Duties
Some of what you will enjoy doing includes:
  • Use spreadsheet and geospatial data base software to develop and maintain records.
  • Use graphics desktop publishing software (e.g. as GIS, and Adobe software).
  • For specific stakeholder organizations, review archaeological inventories, surveys, historic property inventories, cemetery inventories, traditional cultural property inventories, register nominations and other GIS datasets, assess data against DAHP reporting standards and guidelines, request more information from inventory authors when needed to meet standards, record inventory data within DAHP’s central repository, and map locational data.
  • Provide data entry for SEPA reviews, cemetery inventories, tax credit program, and permits.
  • Point of contact for projects related to GIS Program projects and maintains regular updates to GIS Program stakeholders regarding assigned project activity progress.
  • Compose correspondence and informational material related to assigned GIS projects, procedures and operations.
  • Compile and distribute information relative to program activities, confer with other DAHP programs and outside agencies.
  • Interpret statistical data, historical activity reports, and other materials in the functional area.
  • Coordinate arrangements for program activity meetings and collaboration sessions.
  • Schedule and set up video conferencing and may include note taking and meeting minute distribution.
  • Schedule appointments and meetings.
  • Prepare narratives and statistical information regarding program operations within monthly project performance reports.
  • Perform complex word processing tasks such as merging and sorting, integrating text with graphics, spreadsheet and data base files, uploading and downloading and creating footnotes and outlines.
  • Work collaboratively with agency staff and GIS Program Manager to appropriate project parameters, deliverables, establish completion dates and work plans specific to funding organization.
  • Maintain and monitor assigned GIS project budgets and inform supervisor of status.

Qualifications

REQUIRED:
A Bachelor's degree in historic preservation, cultural anthropology, archaeology, cartography, geography, photogrammetry, geographic information systems, computer sciences, remote sensing, land survey, civil engineering, natural resources or closely related field
AND
Includes at least one course in cartography and one course in computer sciences or geographic information systems.

OR

A Bachelor’s degree in a non-related field
AND
Completion of a yearlong undergraduate GIS Certificate program from an accredited University.

​PREFERRED/DESIRED:

Two years of experience in GIS.
Knowledge of archaeology and historic preservation for the following laws as well as understanding of the regulatory consultation workflow: National Historic Preservation Act, Section 106, Section 304, Executive Order 11593 (Protection and Enhancement of the Cultural Environment), Executive Order 05-05, Abandoned and Historic Cemeteries and Historic Graves (RCW 68.60), , Archaeological Resource Protection Act of 1979, Archaeological and Historic Preservation Act of 1974, Native American Graves Protection and Repatriation Act, , Archaeological Sites and Resources (RCW 27.53), Archaeological Excavation and Removal Permit (WAC 25-48), Abandoned and Historic Cemeteries and Historic Graves (RCW 68.60), Registration of Historic Archaeological Resources on State-Owned Aquatic Lands (WAC 25-46), Aquatic Lands - In General (RCW 79.90.565), and Archaeological Site Public Disclosure Exemption (RCW 42.56.300).

The Institute for Natural Resources at Portland State University is hiring an Urban Vegetation Technician for a project investigating the drivers of vascular plant and microbe diversity in Portland yards.

Details:
Compensation and Timing:
The season is expected to extend from early May through the end of August. Work will be 40 hours/week with no overtime anticipated. Compensation is $20.00/hour plus $0.58/mile for use of a personal vehicle (if applicable).

Duties:
• Visit properties in the Portland metro area and survey the outdoor and vegetated portions of the property.
• Work independently (following 2 weeks of training), organizing your own daily and weekly schedule.
• Maintain organized records for each site visited, entering property information and vascular plant lists into a spreadsheet weekly.
• (optional) Assist with overnight fieldwork in Eastern Oregon monitoring native vegetation.

Desired Qualifications:
• Knowledge of common ornamental plants and weeds. Experience and skill using technical resources to identify unknown plants.
• Ability to work safely and independently in an urban environment.
• Strong organizational skills and experience with spreadsheets.
• At least six months of experience working outside in hot conditions.
• At least six months of experience collecting data for scientific research.
• A valid driver’s license and clean 3 year driving record.

Description:
Seeking candidates with OSP engineering experience deploying fiber optic networks. Field experience for engineering and construction as well as permit application preparation/review a plus. OSP ENGINEER -This individual is a Telecommunications Professional and must be capable of engineering routine and specific outside plant work orders, both distribution and feeder. Must be capable of providing administrative and field support to the outside plant work forces. 3-5 years of experience.
 
Responsibilities:
• Responsible for managing engineering and construction activities associated with expanding and maintaining the OSP network infrastructure using GIS software.
• Engages appropriate internal and external organizations with professional written/verbal communications to accomplish required tasks.
• Coordinates project activities with contractors, developers, municipalities and consultants.
• Proposes solutions supported by sound engineering and operational productivity to achieve goals in creative and effective ways.

• Proposes solutions supported by sound engineering and operational productivity to achieve goals in creative and effective ways.
• Recognizes vulnerabilities in network infrastructure and makes intelligent decisions to ensure reliability – within financial constraints.
• Prepares detailed cost analysis, project specifications, spend forecasts, route mapping, requisitions, and business justifications.
• Processes reports, vendor invoices, material receipts, and other administrative duties.
• Receives general instruction, otherwise performs independently with minimal supervision, exercising latitude to achieve daily objectives and approaches to critical/complex assignments.
• Multi-tasks to effectively manage a wide range of simultaneous activities often interrupted by other demands.
• Responds immediately to network outages, coordinating necessary resources and activities for prompt and appropriate restoral.
• Current areas of responsibility include Seattle and surrounding areas. Regular work conditions are 40 hours per week with some travel required. Extra hours and occasional weekend work may be required depending on business demands.
 
 
Qualifications
• Strong leadership and project management skills
• Excellent oral, written, and listening skills, capable of interacting with customers and co-workers at most levels including executives
• Detail oriented, well organized, and effective in multi-tasking
• Capable of working independently to achieve deliverables and resolve urgent/complex issues
• Demonstrates in-depth knowledge of fiber optic engineering principles within OSP job related functional area to include general practices, procedures and industry standards.
• Strong Computer Skills (Databases, Processes, and Administrative) - Comprehensive knowledge and skill for more complex applications to include Word, Excel, Visio, AutoCAD, Microstation, ArcGIS/ESRI, 3GIS, Google Earth, etc.
 
• In-depth knowledge of FTTx network design/implementation and well as GPON architecture preferred.
• Knowledge of the network plant and local practices.
• Experience with working application of engineering systems and databases specifically geospatial applications (3GIS, Google Earth, etc).

About the Position
SFEI is seeking a GIS/Environmental Analyst to join the Geographic Information Systems (GIS) team. This position will be either a part-time or full-time position (20 or 40 hrs per week, depending on skill set), under the supervision of the GIS Manager. A successful candidate will be enthusiastic, self motivated, and passionate about applying technical skills to address environmental problems. You will collaborate with your colleagues to ensure an optimum relationship between science and policy through innovative approaches to information collection, display, and analysis. A combination of GIS skills and environmental science background to conduct effective landscape interpretation, change analysis, and mapping is ideal.
 
GIS Focus Area Description
The GIS Focus Area is responsible for serving the Institute and external user community’s spatial information needs through collaborative, and innovative projects. It’s success has provided the Institute has a strong history of GIS expertise, including spatial dataset creation and spatial tools and analysis. The GIS Analyst will work with both technology and science teams to develop and implement GIS methods, advanced tools, and web delivery applications to support local and statewide environmental management. GIS staff work closely with SFEI’s Clean Water program on aquatic contaminant distribution and analysis and the Resilient Landscapes program on wetlands mapping, shoreline inventories, and landscape analyses. GIS is one of five Focus Areas in the Environmental Informatics Program which focuses on providing clients and partners with the most current technology tools available to meet the Institute’s mission.
 
Role Responsibilities
Duties are likely to be diverse and will require an enthusiastic, team-oriented individual. Typical duties will include:
  • Remote sensing, automated mapping, and digitizing to support the Institute’s aquatic resource mapping initiative (https://www.sfei.org/cari)
  • Tool development—team-oriented code development of GIS-specific landscape analysis tools
  • Science-driven methods development—collaboration with SFEI and partner scientists to answer environmental management questions with GIS
  • Data acquisition—sleuthing out GIS datasets and/or GIS contacts from various agencies, counties, cities and special districts
  • Data management—organizing and maintaining GIS data in accordance with SFEI’s on-line data management protocols
  • Cartography—production of high-quality maps
  • Project management—tracking project progress and time management
 
Qualifications
Required Skills
  • Demonstrated knowledge of GIS theory and core methods including relational database design
  • Minimum of 3 years experience with ESRI's ArcGIS Desktop 10.7 / ArcGIS Pro 2.4, ArcGIS Online, ArcServer, spatial data manipulation and formats including Arcpy, data management, and analysis toolboxes
  • Strong technical capabilities in multiple GIS areas such as spatial analysis, data acquisition, management, display/visualization, spatial statistics, remote sensing, raster analysis, and image classification
  • Experience using GIS for natural resource management
  • Exceptional attention to detail and problem-solving skills
