​ABOUT THE POSITION

Under general supervision, performs technical work in the maintenance of computerized data for Geographic Information System (GIS) and associated functions; performs input, editing, and maintenance of GIS data sets; automates routine GIS tasks using Python and other computer language scripting; generates a variety of maps and reports and performs related work as required; helps in collection of GPS data for City infrastructure.

​EXAMPLES OF ESSENTIAL FUNCTIONS
The following examples are intended to describe the general nature and level of work performed by persons assigned to this classification:
  • Demonstrate knowledge and ability to operate ESRI based products, GIS/CAD conversion tools and functionalities, and other related conversion tools in support of maintaining City infrastructure GIS databases.
  • Convert data received from internal and external sources to build and maintain GIS.
  • Gather, verify, input, edit, maintain, and update collected field attributes, tabular, and spatial data for updating potable water, recycled water, sewer, stormwater, and other City infrastructure layers including attachment of associated scanned drawings.
  • Utilize GPS equipment to collect geographic information of water, sewer, stormwater, and other City infrastructure in the field; locate City assets, resolve accuracy issues using GPS and integrate GPS data into GIS database.
  • Use GIS software functions to enter, edit, and update GIS spatial data, including points, lines polygons, and attribute data into databases or layers following standard procedures.
  • Maintain integrity of data and perform quality assurance on data entries and attributes of capital improvement and development plans.
  • Read and interpret civil engineering plans and specifications in order to maintain a database according to Division GIS conversion standards for the collection of water, sewer, stormwater, and other City infrastructure.
  • Research standard source documents such as substructure maps, water, sewer, and stormwater maps, record drawings, tract maps, parcel maps, cadastral maps, legal descriptions, permits, field verification, and other records to verify the accuracy and completeness of data prior to input; use standard scripts and queries to search for and correct missing, incomplete, or inaccurate spatial and attribute data.
  • Scan and digitize record drawings and project files and create GIS data layers and attribute databases from the extracted data.
  • Generate GIS products including maps, geodatabases, shape files, graphics, tables, and reports to meet City and customer requests; research and respond to customer requests for information.
  • Use GIS software to geo-reference digital maps to align with real ground locations based on applicable data.
  • Ensure accuracy and completeness of data and adherence with established procedures prior to submitting work.
  • Operate and maintain GIS related computer equipment including GPS equipment, printers, scanners, and plotters.
  • Provide information, resources, support, and assistance to users of GIS, related applications, and Utilities infrastructure software and hardware (field tablets and associated equipment). Respond to questions and assist with problem solving.
  • Provide water, sewer, and stormwater atlas and other maps in support of capital improvement and field operations.
  • Perform other related duties as assigned.

QUALIFICATIONS

Any combination equivalent to experience and education that could likely provide the required skills, knowledge and abilities would be qualifying. A typical way to obtain the skills, knowledge and abilities would be:

Experience: One (1) year of geographic information system experience or related field.

Education: Associates Degree in Computer Science, GIS, Mathematics or a closely related field from an accredited college.

Knowledge of: Basic principles, practices and techniques of GIS applications, design and database management; Other computer applications as they relate to area assigned; Basic practices of civil and utilities engineering and/or public works; Advanced mathematics to include the principles of algebra, geometry, trigonometry and statistics; English usage, spelling and grammar and punctuation.

Ability to: Read and interpret maps, plans and related source documents; analyze problems and prepare written and oral reports; understand and carry out complex oral and written instructions; maintain advanced electronic filing systems; communicate effectively both orally and in writing; and, maintain effective and cooperative working relationships with those encountered in the performance of duties; Operate a personal computer and use applicable software programs; Work in accordance with established policies and procedures.

​License Required:
 Due to the performance of field duties, the ability to operate a City vehicle may be required; therefore a valid California Class C Driver’s License and acceptable driving record at time of appointment and throughout employment in the position is required.
