Electronic Survey Developer and Analyst w/ Tri Met

Position Description
Manage all aspects of electronic survey data collection in support of agency-wide initiatives and comprehensive assessments. Responsible for the programming and development of survey instruments for mobile devices; the pilot, refinement and support of electronic surveys; quantitative data collection and analysis; and supervision and training of survey support staff in the use of hardware, software and data collection techniques. Requires collaboration with the business units to identify requirements and formulate survey questionnaires; collaboration with Information Technology on all technical aspects; management of resources and budget; post data analysis and reporting functions; and data management. Ensure a commitment to safety through consistent and professional behaviors in performance of job requirements that demonstrate safety is a fundamental value that guides all aspects of our work. Perform other duties as assigned.


Essential Functions
  1. Determine the appropriate software and hardware for survey administration through research, alternatives analysis, and prototyping.
  2. Determine and specify details of survey projects, including sources of information, procedures to be used, and the design of survey instruments and materials.
  3. Program, test, implement and provide technical support for the electronic surveys.
  4. Determine budget and operational feasibility of survey projects.
  5. Finalize database for data entry and conduct field tests and make adjustments as needed.
  6. Develop a sampling plan, pulling of the data samples, and monitoring the sampling.
  7. Interview, hire, train and monitor work of survey support staff, as well as overseeing the data collection.
  8. Contribute to the preparation and presentation of key survey findings. Prepare and present summaries and analyses of survey data, including tables, graphs, maps, and fact sheets that effectively and succinctly describe survey techniques and results.
  9. Contribute to the development of final survey reports.

Position Requirements
  • Bachelor's Degree in Statistical Analysis, Geography, Computer Science, Urban Planning, or related field.
  • Minimum five years of increasingly responsible professional experience in statistical analysis, spatial analysis, or other analytical work.
  • Experience in supervision of personnel, and mobile application design and development, is desired. 
  • Or an equivalent combination of training and experience.

Selection Criteria
  1. Demonstrated knowledge and experience of relational database technology, including theory, design, development, deployment and access using SQL with an industry standard RDBMS: PostgreSQL/PostGIS, Oracle, SQL Server. 
  2. Demonstrated skills and knowledge of statistical, spatial, and demographic analysis. 
  3. Experience in the use of statistical analytical packages such as SAS or SPSS is desirable.
  4. Knowledge in the use of geographic information systems, including spatial data management.
  5. Experience with Python, Android development, PL/pgSQL, HTML/CSS/Javascript and similar technologies. 
  6. Demonstrated familiarity with different software and hardware options for fielding a remote survey.  
  7. Capable of working as part of a team in one or more tiers, e.g., client, server and database side. 
  8. Ability to prepare and present clear and concise reports and presentation of analytical results.  
  9. Ability to understand and implement work programs and multiple tasks and to elicit support and cooperation from other departments and staff from other jurisdictions.
  10. Ability to supervise and manage personnel. 
  11. Ability to work with diverse individuals, one-on-one or in a team context.
  12. Ability to communicate clearly and effectively orally and in written form.
  13. Ability to establish and maintain good working relationships with employees, supervisors and the general public, including those from culturally diverse backgrounds, the elderly, persons with disabilities and/or other vulnerable populations.
  14. Excellent organizational skills and ability to be flexible and work well under pressure in a fast-paced environment.

Quantum Spatial is in search of multiple persons to fill full-time, temporary, hourly positions for Remote Sensing Technicians in our Lexington, KY  and Corvallis and Portland, OR offices. We are looking to fill these positions immediately.

Required Qualifications:
A successful candidate will have a 4-year degree in natural sciences, geography, engineering, surveying, or a related field. Candidates must possess an interest in remote sensing and geodetics, and understand the nature of quantitative data. 

Duties and Responsibilities:
The responsibilities for this position include processing and analysis of a variety of spatial data products (including LiDAR data, Orthophotos, and Video) and general analysis support.  The position requires the ability to maintain productivity while performing repetitive tasks and working to meet deadlines in a fast paced environment. Applicants with GIS coursework or applicable work experience are preferred.

Knowledge, Skills, and Abilities: 
We are looking for individuals with the ability to be successful working independently, as well as in a team setting. The ideal candidate is self-motivated with excellent decision making and problem solving abilities, computer proficient, and has an interest in GIS and remote sensing. An understanding of geospatial concepts and GPS survey methods is desired, but not mandatory. 
  
Though not required, experience in the following areas is greatly desired: 
  • Python or VB scripting
  • Experience in the ESRI suite
  • Adobe creative suite
  • CAD based software
  • Geo-spatial data
  • Map production
  • Working in a 3D environment
  • GPS Processing
  • Technical writing
  • Statistics commonly used in data analysis

Purdue University Libraries seeks an enthusiastic, creative, and innovative individual to join a collaborative, dynamic team of information professionals who carry out a robust program of integrated information literacy, data services, and scholarly communication. The Purdue Libraries provides a core service to the university campus in collecting, maintaining, distributing, and organizing geospatial information. The person in this position will work with the Libraries' GIS Specialist to fulfill this mission by engaging with faculty and students to meet their geospatial information needs. 

The GIS Analyst will work with the Libraries’ GIS specialist to participate in geospatial data integration and visualization for different on-going projects on campus; Manage, upload, and maintain geospatial data generated by different research groups; Visualize and publish geospatial data; Explore options to generate online maps; Create metadata; Participate in OpenGeoportal project development as part of a CIC (Big Ten) cooperative project; Assist in GIS teaching module preparation; Contribute to outreach efforts, such as Purdue GIS Day; Manage the geospatial data collections, including system monitoring, making periodic backups, and troubleshooting problems when needed.


QUALIFICATIONS
Required:
  • Master's degree from an accredited GIS program or a discipline with a significant GIS component.
  • One year of experience in the use of GIS software to store, manage, create, analyze, and display geospatial data.
  • Experience in creating and managing geodatabases or willingness to learn how to create and manage geodatabases.
  • Understanding of purpose and structure of metadata schemes.
  • Experience with GIS programing and web GIS or willingness to learn.
  • Good team work and project management skills.
Preferred:
  • GIS certificate.
  • Geodatabase development and geospatial metadata creation.
  • Experience with ArcGIS suite of software, including ArcGIS Server, ArcSDE database and geospatial mobile applications.
  • Proficiency in web design and programming in Python and JavaScript.
  • Development of online instructional materials and/or teaching experience.

The award-winning GeoAcademy GIS training program is pleased to announce our new undergraduate Fundamentals in Open Source Software Geospatial Technology Using QGIS Certificate beginning in September 2015. The workforce education (CEU) certificate consists of five courses, each 50 clock hours long, offered in 8-week semesters over a total of 10 months (September 2015—June 2016). The entire five course sequence requires a total of 250 hours to complete. The courses are taught by industry certified (GISP) experts from leading US-based colleges and universities. Class are fully online and can be completed at the learner’s pace within the dates of the 8 week semesters. Learners and their instructors will interact via video-based conferencing system at key milestones during each course. Learners will engage in self-study activities based around project-based activities using leading open source software including QGIS, GRASS, Inkscape, etc.

The Certificate is appropriate for anyone desiring to learn GIS technology from the open source software perspective. Learners with prior GIS experience will learn the latest in QGIS technology with ease. New users to GIS will be guided with more than 100 instructional videos to provide them step-by-step assistance. Enrollment is limited to 25 learners per cohort in order to maintain a low learner to instructor ratio for quality instruction. The five courses include:

  1. GST 101 Introduction to Geospatial Technology Using QGIS
  2. GST 102 Spatial Analysis Using QGIS
  3. GST 103 Data Acquisition & Management Using QGIS
  4. GST 104 Cartography Using QGIS & Inkscape
  5. GST 105 Remote Sensing Using QGIS with GRASS
Learners from anywhere in the world are encouraged to apply for the program. Cost of each course is $336 USD each. Total tuition cost for the Certificate is $1680 USD. Course grades are transcripted by the Del Mar College Registrar as workforce education units (CEU). Graduates can petition Del Mar College to convert the workforce CEU to academic credit for a fee of $55 USD per course, on a case by case basis. DEA’s Marine Services Division is searching for a GIS Specialist / GIS Technician who will be responsible for specification, development, integration and implementation of Geographic Information Systems (GIS) Technologies for various clients.  This position will be located in our Vancouver, WA office.  Responsibilities include, data transfer and rectification, database integration and management, GIS application development, client needs assessment , scoping, GIS Standards coordination, GIS training and other related activities in support of the Marine Services Division and its clients. 

Qualifications:
  • Bachelor’s degree in Geography, Planning, Engineering, Surveying, or other technically related fields.
  • Minimum 5 years of hands on technical experience with geospatial technology.
  • Extensive experience with ESRI Suite of products, including ArcGIS and ArcGIS Online.
  • Must be detailed oriented and enjoy working in a consulting environment.
  • Excited about emerging geospatial technology.
  • Advanced knowledge of geodesy, mapping projections, coordinate transformations, and GPS.
  • Basic knowledge of standard surveying practices, field data collection, and related software.
  • Strong database management skills, knowledge of Oracle or SQL Server are preferred.
  • Experience with common scripting/programming languages preferred (e.g. Python, JavaScript, vb.Net, HTML5).
  • Comfortable working across multiple software platforms.
  • Basic knowledge of AutoCAD and Microstation.
  • Lidar processing experience preferred.
  • Sonar or Marine experience is a plus
  • Remote Sensing and classification experience preferred.
