General Purpose
​
Under general direction, provides technical environmental support to Pacific Power Transmission and Distribution (T&D) Operations. Assists with ensuring compliance with applicable environmental policies, procedures, rules, and regulations.  Supports mandated environmental programs and activities. Conducts analysis through research, gathering and interpretation of environmental related data, and policies to assess current processes and develop recommendations to ensure compliance with applicable environmental laws and regulations. Presents analysis and recommendations to management and assists with implementation of selected process changes. This position is primarily responsible for providing professional level services for maintaining compliance with company internal environmental policies and procedures and external regulatory requirements. Program support activities may include NEPA, ESA, NHPA, ARPA, CWA, CEQA, EFSC, SEPA, MBTA, BGEPA, RCRA, CERCLA, and DOT as they relate to transmission and distribution operations. 

Responsibilities
  • Under general direction, support T&D Environmental Staff regarding program and project implementation. 
    • Assist with project/program tracking, documentation, permit applications, internal coordination, monitoring, and project/program administration.
    • Organize and manage large datasets including developing geodatabases used for environmental screening of projects.
  • Perform geospatial analysis using ArcGIS to perform environmental reviews and associated mapping.
  • Review T&D Operations’ projects, activities, and programs to identify environmental compliance requirements.
  • Provide environmental support for T&D Operations’ projects (transmission, distribution, and substation construction projects), including NEPA-related permitting activities, CWA Section 404, NHPA Section 106, ESA Section 7, local land use permitting (county and city), and general construction permits.
  • Support development, implementation, and monitoring of internal ongoing environmental programs, including operations and maintenance.
  • Monitor and track the performance of operations and manage the interface with the external service providers. 
  • Monitor operational processes and perform analysis. 
  • Supervise external service providers, ensuring contract requirements are completed timely and accurately. 
  • Collect, organize, and analyze data. 
  • Adhere to local, state and federal guidelines and regulations. 
  • Ensure that environmental data collection and reporting is carried out in accordance with company policy and state regulations.
  • Other duties as assigned.

Requirements
  • Bachelor’s Degree in Physical Sciences, Environmental Sciences,  , or other environmental-related field; or the equivalent combination of related education and experience.
  • Knowledge and understanding of environmental issues and the company’s business processes.
  • Knowledge of data gathering, analysis, forecasting, and modeling techniques; applicable Company policies and procedures; applicable federal, state, and local governmental laws and regulations.
  • Proficient with the use of personal computers including spreadsheet, database, word processing, and presentation applications to gather, analyze information.
  • Communication and interpersonal skills including ability to consult with internal and external customers regarding matters/issues which may be sensitive in nature.
  • Ability to work with all levels of an organization including people with different styles and backgrounds and ability to work as a member of a team. 
  • Ability to prioritize workload under pressure.
  • Working knowledge of environmental reviews/requirements including biological, wetland, and cultural resources. 
  • Working knowledge of permitting processes applicable to projects located on federal and state managed lands.
  • Ability to travel locally and regionally. Amount of travel will vary and may include multi-day trips and range from 5-15% annually.

Preferences
  • Three years of experience in environmental or regulatory matters.
  • Experience with environmental permitting associated with linear projects. 
  • Field experience conducting environmental, biological, wildlife, T&E, wetland,
  • and/or cultural surveys.
  • Experience working with the USDA Forest Service and USDI Bureau of Land Management
  • Knowledge of air, hazardous waste, solid waste, or water issues.
  • Experience/proficiency with ArcGIS and ESRI products.
  • Relevant experience in California (permitting).

Conducts evaluation through investigation, gathering and understanding of environmental related data, and policies to evaluate present procedures and develop strategies to make sure of the agreement with applicable environmental laws and regulations. Presents evaluation and strategies to management and helps with execution of chosen process changes. This position is chiefly accountable for providing professional level services for managing assent with company internal environmental policies and procedures and external regulatory needs.
