Information Technology Specialist 5
(Permanent)

This recruitment is to fill a full-time permanent position within the Wildlife Program Science Division and is stationed at the Region 1 Office, located at 2315 Discovery Place, Spokane Valley, Washington.

This is an exciting opportunity to work in the Wildlife Science Division, providing data management and analytic expertise to support and provide best available science which is used to drive protection, preservation, management, or restoration of wildlife within Washington State.  This position is located in the Wildlife Survey Data Management (WSDM) unit which is responsible for spatial and tabular database design, analysis, application development and scripting, data design consultation, and customer service and support.  If selected as the top candidate for this position, you will play an integral role in developing and maintaining tools which make use of the latest geospatial data technologies for biological-based desktop, internet, and mobile data collection. In addition, you will contribute to the WSDM team efforts to redesign and modernize key corporate harvest data management and analysis routines.

This recruitment is to fill a full time permanent position within the WSDM unit.  You will serve as an expert level regional data and Geographic Information Systems (GIS) support analyst on high risk/high impact, mission critical, agency-wide wildlife data systems projects and participate in design, development, and maintenance activities on WSDM databases, applications, and analytical routines including the generation of annual big game harvest summaries and projections. Providing data and geographic information system (GIS) products to Olympia and regional staff which are used in public presentation and meetings is a key duty of this position.  Quality and accurate data products are key to ensure success and public confidence in decision making.  You will be responsible for providing expert consultation and primary cartographic, analytical, and database design support for east-side regional data and GIS projects.

This position performs work under the guidance of State and Federal regulations, agency policies and procedures, and applicable collective bargaining agreements.  The employee reports to an Information Technology System/Applications Specialist 6 and interacts with other agency personnel, other government agencies, non-governmental organizations and the general public. Work is assigned both in writing and verbally depending on the assignment. Employee is responsible for devising own work methods for analyses performed for regional personnel the majority of the time (70%).

Duties:
This position will be responsible for:
  *   Designs, develops and maintains geospatial, tabular and statistical database and software applications.
  *   Performs technical analysis and consulting activities on high risk/high impact projects to the agency
  *   Serves as project leader for wildlife data development and analysis.
  *   Develops standards, methods, policies, and procedures for management of Wildlife Program data systems.
  *   Provides programming and data modeling support for data system redesign and data outreach projects.
  *   Conduct training and support of database and software applications.
  *   Travel to east-side regional offices for GIS and data support, to assess regional project needs, and to interact with clientele.
