GIS Specialist I/II (South Lake Tahoe, CA)

Job Summary
Under the direction of the Principal Engineer, develops, implements, coordinates, and maintains spatial data and a District-wide ESRI-based Geographic Information System (GIS).  Directly uses GIS technology and supports its use by others.  Manages GIS projects.  Coordinates the procurement of parcel data from the County, aerial photography, and topographic information for use in the GIS by multiple District workgroups.  Manages and maintains the mapping of the District's system.   Supports Engineering and other departments by performing queries, developing custom maps for special projects and developing mapping applications using GIS

Essential Functions

1. Develops and maintains a comprehensive enterprise-wide information system.Collects, reviews, prepares, and enters spatial data into geodatabases for the ongoing development of the GIS and maintenance of accurate water and sewer mapsand asset information using ESRI software products.Continuously updates asset information in GIS received from staff. Maintains the integrity of the geometric network.
2. Maintains updated grids maps of District's facilities, and publishes themin portable document format.
3. Sends and receives GIS data to and from other software platformsincluding but not limited to a computerized maintenance management system (CMMS), modeling software, drafting software, and financial/customer service software.
4. Utilizes GIS to collaborate with staff for planning, design, project identification and development, asset management, and other functions. Extracts information from databases to build queries using prewritten Structured Query Language (SQL). Prepares maps, plans, details, charts, diagrams, and other products using GIS.
5. Coordinates GIS consultant priorities and efforts.With direction from the Principal Engineer, identifies needs, develops and implements GIS tools and workflows.Trains and supports staff on the use and capabilities of the GIS systems and the geographical positioning system (GPS) units.
6. Installs and maintains, in concert with the District Information Technology staff and the GIS consultant, as necessary, the GPS units including troubleshooting, uploading and downloading data checking, and assimilation with the GIS.
7. Coordinates GIS with the District's CMMS, to improve the accessibility of maintenance data for presentation and decision-making.
8. Supports Quality Assurance/Quality Control (QA/QC) initiatives by implementing principles into daily work practices.
9. Plans and coordinates GIS applications.Tests applications developed by consultants and returns them to consultants for repair, modification, and integration.
10. Adheres to and enforces stated safety policies and procedures.
