Duties
The role of the GIS Services Lead is critical to ensure consistent delivery of agency GIS computing systems. This position serves as the IT GIS team lead and chair of the agency GIS Coordinators Committee. The incumbent leads and facilitates strategic planning, services, resources and staff associated with agency GIS systems, including GIS design, development, implementation, spatial database administration, and coordination of GIS strategy across the agency. The geographic and business scope of this position is statewide involving delivery of services to all agency programs, other State agencies, and the public.

Qualifications
Required Qualifications:
Bachelor's Degree in Computer Science, Geography or related field of study
AND at least six years of experience managing and directing an enterprise (department-wide) or company-wide) GIS including providing planning, data, services and technical advice.
AND two or more years of experience supervising two or more staff in technical IT positions involving technical service delivery.
 
Preferred Qualifications:
  • Master's Degree in Computer Science, Geography or related field of study.
  • Eight or more years of experience using Esri GIS technology.
  • Three years of senior level experience in project management and application development.
  • Experience using GIS for biology, wildlife sciences, habitat management and related fields.

The incumbent:
  • Will have broad knowledge of forest science, ecology, and remote sensing

GENERAL DESCRIPTION:

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Assists in the creation of basin wide and statewide perspectives of the status of Wyoming's water resources.
  • Serves as a project manager to river basin planning studies as well as new development and rehabilitation water planning studies (agricultural and municipal) across Wyoming to include planning, design, and/or implementation of specific projects, consultant selection, budget oversight, contract administration and directing consultants.
  • Reviews and evaluates GIS data, metadata and mapping products produced by WWDO planning consultants for consistency and adherence to Water Development Program standards.
  • Analyzes datasets (ArcGIS, Excel) and models to prepare water availability data for various publications and websites.
  • Assists in creating, implementing and managing both static and interactive data visualizations for stakeholders, including technical experts and the public, to clearly and effectively communicate water status and availability.
  • Assists with the coordination and planning of Wyoming Water Update meetings throughout the State; participate in River Basin Planning outreach efforts.
  • Working with the Water Resources Data System (WRDS) at the University of Wyoming, develop methods to maintain base data to support Level I and II projects. 
  • Serves as GIS "expert" in providing technical assistance to the WWDO Director as well as the Office project managers in the conduct of their studies.
  • Provides recommendations to the Office with respect to GIS software acquisition and integration with existing software and platforms.
  • Provides technical guidance to the WWDO with respect to future mapping and data development efforts.
  • Manages watershed studies and interfaces with the Small Water Project Program.
  • Produces technical documents and memos.
  • Reviews and evaluates moderately complex modeling.
  • Makes presentations at public meetings and responds to stakeholder inquiries.
  • Identifies compliance issues with state and federal entities; coordinates with the same.
  • Answers technical questions related to policies, procedures, and statutes.
  • Determines the accuracy of data collection & computation methods; reviews draft planning documents and technical memoranda.
  • Applies and interprets rules, regulations, guidelines or standards.
  • Interfaces regularly with communities and districts at mid to senior management level.
  • Monitors work with contractors including negotiating solutions and resolving conflicts.
  • Prepares funding recommendations, scopes of service, requests for proposals, and contracts.
  • Conducts project site visits and public hearings.

Qualifications
PREFERENCES: 
Preference may be given to applicants with education and experience in civil engineering (water resources), geospatial science, geography, hydrology, planning, modeling, watershed science, or other natural resources field plus project management experience.
 
KNOWLEDGE:

  • Knowledge of water resources, hydrology, and hydrologic processes.
  • Knowledge of multiple sciences and engineering disciplines.
  • Knowledge of the principles of project management.
  • Knowledge of the principles and practices of Geographic Information System (GIS) mapping technology.
  • Knowledge of the basic concepts and principles of GIS, including data automation/acquisition, spatial data organization, data analysis, map composition, and production.
  • Proficient use of the ESRI suite of GIS software products and geoprocessing tools.
  • Knowledge of data visualization best practices and infographics software.
  • Knowledge of and ability to read, research, interpret and apply Federal, State, Local environmental laws and regulations, including applicable policies and procedures.
  • Knowledge of public speaking techniques.
 
MINIMUM QUALIFICATIONS:
 
Education:
Bachelor's Degree (typically in The Sciences)
 
Experience:

Position Description
 
Position Summary:
 
The Project Manager will assist the Executive Director and Board of Directors in implementing the organization’s goals and strategies and work toward the implementation of the Council’s strategic plan. The position will expand TRWC’s portfolio of conservation efforts in outreach (30%), conservation planning (20%), partner engagement (30%), and watershed restoration and resilience (20%). This position will involve managing several projects and initiatives at one time as well as developing new projects and securing funding. The Project Manager reports to the Executive Director and will work closely with the Council’s Restoration Committee. 
 
The Project Manager must have a commitment to a collaborative, partnership-based environment and knowledge of watershed councils and local, state, and federal natural resource agencies. The Project Manager will be able to work independently and as a team member with excellent interpersonal skills, excellent verbal and written communication skills, and effective time management. The ability to prioritize and manage multiple projects/deadlines is key to success in this position. The Project Manager should have a working knowledge of watershed management, conservation planning, restoration, and monitoring.
 
The Project Manager will facilitate regular stakeholder coordination meetings, provide review of conservation projects, and assist partner organizations in prioritizing and acquiring funding for conservation projects. This involves outreach to landowners, coordinating development of proposals, review of budgets, providing oversight of contractors, obtaining and reviewing completion and monitoring reports, and coordinating with funders.
 
Duties & Responsibilities:

  • Identify and prioritize broad range of restoration opportunities, including helping to secure funding.
  • Grant management and reporting using the Oregon Grant Management System.
  • Coordinate and facilitate stakeholder meetings.
  • Participate on natural resource committees.
  • Participate in TRWC Board meetings and provide project updates and recommendations.
  • Prepare technical reports on monitoring results and annual progress reports.
  • Assist with education and outreach events.
  • Build and maintain organization’s GIS architecture.
 
Preferred Qualifications:

  • Three years of work experience in conservation planning and/or project development.
  • Ability to manage complex projects with a variety of partners and to meet deadlines is essential.
  • Knowledge and appreciation of the people, values, and current conservation issues of agricultural and forested landscapes and associated habitats.
  • Excellent written and verbal communications skills to use with a wide range of individuals (e.g. other staff, conservation partners, urban and rural private landowners, and volunteers).
  • A strong knowledge of ArcGIS and GPS.
  • Demonstrated experience with grant writing, writing reports, and writing for a non-science audience.
  • Strong project management skills, including but not limited to setting and implementing effective goals and objectives, problem-solving, time management, contract and grant management, creating and maintaining collaborations with other organizations, and developing public awareness activities.
  • Working knowledge of Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) required.
  • Knowledge of the riverine ecosystem and watershed health.
  • Experience with techniques and principals of watershed management.
  • Experience facilitating meetings and resolving conflicts.
  • Ability to work efficiently alone with limited supervision.
 
Education/Experience:  A Bachelor’s degree in fisheries, natural resources, biology, hydrology, geomorphology or similar degree, and three years of work experience that closely resembles the duties and responsibilities of this position.
 
Compensation: $40,000 per year
 
Benefits: $500 health insurance compensation (pre-tax) per month, 6.2 hour per month sick time, 10 hours per month vacation, and 10 paid holidays.

SUMMARY DESCRIPTION
Development Coordination: Under general supervision, the Development Coordinator performs inspections of utility improvements under construction, reviews construction plans to ensure compliance with District standards, regulations and resolutions; and provides information to and works with the development community to resolve problems. This position also ensures that the administrative requirements of new development are met. This position may require frequent interactions with engineering and legal counsel to discuss confidential and privileged information and may require testimony in a court of law. As such, knowledge of and sensitivity to potential litigation is required.

Asset Management: Under general supervision, the primary role of this position is to develop, coordinate and implement the District’s asset management program which includes, but is not limited to; infrastructure inspections, asset evaluation and ranking, database set up and management, and geographic information system integration. This position will have access to privileged and confidential information, and as such, data security best management practices must be used at all times.

About the Project
The Keex’ Kwaan Community Forest Partnership (KKCFP) is a science-based, landscape scale, community forest approach to long term sustainable watershed planning and project implementation. The overall goal is to use new techniques including Geographic Information Systems (GIS) and technology to achieve a measurable and resilient blend of timber, fish, and wildlife as well as other natural products such as berries, botanicals, firewood and other non-timber forest products to build local economic diversification and improved watershed health. The KKCFP blends highly inclusive collaboration, state of the art land management tools and an innovative, watershed-scale planning approach for balancing economic, social and ecological outcomes, including improved watershed conditions for Sitka black-tailed deer and anadromous fish populations. Starting in 2019, watershed plans are being developed for the entire project area to address target metrics for timber, deer, salmon, medicine, recreation and other values. These technical plans, funded by the Natural Resource Conservation Service (NRCS), include a prioritized list of projects and biotic monitoring plans that will be organized to dovetail with workforce development objectives at the local tribal government and to maximize efficiency through integrated implementation.

Responsibilities:
Over a 6-month time period, the Indigenous Fellow will participate in GIS career developmentexperiences supporting The Keex’ Kwaan Community Forest Partnership (KKCFP) and other on-going projects in Southeast Alaska. Project responsibilities include developing and maintaining GIS layers and data, creating and maintaining metadata, researching and examining availability and validity of existing data, and compiling geographic datasets and imagery.  The Fellow will also create data visualizations, maps, reports, and presentations; make decisions on relevance and accuracy of data; document and record data; process and analyze data; and educate and communicate with end-users through oral and written presentations and reports. The Fellowwill be supported and mentored throughout the program by the Knowledge Systems ProgramDirectorand the Director of Indigenous Affairsin activities such as developinga work plan,technical assistance, project-related questions andapproaches, and theFellow’s professional development and careergoals.

Qualifications and Skills:

Must-have
  • Understanding of Geographic Information Systems (GIS) software
  • Knowledge and experience with spreadsheets and/or database programs
  • Motivated to use problem-solving skills
  • A collaborative spirit, willing to take initiative and be a part of the team
  • Nice to have
  • Experience communicating clearly and concisely, both orally and in writing
  • Experience supporting American Indian and Alaska Native communities in addressing environmental issues; this may include leading community outreach and engagement and educational opportunities

Compensation details:

The   the Fellowship is between $3,000 and $3,500 per month, dependent on experience, plus a $500 monthly housing stipend. Travel funds will be provided for the Fellow to travel to Kake, AK for project related work and to participate in professional development, such as project retreats, conferences and meetings or other events and trainings related to project work and/or subject matter.  This is a fixed term, full-time position.  A full benefits package including medical and dental insurance, and disability coverage is included.
