Summary The GIS Specialist/Cartography Tech creates and maintains spatial data using GIS software to support internal organizational needs and provide support and requested deliverables for non-organizational demand. This position reports to the Assessors cadastral mapping system, including but not limited to processing recorded legal documents pertaining to real and personal property. Distinguishing Characteristics Works under the direct supervision of the County Assessor and guidance of the GIS Coordinator, the GIS Specialist/Cartography Tech will implement industry best practices for routine geoprocessing, development of new applications, and the quality control/quality assessment of core datasets. In addition, the Specialist-Tech will provide leadership on selected development projects to support County departments and clients. The Specialist-Tech will also assist in satisfying demand for hard copy maps and the visualization of both spatial and non-spatial data. Essential Duties and Responsibilities
Qualifications Knowledge and Skills A working knowledge of ESRI applications and cartography principles. A working knowledge of computer applications, hardware, and networks. Cartographic principals. Basic troubleshooting problem solving skills and techniques. Familiarity with common GIS data formats: SDE, file geodatabase, personal geodatabase, shapefile. Familiarity with programing languages: Python, Virtual Basic, SQL. Capable of advanced geoprocessing: data architecture, conversion, and data logic. Familiarity with Enterprise GIS: web-based and mobile application deployment. Ability to assemble/standardize datasets, identify patterns, and interpret findings. Research and procurement of authoritative datasets. Familiarity with quantitative methods of analysis Abilities Establish and maintain effective working relationships with staff and those contacted in the course of business. Excellent verbal and written communication skills. Uses professional conduct with County employees, clients, and members of the public. Can communicate GIS workflows, requirements, and use/instruction to new users. Ability to read and interpret legal descriptions. Ability to discern chain of title from recorded documents. Gives meticulous attention to detail. Can perform routine tasks, continuously with accuracy and precision. Ability to set and meet departmental and project goals. Ability to prioritize work, follow timelines and meet deadlines. Physical Abilities Ability to work at a computer screen for extended periods of time. Ability to have rapid finger, hand and arm movement for extended periods of time. Performs repetitive motion such as using a computer keyboard. Ability to lift up to 50 lbs for short periods of time. Ability to operate a motor vehicle. May be subject to post offer physical capacity testing based on elements of this job description. Education and Experience An Associate’s degree in Geographic Information Systems or related field, or any combination of education and work experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. Licenses and Certificates A valid Oregon Driver’s License with an acceptable driving record. Working Conditions Work is performed indoors and outdoors where some safety considerations exist from physical labor and handling of light-to-medium weight.
