Job Title: GIS specialist / Geospatial Analysis Support Location: Honolulu, Hawaii Clearance Required: Must be able to obtain a Public Trust clearance Description: IBSS has an immediate opening for a qualified GIS specialist to support on-going ecosystem based research within the Main Hawaiian Islands. The Pacific Islands Fisheries Science Center (PIFSC) of the National Marine Fisheries Service (NMFS) is NOAA administers scientific research and monitoring programs that support the domestic and international conservation and management of living marine resources. PIFSC is headquartered in Honolulu, Hawaii. The Center has taken a leading role in marine research on ecosystems, both in the insular and pelagic environments. It is implementing a multidisciplinary research strategy including an ecosystem observation system and scientific analysis to support ecosystem approaches to management and restoration of living marine resources. It conducts a wide range of activities including resource surveys and stock assessments, fishery monitoring, economic and sociological studies which include both structured and semi‐structure interviews, oceanographic research and monitoring, critical habitat evaluation, life history and ecology studies, and advanced oceanographic and ecosystem modeling and simulations. To promote sustainable fisheries and support ecosystem‐based management (EBM) in the region, PIFSC formed the Integrated Ecosystem Assessment (IEA) program to conduct interdisciplinary scientific research in collaboration with communities, partners, and natural resource managers. The IEA is dedicated to advancing our understanding of marine ecosystems in support of EBM while taking into consideration the influence of climate change, environmental variability, local human activities on land and sea, and the needs of local communities. This contract involves coordinating geospatial analyses, visualization, and data management activities for the PIFSC Integrated Ecosystem Assessment (IEA) project, and encompasses multiple, frequent deadlines as well as long‐term projects. Primary tasks relate to the development of human and environmental drivers of marine ecosystem health, working with geospatial data, high‐resolution aerial imagery, and derived products (e.g. habitat maps, topographic complexity metrics), and supporting IEA‐efforts related to Ecosystem‐Based Management. Key Responsibilities:
Required Skills /Education/ Certifications & Qualifications: ● Knowledge and understanding of marine geological, oceanographic, and/or biological processes affecting marine ecosystems (minimum of 3‐5 years’ work experience that demonstrates knowledge). ● Knowledge of geographic information science and remote sensing concepts, common spatial data integration methods and multiple spatial data formats (minimum of 3‐5 years’ work experience that demonstrates knowledge). ● Knowledge of spatial analysis models and spatial statistics (minimum of 3‐5 years’ work experience that demonstrates knowledge). ● Working knowledge of relevant available data, and current initiatives and issues in the Main Hawaiian Islands, and in particular, West Hawaii (minimum of 3‐5 years’ work experience that demonstrates knowledge). ● Ability to independently plan, organize, and carry out geospatial projects within schedule and budgetary constraints. ● Proficiency with ArcGIS Desktop and extensions (spatial analyst, geostatistical analyst, 3D analyst). Proficiency with use and design of relational databases and geospatial databases. ● Familiarity with R (statistical computing software), python (programming language), advanced statistical methods, and ability to stay abreast of latest skills and techniques. ● Proficiency with Windows operating system and word processing, spreadsheet and presentation programs. Preferred Qualifications: ● Six to eight (6‐8) years of experience in processing terrestrial or marine data using GIS methods and applications. Experience working on projects in or focused on West Hawaii is preferred. ● Experience leading and contributing to peer‐reviewed scientific or technical papers, and experience with giving presentations at scientific and/or technical conferences or to management agencies.
