Join our team! We are looking for a positive, productive and collaborative Geographical Information Analyst/Planner with a strong background in managing data, who enjoys providing service to the community, and thrives in a team environment. The successful candidate will demonstrate adaptability to a dynamic and fast paced work environment, and be able to think and present information at multiple scales.
 
While this position works on both long-range and current planning, the position is housed with the Metro & Community Planning team. The focus of this team is to create a future vision for the community and put in place the tools and actions necessary to implement the vision, improving community livability and quality of life through managed growth.
 
This position involves a wide range of work related to community planning such as Envision Eugene, Eugene's collective vision for how we will grow while preserving what we love about our community including a new urban growth boundary, and other collaborative projects to further our community vision of a compact, connected, livable Eugene. Examples of tasks include: develops and maintains a GIS program for the Planning Division within the context of a larger established regional GIS; participates in advanced professional level, highly complex GIS and land use planning work such as supporting area and neighborhood planning, long-term growth planning, growth monitoring analysis, or land use permit review; provides information, GIS mapping services, and GIS assistance/training to planning project managers and other staff; conveys complex GIS and technical analysis to the general public in support of planning projects.
 
Salary Range:
Management Analyst 1: $55,369.60 - $71,61.40 / Annually
Management Analyst 2: $60,881.60 - $78,769.60 / Annually
Depending upon the knowledge, skills, and abilities possessed by the successful applicant, this position may be filled at either the Management Analyst 1 or 2 level.

QUALIFICATIONS
Skills
  • Ability to establish and maintain cooperative and positive working relationships with those contacted in the course of work.
  • Ability to develop program goals and priorities, budgets, analyze staff needs, and prepare and execute implementation plans.
  • Ability to communicate the results of analysis and other technical information clearly and concisely.
  • Strong skills in managing time and work load efficiently.
  • Ability to learn new concepts quickly, consider large amounts of detailed information, and adapt to a changing requirements and needs.
  • Demonstrated critical thinking skills regarding geographic data and the associated advantages or dis-advantages of the data and the most effective ways to analyze and visualize the data.
  • In-depth knowledge of GIS relative to its practical application in the urban planning, urban design or development. This assumes knowledge of modern principles and practices of urban planning, economics, and development.
  • Ability to consider spatial relationships and features across many scales ranging from a site specific development or neighborhood demographics to city-wide land uses or regional transportation factors.
  • In-depth understanding of geographic fundamentals including geographic relationships, data models, database theory and geoprocessing operations.
  • The ability to create compelling maps while also understanding the nuances of the underlying data or analysis and how to effectively employ cartographic design principals.
  • Demonstrated knowledge and expert experience with ESRI ArcGIS 10.x (ArcGIS Online and ArcGIS Pro a plus), including Modelbuilder.
  • Proficiency with Microsoft Office products and Office 365 applications, especially using Excel and Access with ArcGIS.
 
Additional or Desired Qualifications and Skills
 
  • Intermediate to advanced experience in Python scripting with ESRI's ArcPy site package, Visual Basic for Applications (VBA) or other programming languages (e.g. R) for automating GIS tasks in ESRI environment.
  • Advanced skills in spatial databases, relational database design and use of Structured Query Language (SQL).
  • Basic to intermediate experience with enterprise database management software, such as MS SQL Server or ArcGIS Server (ArcGIS Enterprise would be a plus).
  • Project level experience with urban planning/scenario tools such as Envision Tomorrow, CommunityViz, INDEX, or GeoPlanner for ArcGIS or urban simulation models such as UrbanSim.
  • Knowledge of or experience using open source analysis tools such as QGIS or the Geospatial Modeling Environment (GME).
  • Ability to effectively implement the City's GIS vision and goals, and advocate for program needs at the city and regional levels.
 
Minimum Qualifications:
 
Management Analyst 1
Experience
Six months recent professional related experience, or one year related responsible paraprofessional experience.
Training
Equivalent to a Bachelor's degree from an accredited college or university in geography, GIS, geodesign, urban and regional planning, architecture, landscape architecture, environmental science, or other related field. A Master's degree in a related field is desirable.
