The incumbent provides professional and technical project leadership in the design, development and implementation of the various components of the County’s enterprise focused Geographical Information System (GIS). Performs higher-level computer programming, advanced database and geodatabase design and management, advanced geoprocessing and analysis and/or higher-level systems administration for GIS applications. 
 
Distinguishing Characteristics
GIS Programmer Analyst is a stand-alone classification. Incumbents perform work that results in productive and effective solutions, and is performed with considerable independence and latitude for exercising judgment in the selection of courses of action within established departmental policies, procedures and objectives. Work performance is evaluated through conferences and reports for timeliness, thoroughness, achievement of goals, and compliance with department policy and work standards.
 
Temporary positions are considered “Extra Help” and categorized as on-call, seasonal, or limited term.  In compliance with the Kitsap County Extra Help Policy, employees in these positions may not work more hours than is stipulated in the policy and are not eligible for Kitsap County benefits, including but not limited to health or life insurance benefits, vacation, holiday or sick leave.  The employment of extra-help employees is terminable at will, and either Kitsap County or the employee may terminate the employment for convenience.

The Position:

This is a Limited Term position:
Under general supervision, a GIS Technician II performs specialized duties in the development, operation and use of Geographic Information Systems (GIS). Duties include: Creating and maintaining GIS data and relational databases; performing complex vector and raster-based spatial analysis; performing statistical analysis of GIS data; developing analytical tools and models for performing spatial analysis; developing and maintaining web-based maps and tools; using cartographic and graphic design techniques to represent spatial data as maps, charts and graphics. Packaging, documenting and distributing GIS data to other agencies and the public. Although the current vacancy is in the Bureau of Transportation, other bureaus may use this list to fill future vacancies.

The following items are desirable qualifications, but are not a requirement: 
  • Experience with the Python programming language and it’s application to GIS;
  • Experience with the .NET programming framework and it’s application to GIS;
  • experience with web-development languages such as HTML and Javascript;
  • Experience with 3D visualization software such as ArcGIS’s ArcScene, Trimble Sketchup, and Google Earth.

Note: Persons appointed to limited term positions will be designated as limited duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.

Duties & Responsibilities:The Technology and Response Section of Emergency Management Division of the Oregon Military Department provides technical assistance to state and local emergency communications agencies in the deployment and management of integrated Geographic Information Systems (GIS), and Maser Street Address Guide (MSAG) databases.

The program’s technology and equipment needs to be compatible with 36 independent telephone companies as well as the public’s telephones, cell phones, and use of home automation devices (ie: the Internet, home computer terminals, etc.) used for calling 9-1-1.  The program is responsible for determining the technology to be utilized state-wide and developing Administrative Rules and implementation policies for the city, county and district 9-1-1 centers and data base providers.

The primary purpose of this position is to work directly with the 9-1-1 GIS staff to coordinate statewide 9-1-1 spatial data acquisition and maintain the statewide emergency response digital map library; coordinate the documentation of information; and provide customer service in the use of GIS to public safety agencies and organizations both familiar and unfamiliar with the technology.

Duties include but are not limited to:

Customer Assistance:  Provide expertise regarding data input (via scanning, digitizing, or text entry), geo-referencing, and other areas in the field of geography directly relating to 9-1-1.

Coordinate the development of training materials for users of the 9-1-1 mapping systems and data. Coordinate with appropriate 9-1-1 Program staff to develop requirements to distribute data and general information regarding GIS in 9-1-1.  Answer questions about quality, content, and appropriate use of 9-1-1 databases in Oregon.

Extract information from multiple data sets and produce a variety of reports for the PSAPs, emergency response agencies, legislature, and other state and local users upon request.

Work with other organizations to coordinate the distribution and documentation of shared databases.

Operations:  Create and maintain spatial data for use in the primary PSAPs to support the statewide 9-1-1 mapping effort.  Maintain an inventory of emergency response digital data for Oregon.  Acquire new data themes at different scales to enhance and expand the use of such data in emergency response.  Coordinate with appropriate 9-1-1 Program staff to develop and implement process to incorporate updated information from multiple sources into the existing data structure.  Perform quality control on new and existing data.  Coordinate the development of data dictionaries and data collection standards.  Determine system needs for projected increases in remote access to data, determine security levels for remote access to the data, and trouble-shoot software and database problems with users and vendors. Coordinate with appropriate 9-1-1 Program staff to make recommendations on performance tuning.  Consider costs, specifications, and organizational policies needed for expansion. 

System and Database Administration: Assist appropriate 9-1-1 Program staff to research and develop migration path for data sets into direct client server database structures and applications.  Work with vendors to find appropriate solutions.  Work with cooperating groups to develop data standards, linking to national efforts.  Assist appropriate 9-1-1 Program staff to set policies and procedures for implementation of metadata dictionary for all databases.  Assist appropriate 9-1-1 Program staff to create and maintain internal databases and Intra/Internet systems using logical data modeling designs. Assists appropriate 9-1-1 Program staff with the update of GIS-related presentations and associated databases as well as other duties as assigned by the supervisor that support the responsibilities of the position.

Working Conditions: Office environment with extensive use of office equipment including personal computers. Driver’s license is required or satisfactory means of transportation. May work irregular hours and incur extensive travel as necessary to coordinate with PSAPs, county, and local governments regarding digital data development and GIS activities directly related to 9-1-1 mapping projects.

Environmental Technician Project Specialist (Yakima, WA)

The mission of the Waste 2 Resources (W2R) program is to reduce the amount and the effects of wastes generated in Washington State.

The Central Regional Office (CRO) located in Yakima, WA is currently looking for an Environmental Technician Project Specialist. This position will assist the Regional Biosolids Coordinators in achieving Lean objectives by creating efficiencies in work flow. Performs data entry and analyzes data in preparation for the integration and optimization with the Geographical Information Systems. The position will work with other staff to assist in coordinating technical services efforts provided by information technology staff, Regional Biosolids Coordinators and others.

This position is a great way to gain professional experience, gain first hand knowledge and skills in integrating scientific environmental data with electronic mapping capabilities. Experience gained during the project can be transferred to other areas of the agency, industry, or other public and private sector positions.

Some of the duties include:

  • Performs technical duties in support of a professional environmental staff member to utilize and maintain a computerized database.
  • Assists professional staff by using technical knowledge and skills to ensure the successful integration of data into a spatial Geographical Information System (GIS) electronic map form.
  • Uses project tracking principles with a computer system to: Evaluate, interpret, and analyze data; verifies accuracy; and writes clear concise briefing reports to inform managers and regional biosolid coordinators of the program’s status.
  • Informs supervisors, management liaison and coordinators of regional status regarding information after the data has been evaluated.
  • Provides assistance by training co-workers on the use and maintenance of computerized environmental databases.
  • Works collaboratively with other specialists and staff to write a step-by-step desk manual on use and maintenance of database systems to include GIS.
