GIS Technology Specialist w/ Kitsap County (WA)

Information Services is the central information technology hub for Kitsap County, located in the County Courthouse.  The group provides technology infrastructure, development, support and network solutions to all County departments and some other local government entities.

We have an exciting opportunity for a GIS Technology Specialist to join our team.  Our new team member will provide professional and technical expertise in moderate to complex geographical/spatial data administration, maintenance and analysis; map making; scripting automation; application development; geodatabase development; and system testing, implementation and maintenance.

The ideal candidate will have knowledge of geospatial data design, development and maintenance, as well as GIS industry standard automation methodologies including scripting, geoprocessing workflows, and model builder.  Must have experience with the ESRI suite of GIS software, as well as knowledge and skill in project management including ability to define the technical requirements for a project and to meet prescribed deadlines.

 QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS:
Required Education and Experience:
  • Bachelor's degree in Geography, Environmental Management, Computer Science, Software Engineering or similar field AND
  • One year of experience using ESRI GIS software OR
  • Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills, and abilities to perform the work.
Preferred Education and Experience
  • Experience using Python, MS SQL, and/or AutoCAD
  • ESRI Technical Certification and/or ESRI GIS Professional Certification (GISP)

  • The successful incumbent will or may have unsupervised access to a secured/confidential facility or computer system(s). As a result, Kitsap County will be conducting an extensive criminal background check by law enforcement agencies, which will include fingerprinting.

  • The duties in this position are performed primarily in an office setting. 

ILLUSTRATIVE EXAMPLE OF DUTIES:
In this role, you will have opportunity to:
  • Support existing technology solutions (software and database) and spatial data. 
  • Analyze and document errors and fix problems, or coordinate fixes with vendors.
  • Repair data and database structures and software issues.
  • Monitor system performance and plan and test upgrades to systems impacted by operating system changes, utilities and applications.
  • Define needs, analyze and design, develop, test, train and deploy applications, database, mapping and geospatial data solutions. 
  • Develop and maintain technology and geospatial processes and documentation. 
  • Provide technical advice, expertise, and project coordination services in areas of assignment to County departments and outside agencies.
  • Administrative tasks involving but not limited to: providing project team task updates; customer, supervisor and team member communication; time tracking; training; and collaboration on new programming methods.
  • Provide end user and staff training of line of business applications, technology processes, and internal controls.
  • Develop Requests for Proposals, define evaluation criteria, recommend vendors and applications and negotiate license and maintenance agreements.
