​Job Summary
The City of Salem is looking for three Geographic Information System (GIS) Technicians to be a part of the Public Works Operations Division, Technical Services Section. We are looking for individuals with entry level GIS experience! This is a great opportunity to begin your GIS career!

At the City of Salem, GIS Technicians ensure data from engineering drawings and plans are digitized correctly in the City’s GIS enterprise system. These positions will also serve in the Public Works UAS program as UAV pilots. These exciting positions will help refine and support a GIS based asset management system as well as support data collection, web GIS applications, and minor analysis. If you enjoy working with GIS software applications, eager to learn, and work in a team environment that support the entire Public Works Department, this is the perfect opportunity for you!

What are the minimum qualifications?
  • Must pass the pre-employment background check.
  • Must have an Oregon Driver license and meet the City of Salem's driving standards.
  • Bachelor's degree in geography, planning, engineering, business, computer technology or related course of study; and one year GIS software application experience which includes designing, creating, maintaining and analyzing geospatial and tabular data; and writing GIS script or applications programming, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Must pass the FAA Part 107 exam within 6 months from date of hire and maintain certification during employment.
  • Must meet CJIS (Criminal Justice Information System) registration and requirements within 6 months of hire.

Airborne Imaging Specialist (Payload Operator & Geospatial Analyst) 

Position Description: The Overwatch Airborne Imaging Specialist will operate Overwatch imaging systems and generate maps and other derived information products for customers in critical civil, industrial, and specialty applications, while providing feedback to drive continuous product improvement. 

Company Description: Overwatch Imaging is changing the way airborne image-based intelligence is created.  Rooted in the airborne intelligence technology cluster of Hood River, Oregon, Overwatch Imaging is revolutionizing human understanding of the world through computer vision-optimized sensing.  Overwatch makes customized imaging payloads designed for mission-critical, automated remote sensing roles.  Our products allow mid-sized UAS and general aviation aircraft to collect precision survey maps, conduct autonomous search and detection, and provide real-time image-based intelligence to users.  Overwatch payloads feature actively stabilized multi-band cameras combined with onboard image processing and AI software, which we leverage to reduce operator workload, identify hard-to-find small signals in large datasets, and accelerate data transformation into knowledge. 

Major Areas of Responsibility: 
• Payload Operations: Works directly with customers at operating sites as an imaging system expert, collecting airborne imagery with Overwatch payloads, supporting mission planning to optimize data value, and creating derived information products (maps, annotated images, reports, etc) for end-users.
• GIS Map and Photogrammetry Product Generation: Creates deliverable outputs from Overwatch payload raw and auto-processed data, including fire maps and large area orthomosaics.  Generates templates and work instructions for the related software.
• Payload Technical Documentation and Training: Develops and maintains user manuals, quick reference cards and training materials, and trains payload users how to effectively collect and process high-quality data.
• Product Evaluation and Continuous Improvement: Tests new payloads and associated software, collects sample data, conducts demonstrations, and organizes product feedback and improvement opportunities.

Required Knowledge, Skills and Abilities
• Experience and Education:
  • Experience in deployed operational settings (military, wildland firefighting, or similar) and/or providing product training to operators.
  • Training and hands-on professional experience with GIS software tools and map creation, especially in compliance with US fire mapping standards (ex:https://www.nwcg.gov/sites/default/files/publications/pms936.pdf)
  • Experience with airborne imaging systems and ISR applications and tools.
  • Experience with defect reporting and tracking tools a plus.
  • 2+ years of experience with a Bachelor’s degree in a technical field, or
  • 4+ years of experience in a relevant operational setting.
• Technical Competence:
  • Strong communication and interpersonal skills, with fluency in MS Office.
  • ESRI ArcGIS, Global Mapper or similar GIS software.
  • Aviation systems and remote sensing.
  • Photography and video imagery collection.
• Character Attributes:
  • Comfortable and confident working alongside customers at remote locations.
  • Highly motivated tech-savvy self-starter able to work independently.
  • Extraordinarily professional and calm under pressure.
  • Collaborates well in a small team environment.
  • Enjoys hands-on work and learning new skills.

Location:
This position is based in Hood River, Oregon, and requires travel up to 50%.  Remote work-from-home arrangements may be considered for the right candidate.  All applicants must be authorized to work on a permanent basis in the United States.

Chesapeake Conservancy is seeking a full-time Geospatial Analyst to support conservation and restoration projects. This position will begin remotely but the candidate will ultimately be expected to report to our office in Annapolis, MD.

ABOUT THE CONSERVANCY
Chesapeake Conservancy is a nonprofit organization based in Annapolis, Maryland, dedicated to ensuring a healthier Chesapeake Bay watershed where fish and wildlife thrive, with healthy waters and abundant forests, wetlands, shorelines, and open spaces. With the human population in the Chesapeake Bay watershed approaching 18 million and growing, and with tens of thousands of acres of open space vanishing each year, the Conservancy works to connect people with the Chesapeake’s wildlife and history; conserve landscapes and rivers; and restore the region’s natural resources. The Conservancy works in close partnership with the National Park Service Chesapeake Bay Office, the United States Fish and Wildlife Service, as well as other federal, state, and local agencies, private foundations, and corporations to advance conservation.

Within the Conservancy, the Conservation Innovation Center (CIC) is redefining information systems for conservation, both within the Bay watershed and beyond. In the past few years, the CIC has become a globally recognized leader in producing data, analyses, and web applications to advance precision conservation and restoration. We have partnered with governmental groups like the Chesapeake Bay Program and industry-leading organizations like Microsoft and Esri to deliver more precise data for achieving conservation outcomes, and our work is helping to define the next generation of environmental information.

POSITION DESCRIPTION
The Geospatial Analyst will be responsible for supporting a wide range of conservation and restoration projects. Types of projects include producing land cover and stream channels in high resolution, researching advances in academic and professional literature, prioritizing restoration efforts of stakeholder groups, producing compelling visuals such as maps and tables, and developing map based web tools. 

Essential functions include:
1. Engaging with partners to deliver solutions. While project managers will oversee the large details of contracts, the analyst will be accountable for specific deliverables. As such, the individual must interact with clients to understand issues and customize solutions. 

2. Working independently to learn new skills and to solve problems and errors. Much of the Conservancy’s work involves finding unique, customized solutions to partners’ challenges. Errors and unknowns will be encountered, and the successful analyst will take initiative to innovate new techniques as well as more effective solutions to repetitive problems.

3. Adhering to deadlines. Candidates must be able to self-monitor workflow, prioritize assigned tasks, and identify as well as address risks to his/her projected timeline.

4. Collaborating with team members and project managers. Candidates must be able to gracefully and tactfully navigate team dynamics. This includes engaging peers and supervisors in problem-solving and constructive feedback. Additionally, the Conservancy’s GIS team is a highly collaborative and innovative group. Ideal candidates will be expected to participate in brainstorming and discussions. 

5. Obtaining, organizing, and processing component datasets. The analyst will work with a variety of spatial data, including satellite and aerial imagery; LiDAR; and national, state, and local vector data. Organization and attention to detail are crucial to success in working with high volumes of data across projects.

6. Automating large, complex, as well as repetitive processes. Efficiency is extremely important to the Conservancy. We maintain a high volume of ongoing projects with limited staff, and to do so, we emphasize automation. Typical strategies include python scripting and ModelBuilder.

7. Providing training and technical assistance to other analysts and non-GIS Conservancy staff. On a continuing basis, other analysts and Conservancy staff require technical and mapping assistance. The analyst will be expected to maintain flexibility for addressing urgent, unplanned needs and demonstrate an openness to teaching others.


KEY QUALIFICATIONS
• Master’s degree or Bachelor’s degree, ideally with a concentration in Environmental Studies, Geography, or other relevant field, and two or more years of work experience
• Strong geospatial analysis and remote sensing skills, with proficiency in geospatial analysis software (Esri ArcGIS Pro and/or ArcGIS Desktop 10.x)
• Ability to challenge conventions, to thrive independently as well as on a team in a relaxed, dynamic office culture, and to think creatively
• Adaptability, independence in problem solving, strong oral and written communication, and an ability to relate complicated technical material to others
• Organized, dependable, and goal-driven, with a passion for the mission of the Chesapeake Conservancy – public access, conservation, education, and stewardship of the Bay and its resources
• Experience with analysis of raster datasets, remote sensing software, and python scripting strongly preferred. 
• Skills using R, open source geospatial tools, Microsoft Azure or Amazon Web Services for cloud computing, GitHub, or Google Earth Engine are a plus. Any necessary training on project workflows will be provided.

LOCATION
Annapolis, Maryland. This position will begin remotely, but the candidate will ultimately be expected to report to Chesapeake Conservancy’s office.

What is the GICSI/USGS Cooperative Summer Field Training Program?
The GISCI/USGS collaboration seeks to bring students trained in GIS to USGS for internship opportunities. It is additive to our longstanding NAGT program. Now in its fifth decade, the National Association of Geoscience Teachers (NAGT)/U.S. Geological Survey (USGS) Cooperative Summer Field Training Program is the longest continuously running internship program in the earth sciences. Over the past fifty-one years, more than 2,400 students have participated in this program with an impressive number of these individuals becoming full-time employees of the USGS.

The applications for the 2021 USGS GIS Summer Intern Program are now open.

The fact that you have begun to work toward a future GISP Certification can now be used for early consideration toward applying for a USGS Internship, possibly leading to a USGS invitation to apply. 

This will be an opt-in program, only, meaning that you are required to give GISCI permission to forward your name to the USGS for further consideration.

This is not a guarantee of an invitation to apply to the program, participation in this program  will not obligate you to apply for any position, and your presence or absence now will not affect your later ability to apply for any 2020 Intern positions when announced!

To be qualified for this early consideration, a student must:
  • Be registered on the GISCI site and have started a Portfolio Application
  • Be a recent graduate of a college or university, or
  • Be currently enrolled at a college or university in at least a half-time rate and have a planned graduation date by Summer 2021
  • Be a US Citizen

Role Objective

  • Respond to geospatial data providers questions using industry knowledge and customer care.
  • Maintain a positive, empathetic and professional attitude toward partners at all times.
  • Use mapping tools and GIS experience to continually improve mapping accuracy and edits.
  • Ability to work independently, troubleshoot problems with minimal oversight.
  • Analyze mapping data and make decisions based on policy to complete mapping workflows.
  • Maintain geospatial documentation to ensure partners and stakeholders are informed of standards and required schema.
  • Provide quantitative and qualitative insights to mapping processes as part of post-project analysis or deep-dive.
  • Run QA tools and answer key quality questions about workflows.
  • Enter key mapping metadata and other information as requested with high accuracy.
  • Handle complex and time-sensitive geospatial data modeling questions.
  • Proactively identify and raise systemic problems with tools or processes.
