Basic Qualifications:
  • Associates degree in Land Surveying (preferred) or a high school diploma with equivalent work experience
  • Proficiency in MicroStation/In-Roads (preferred), Civil 3D (optional), Microsoft Word and Excel
  • Experience processing field data with Trimble Business Center and StarNet, are a plus
  • LSIT and general field experience, are preferred, but not necessary

​DEA’s Portland, OR office is looking for a Field Survey Technician.  As a Field Survey Technician this individual will work as a member of a survey crew performing boundary, topography, ALTA, right of way, and construction surveys for public and private clients. The selected individual will also be responsible for the operation and maintenance of survey equipment, taking field notes, data collection, performing calculations and working with DEA staff and clients on these projects. Involvement in the office will include reducing survey data, performing calculations, copying and filing of this data.

Basic Qualifications:
  • High School Diploma or equivalent required
  • 2+ years of field survey experience
  • Proven ability to work in a team environment
  • Strong work ethic and accountability
  • Clean driving record required (no more than 3 accidents and/or moving violations in the last 36 months or 2 accidents and or moving violations within the last 12 months)
  • Ability to occasionally travel out of town during the week
Preferred Qualifications:
  • Prefer 2+ years’ experience including boundary, topographic, and ALTA surveys, construction staking and data collection

Technicians – Field Operations
 to be part of a growing Aerial Field Survey Team and support our US project work. The Aerial Field Survey Team focuses primarily on LiDAR and aerial image data acquisition, GPS ground control, data validation, analysis as well as processing of results. This role is ideal for someone who resides in the Pacific Northwest United States, has a home office and is willing to travel for projects.

Responsibilities:
Reporting to the Supervisor – Aerial Field Survey, responsibilities include (but are not limited to):
• Acquisition of aerial LiDAR, aerial photography, and INS (inertial navigation systems) for clients within various sectors (Electrical Transmission, Transportation, Forestry, etc.).
• Mission and logistical planning and execution; including, but not limited to coordinating equipment preparation, mobilization checklists, process forms, flight line and control network planning.
  • Support GPS ground surveys processes as required.
    • Monitoring system performance, real-time and post-acquisition data analysis, and quality control procedures to ensure completeness and high-quality data is surveyed and maintained throughout a project lifecycle.
    • Processing, calibrating and analyzing data collected from remote sensing equipment (LiDAR, digital photography, INS, etc.) when not in field.
    • Proactively performing maintenance and testing in order to ensure proper working condition of equipment – hardware, firmware, software and interdependencies.
    • Support for the development of standard operating procedures (SOPs), work instructions, health and safety training and documentation relevant to the Aerial Field Survey Group.
 
Job Requirements

​Qualifications/Skills:

• 1+ years of operator experience in data acquisition, surveying or/and mapping. Experience with remote sensing such as LiDAR, GPS, Orthophotography, INS surveying, calibration and/or processing are deemed assets.
• Undergraduate degree or related diploma in a related Geomatics curriculum.   PLS certification is an asset.
• Ability to perform field survey operations in helicopter and/or small fixed-wing.
• Experience using processing software for the positioning of INS data.
• Willingness and ability to travel frequently and sometimes for long durations.
  • Experience with prioritization, multi-tasking, and troubleshooting independently while working in remote areas.
    • Excellent verbal and written communication skills.
    • Strong organizational skills and aptitude for following process.
    • A valid and clear criminal record check is required upon hire.
    • Dual citizenship for US/Canada considered a significant asset.
    • Valid Driver’s License required.

Duties
The Spills Program's mission is to protect Washington's environment, public health, and safety through a comprehensive spill prevention, preparedness, and response program. The Spills Program's vision is to prevent, prepare for and respond aggressively to oil spills; to be our best for the State of Washington. Our goal in the Spills Program is "zero spills".

This position is within the Research and Information Technology Unit in the Statewide Resources Section. The Statewide Resources Section supports the Agency and Program missions in maintaining 24/7 response capability and aggressive response to oil and hazardous substance spills. Statewide Resources Section provides this support through service delivery of data and IT management, analytical research, outreach and education, file management, investigation, enforcement, planning and time accounting activities. The Research and Information Technology Unit supports both the agency and program by providing data management, IT systems, modeling, and technical support at the program level. This position supports our mission by being the designated Spills Program GIS expert, acting as the program expert to provide application architecture, development, implementation, and maintenance support for program-wide geographic and environmental data systems as well as contributing to agency-wide systems.

Some of the key work activities of the –GIS Analyst position are:
  • This position is the highest level professional providing guidance to the program in designing, developing, implementing, and maintaining program critical geographic information systems that enable agency staff and stakeholders to support the protection of the state’s resources at risk. This includes the Geographic Response Plan (GRP) database and web application, the Spills Map application, the Preparedness Equipment Planning Standard Model, and the Resources at Risk web application.
  • Assimilates and analyzes disparate spatial and tabular information and provides results of analyses and cartographic products that are used by staff, management, first responders, communities and the legislature.
  • Provides expertise in the development of all GIS solutions to ensure the necessary preparedness to respond to oil spills and to determine trends, needs, and data gaps to support informed decision-making.
  • Building and maintaining reports in SQL Server Reporting Services (SSRS).
  • Supports the modeling and analysis work of the Program by contributing spatial modeling and analysis and the development and implementation of advanced Extract Transform Load (ETL) routines.
  • Constructs highly complex geospatial custom applications and services using the following technologies: ArcGIS Server, ArcObjects, JavaScript and REST APIs, C# programming language, Python, XML, HTML, CSS, T-SQL, SQL Reporting Services, and Visio for system documentation..

Qualifications
Required Qualifications:

  • A Master’s degree with focus on geography/GIS, computer science, or a natural sciences field and four years of software development experience, including project management, application architecture, C# or comparable programming experience and database administration. The Operations and Maintenance division is looking for a highly skilled and self-motivated Geographic Information Systems (GIS) Analyst that will provide professional-level support to end users of GIS data within the department. Incumbents in this role analyze a variety of statistics and spatial data to create diagrams, illustrations and maps. They also develop applications using GIS technology, which includes translating the application specifications into programs, and recommend program actions based on the results of geographic data analysis.

The Ideal Candidate
The ideal candidate will be an expert in data management, web map and app integrations using ESRI Enterprise GIS. Working with datasets from a standard SQL server to SDE SQL server in real time or near real time is required to meet the needs of the division. This often requires competency in reading, creating and maintaining queries, views, functions, triggers and stored procedures with SQL Server Management Studio (SSMS). Scripting GIS automation with Python is a must. 

The candidate ideally will also have previously worked with the full suite of linear referencing tools, from route creation to the maintenance of linear referenced events. Cityworks or other enterprise asset management system implementation experience and supporting map services utilizing the Javascript API framework application is also desirable. Additionally, candidates should have the ability to work interdependently, think creatively, and communicate effectively.

Experience in local government supporting road or transportation asset datasets is preferred, but not required.

KNOWLEDGE, SKILLS AND ABILITIESEducation and Experience:
A typical way to obtain the knowledge and abilities would be:
  • A Bachelor's Degree in planning, urban studies, geography, architecture, cartography, computer science, surveying, or a related field; AND
  • Three (3) years of experience in geographic information systems design.
