational flow and to improve customized, internal business applications.

The City of Beaverton GIS has extensive internal GIS and Web applications, database and automations. Qualified candidates should have experience with GIS systems design, relational database design and management, GIS data modeling and analysis, process automation, GIS web/desktop application development, business process analysis and asset management experience is highly desired.

ESSENTIAL FUNCTIONS OF THE JOB: 
  • Design, develop and implement complex GIS applications software with multiple programming languages.
  • Advanced knowledge of designing, implementing and maintaining ArcGIS server, ArcGIS SDE, Window Server, SQL Server.
  • Provide programming and custom applications in various platforms to access City GIS data warehouse and other business programs
  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
  • Provide technical support and conduct training in GIS systems, methodology, software and applications
  • Maintain, manage and implement asset management system and design integration with finance and utility software.
  • Prepare technical documentation of project requirements, procedures, execution, and implementation plans
  • Design, develop and implement GIS web applications with optimized map services to display GIS and City business data for internal and external customers
  • Provide need assessment to improve business process and QA/QC process for GIS data integrity Analyze current business processes and their associated information systems and make recommendations for the redesign of those business processes and information systems.
  • Write comprehensive technical specifications and support documentation
  • Prepare report and dash board from enterprise relational database to support end users and decision makers.
  • Provide project management for developing GIS and other business programs from inception to completion.



TO QUALIFY:  Requires a Bachelor’s degree in geography, civil engineering, planning, computer science or related field, and five years experience in GIS, including two years in programming experience and working knowledge in asset management system, or an equivalent combination of education and experience.

Requires advanced knowledge of principal and practice of GIS, usage of GIS application, relational database design and management, GIS web application programming, asset management system management, complex data analysis and integration of data from a variety of sources, technical leadership in a GIS and IT environment. Knowledge of local government business process including public utility, planning, engineering, emergency management, finance and police, land survey, remote sensing will be plus.

Requires advanced technical proficiency in current software in use at the GIS division including ArcGIS Desktop, ArcGIS Server, ArcGIS SDE, SQL Server, Crystal/SQL report, Python, Batch file, HTML, CSS. Knowledge and technical skill in asset management system(Cityworks, Lucity), CCTV(Granite XP), Visual Studio, Flex, C#, Javascript API, Silver light API, HTML5, WCF, Team foundation, Adobe CS5,  COGO, AutoCAD are highly desired.
