This presentation will share lessons learned from a National Science Foundation Research Experience for Undergraduates (NSF REU) Site at the Rochester Institute of Technology (RIT) that investigated combining open geodata, Esri City Engine and the Unity game development environment to create immersive, serious 3D game environments to build disaster resilience spatial thinking skills. A case study of the research applied to Hurricane Harvey disaster response will be presented.

JOB SUMMARY: The Department of Natural Resources and Parks is seeking an energetic and motivated GIS Specialist to support programs and projects within the Wastewater Treatment Division (WTD). WORK SCHEDULE: This Special Duty Assignment or Term Limited Temporary position is Fair Labor Standard Act (FLSA) non-exempt and is overtime eligible. The regular workweek is full-time 40 hours, Monday through Friday.

​Job Duties

The successful candidate will:
  • Complete development of WTD enterprise site plan dataset and maintenance of related asset data.

Job Description
Responsibilities
  • Maintains technically complex GIS projects in support of BPA transmission construction projects, fiber optic projects, communication system projects, land management and environmental projects. Support includes project specific spatial analysis and the design, and preparation of publication quality cartographic and tabular report products using BPA and industry standards.
  • Provides geographic expertise and consultation for long-range transmission facility right-of-way corridor planning projects, natural resource projects, operation and maintenance projects for existing BPA facilities, environmental review and compliance projects, and fish and wildlife projects related to BPA’s program and mission.
  • Designs and prepares publication quality cartographic products using industry  and organizational standards. 
  • Performs geographic analysis, including view sheds, spatial joins, proximity analysis, buffer creation, optimal path and resource allocation, and point and linear event processing with dynamic segmentation.
  • Designs geospatial databases and schemas and validates data quality and integrity through the use of automated and manual techniques to enter, edit, and process data sets.
  • Formulates geoprocessing models and/or scripts to assist in data collection, storage, retrieval and analysis using automated techniques.
  • Develops custom web mapping applications using industry standard software development tools (HTML) and scripting languages such as JavaScript, Visual Basic, Perl, etc. to support project specific visualization and status reporting portals.  May also include the use of version control systems to manage and document code revisions.
  • Provides technical support for mobile GIS data collection applications.
  • Prepares and maintains metadata of newly created data sets to track the source, scale, currency and other pertinent geographic information, as well as any modifications to the data set.
  • Maintains all files and official records in accordance with compliance requirements and with BPA’s Information Governance & Lifecycle Management (IGLM) standards and procedures.
  • Develops, tests, and maintains relational databases.
  • Drafts and maintains metadata standards for transmission GIS contract deliverables.  Reviews draft contract statements of work and resulting deliverables for consistency with established standards.  Alerts BPA workgroup manager (or designee) of any inconsistencies or potential issues.
  • Participates in organizational efforts to recommend and develop process solutions to improve the efficiency and effectiveness of TERG operations, leveraging industry knowledge and best practices. Assists in developing process tools that promote effective coordination of records, process maps and operating procedures that are shared or exchanged between work teams and functions.
 
Education & Corresponding Experience  (required on matrix)
  • A Bachelor’s degree in Geography, Cartography, Natural Resources, Landscape Architecture, and Environmental, Urban or Regional Planning, with a strong emphasis in computer assisted spatial analysis or a related field, is highly preferred.
  • With an applicable Bachelor’s degree, 4+ years of experience is required.
  • Without an applicable degree, 8+ years of experience is required.
  • Experience should be directly related to GIS Support and include providing professional GIS services utilizing computerized data capture, storage, and query and analysis techniques for visual displays, spatial analysis, and reports on a wide variety of projects.

What you will do!
As the GIS Coordinator, you will provide statewide Geographic Information Systems (GIS) and database support to the Emergency Response Program. You will be responsible for project design, development, and implementation, including spatial and non-spatial data creation and management, data analysis, data modeling, programming, analysis of software needs, and recommendations for software solutions, user support and user training. You will provide GIS and computer support and documentation for other projects as needed; assist in design and recommendations for GIS integration into regular Emergency Response program activities; and perform miscellaneous cartographic and database tasks. In addition, you will work closely with Emergency Response and other DEQ staff, and data providers/consumers from outside DEQ to facilitate the transfer of project-related electronic data. This data may include analytical chemistry data, socio-economic data, resources at risk, maps, and other documentation. Finally, you will create and maintain a group of databases containing this data that allows for synthesis and analysis of the data in GIS and statistical software.

Role description:
