GENERAL STATEMENT OF DUTIES
Employees at this level are experienced GIS Analysts with the ability to support and/or program GIS system software in more than one major component; they have knowledge of most all types of system software, regardless of the complexity of the software. Acts as a lead worker, directing the work of GIS Analysts 1 and 2 in GIS Analysis, developing and programming. Works under administrative direction.
Works on routine and advanced GIS Analysis, programs and systems; works as a project leader and mentor. Teaches other GIS Analysts computer technology, tests new technology, and makes repair/purchase recommendations. Works on large projects with critical impact under very limited supervision and under multiple and conflicting project deadlines. Provides highest level of expert consultation to management and professional staff. Conducts comprehensive analysis, planning, development and implementation for the operations of Information Systems.
This classification series includes GIS Analyst 1, 2, and 3. The primary distinction between the GIS Analyst 2 and 3 is the 3 level requires a high level of analytical skills necessary for resolving the most complex issues, and for developing systems and programs to meet division needs. In addition, the GIS Analyst 3 serves in a lead capacity, assigning and directing the work of technical and clerical staff. The GIS Analyst 3 works under the general supervision of a higher level professional employee who assigns work, establishes goals, and reviews work for conformance to technical standards and compliance with department goals. Has a thorough knowledge of many disciplines within the GIS field.
Typical Duties - Duties include, but are not limited to the following
Organize and lead the activities of the technical staff responsible for the design and development of GIS applications programming, configuration, testing, implementation and on-going support. Prioritize and coordinate the delivery of services and activities to achieve established goals and objectives.
Ensure enterprise wide consistency in business practices as they relate to spatial data and GIS. Support the implementation of objectives identified in the county technology plan and as set forth in the goals and objectives of the county. Analyze future technological and architectural trends; make recommendations to IT Management for defining clear objectives for county technology as part of long-range strategic planning and technology deployment.
Consulting & Training
Provide technical consultation on GIS technologies, system design and application development, application integration, GIS data development and conversion, relational database design and implementation. Evaluate GIS project requests and works with staff to define scope and meet customer needs. Schedule and teach customized GIS classes to county personnel. Assist and mentor other GIS team members or system owners to ensure "best practices" practices are used, and to avoid reinventing methods as well as to continually build their ability to analyze and improve business processes.
Performs development of GIS applications and provides analysis, spatial data, and GIS projects. Develop routines to produce standard or ad hoc map products for internal personnel. Analyze and fulfill map products requests from external parties. Lead project design, development, and implementation, including spatial and non-spatial data creation and management, data analysis, data modeling, and programming.
Provide customer service and support for GIS end-users to ensure effective and accurate operation of the system and derive its full benefits. Provide primary or secondary support via phone, email and in-person in a knowledgeable and positive manner. Mentor and train end-users in system operations. Trouble-shoot any aspect of the system including installation, network, and servers. Analyze and fulfill requests for reports and queries from the GIS system. Provides on-call technical support after-hours as needed for Emergency Response.
System & Data Administration
Support GIS data acquisition and loading into the system. Develop or acquire routines to convert GIS data formats. Oversee GIS land base maintenance when necessary. Troubleshoot data related problems. Provide electronic GIS map data for regional agency as necessary. Perform GIS software system installation and upgrades, including some related Windows Server administration. Provide administration of GIS applications and the ArcSDE GIS database.

Thorough knowledge of: Applications programming techniques, systems maintenance and security; application development tools; principles and practices of data communication; computer hardware and systems software in supporting application systems; database management systems, principles and techniques; applicable computer programming languages. ESRI and ArcGIS software, GIS mapping tools, and computer mapping techniques; data integrity control; legal descriptions pertaining to land ownership; cadastral principles; research methods to determine right of way and ownership history; principles of geographic mapping and cartography, mathematics, statistics and spatial data analysis.
Skill and ability to: Establish controls and security measures; code, test and document applications; plan and coordinate program efforts to achieve data processing requirements and objectives; develop and implement data processing projects. Provide technical assistance or train others in the use of computer hardware and software; resolve user problems; communicate effectively with user divisions and technical staff; direct and evaluate the work of others, create and maintain databases; write computer programs for the creation of mapping products; digitize cartographic data. Operate and use personal computers and various other computer aided devices such as digitizers, scanners and plotters; define programming sequencing necessary to produce maps; interpret legal documents and translate legal descriptions into the database; distinguish gradations of color; understand and respond to mapping requests from the public; read, understand and work with a variety of mapping data; organize and write worksite instructions and procedures; code, test, debug, maintain and install computer applications and modify applications according to worksite requirements; establish and maintain effective working relationships with coworkers, the public and other agencies.
