Image Processing Technician Job Announcement
​At Eagle Digital Imaging we take great pride in providing a level of service and quality that is second to none. Being a remote sensing and geographic information company, the quality of the images and data we deliver is paramount. As an Image Processing Technician you will be part of the team working in the Processing Department to transform the thousands of original digital photos taken by our pilots into the final images that are delivered to our customers.

Responsibilities
- Process digital aerial photos using several programs (Photoshop, etc.)
- Follow complex procedures with a high level of attention to detail
- Make subjective decisions about image color/quality to match customer requirements
- Help with other processing tasks as needed as time allows (i.e., new procedures, techniques, technologies, etc.)
- Work overtime as required
- Actively participate in weekly meeting providing status reports on progress

Skills/Qualifications Required:
- Advanced computer knowledge/skills (file structures, moving and copying files, file extensions, etc.)
- Ability to precisely follow procedures and directions
- Ability to do repetitive work while maintaining focus and quality
- Ability to work quickly without loss of quality
- Interest in constant improvement of work quality, speed, etc.
- Very detail-oriented and maintain quality under pressure
- Ability to accept constructive criticism
- Flexible with respect to duties, techniques, task changes, etc.
- Interest in photos and photography
- Professional, self-motivated, reliable
- Ability to work in a relationship based, team environment in close quarters

Helpful:
- Knowledge of photography
- Experience with Photoshop and adjusting photo color
- Knowledge of GIS (Esri and/or QGIS)
- Scripting, programming, app development, and/or website experience (especially GIS/mapping related)

Compensation
- $13 per hour, time and a half for overtime

Work Schedule/Environment
- Typical office environment
- Training will be provided at the start of employment
- This will be a full-time (40+ hours/week), temporary position during the summer image acquisition season with a start date ASAP in June (no later than 6/19/2017). The job extends through the middle of September 2017.

The Geographic Information Science and Technology (GIST) Group at the Computational Sciences and Engineering Division (CSED) is looking for Post Bachelor Research Associates to support spatial research initiatives with special emphasis in remote sensing and imagery analysis techniques to support population modeling.  The work will include imagery/data collection, supervised classification input, pattern recognition to ascertain model accuracy, and verification and validation of outputs. This position would be in support of our Settlement Mapping initiatives to develop accurate data to locate and characterize human settlements. Potential opportunities and guidance for publications and presentations of research in professional journals and to the scientific community will be available and we strongly encourage participation. Appointments typically range from three months to one year subject to renewal upon availability and job performance.
 
Qualifications
Bachelors’ in geography, geospatial science, remote sensing, imaging science or a closely related discipline with exposure to working with digital spatial data and imagery.
 
REQUIRED:
 
• Experience with GIS principles and analytical techniques, data management, and visualization.
• Experience with commercial GIS (ESRI products including ArcInfo, ArcView, ArcGIS) is required.
• Excellent communication (oral and writing), organization, and decision-making skills. Strong interpersonal skills and working effectively as a team member are essential.
 
2. Research Fellow in Watershed Modeling and GIS | USDA | Raleigh, NC

The Center for Integrated Forest Science (CIFS) seeks an ORISE Research Fellow (orise.orau.gov/science-education/internships-scholarships-fellowships) in Watershed Modeling and GIS.  The CIFS is a research unit within the USDA Forest Service, Southern Research Station and is developing new research approaches that are more integrated and conducted at larger scales.  The Center’s goal is develop and implement innovative research approaches that provide timely, relevant, and credible science to natural resources managers and policy makers. The incumbent will participate in ongoing team-oriented research focused on understanding responses of watershed ecosystems to anthropogenic and natural disturbances.  Research opportunities include, but are not limited to the application of watershed modeling (e.g., using available models such as SWAT), GIS, and landscape-scale analyses to assess the impacts of land use and climate change on water resources.
The position is for one-year, part time - 25 hours per week. The pay rate is equivalent to an annual stipend of approximately $39,000. A limited amount of travel funding for attendance at scientific meetings is also available.  The anticipated start date is March 1, 2017.
 
Qualifications
Strong candidates for the position will have: (1) academic training in watershed modeling and GIS at the M.S. level, and (2) knowledge and skill in quantitative analyses of large and complex data sets. This is a full-time, SEIU represented position with the Oregon Watershed Enhancement Board (OWEB).  This recruitment will be used to establish a list of qualified candidates. 
 
OWEB's mission is to protect and restore healthy watersheds and natural habitats that support thriving communities and strong economies. OWEB operates a grant program that supports local, voluntary partnerships to restore and protect fish and wildlife, improve water quality and enhance watershed health. OWEB awards over $30 million in grants each year and manages an ongoing workload of previously awarded grants of approximately $125 million. OWEB works closely with landowners and local, state, tribal, and federal agencies to advance OWEB's mission and the goals of the Oregon Plan for Salmon and Watersheds (Oregon Plan). OWEB is responsible for reporting on its grant program and on progress of implementing efforts under the Oregon Plan.

The GIS and Technology Specialist assists OWEB in meeting the agency's responsibilities under statutes and rules related to monitoring and reporting on the progress of the Oregon Plan and other OWEB program priorities.  This position has the responsibility to develop and maintain natural resource geographic information that supports implementation of the Oregon Plan for Salmon and Watersheds and other agency programs through intra- and inter-agency coordination of data and information management activities.  The GIS and Technology Specialist administers OWEB's Geographic Information Systems and provides spatial-data mapping, analysis and interpretation functions for OWEB programs.  The position also provides internal guidance, standards, and suggestions for efficiencies through emerging technology, for data developed and stored by OWEB.

  3. Creates new geographic data in support of County operations as directed by the Supervisor.
  4. Assists in the quality control administration of outside contracts.
  5. Converts and integrates spatial data coverages and attribute databases from a variety of data resources. Reviews data for currency, accuracy, usefulness, quality, and documentation.
  6. Develops program alternatives for GIS implementation for review by the Supervisor, including costs, benefits, and timelines.
  7. Assists in the development of cartographic and digital data standards for the County GIS.
  8. Performs complex analysis on spatial data using GIS software tools.
  9. Provides training and technical assistance in the operation of GIS systems to users in County departments and offices.

This position will be responsible for the cadastral map maintenance and remapping work for several Oregon counties.  This position will work closely with Assessor's and their staff as well as County Surveyors requiring good communication and great customer service.  Other duties may include traditional GIS data development and maintenance, map requests, addressing, and assistance with maintenance of mapping applications.  The ideal candidate will be motivated and willing to learn new GIS technology that evolves rapidly, including Parcel Fabric, ArcGIS Online and the associated suite of tools, Story Maps, ArcGIS Pro, SharePoint, etc.
 
Performs geo-processing (processing information linked to physical location of various GIS components) of property boundary databases, and contributes to the development and maintenance of the Geographic Information System (GIS). Specific duties depend on project assignments and may include assessing reliability and entering documents such as right-of-way deeds, property deeds, recorded easements, plat road plans, subdivision plats, surveys, or other data; researching questions concerning conflicting measurements of boundaries and other related matters; preparing information for input to the GIS system; or assisting in the development of automated procedures for linking the GIS base map to existing database systems.
 
MINIMUM QUALIFICATIONS:
Knowledge of:
  • Principles, practices and techniques of cartography and surveying. 
  • Applicable rules and regulations as apply to the preparation of maps.
  • Geographic information systems or computer-aided drafting equipment, software and techniques.
  • Geo-base theory and functions as it relates to provision of services and computer-assisted production of maps.
  • Legal descriptions, instruments of title, survey and subdivision plats and other records related to mapping property.
  • Coordinate geometry and spatial data analysis.
  • Private, city, county, state and federal sources of demographic data.
  • Basic principles and practices of supervision and training.
 
Ability to:
  • Operate and use various computers, computer-aided devices and software such as graphic workstations, PCs and digitizer.
  • Interpret and translate geographic data using coordinate geometry and spatial analysis.
  • Conduct research of documents necessary for the construction and update of GIS database.
  • Evaluate the reliability of input data; read and interpret legal documents, maps and surveys.
  • Communicate effectively both orally and in writing.
  • Determine and present information in cartographic and statistical formats. 
  • Perform accurate mathematical calculations 
  • Understand and utilize complex data processing programs and systems related to GIS.
  • Establish and maintain effective working relationships with the public, other employees, and representatives of other agencies.
  • Provide training and assign and coordinate the work of Cartographer/GIS Technician.
 
EXPERIENCE AND TRAINING; ADDITIONAL INFORMATION:
Training:
  • Associates degree with major course work in computer science, geography, surveying, engineering, or a related field.
 
Experience:
  • Four years' experience working with survey mapping or geographic information systems.
 
An equivalent combination of experience and training which would provide the applicant with the desired skills, knowledge and ability required to perform the job is qualifying.

Minimum Qualifications
  • Associate's degree in Engineering technology from a community college or technical school of engineering AND two years of experience directly related to engineering,  OR

Preferred Attributes

DESCRIPTION:
Snohomish County Surface Water Management (SWM) is seeking a Habitat Specialist to participate in salmon recovery, collect habitat and water quality parameters from local waterbodies, manage and analyze data, write reports and assist with environmental permitting.
The ideal candidate has:

  • Professional experience building and maintaining collaborative relationships with agencies, tribes, and other stakeholders.
  • Significant expertise in salmon life history and habitat requirements and salmon recovery practices. This includes knowledge of salmon recovery management at the local and regional scale.
  • Significant experience managing and analyzing natural resource datasets. Experience using GIS to analyze habitat data is a plus.
  • Experience planning and conducting natural resource surveys in rivers, streams, estuaries and marine shorelines.
  • Experience monitoring various stream, river, estuary and/or marine project types (protection, restoration, mitigation) to evaluate effectiveness.
  • Experience writing sampling and quality assurance plans and technical and non-technical reports.
  • Knowledge of Critical Area Regulations, Shoreline Management Plans, and Flood Hazards regulations as it applies to permitting capital projects.
  • Knowledge of federal and state environmental permitting requirements such as requirements for Corp permits and Hydraulic Project Approvals.
