This position performs technical support associated with maintaining accuracy of electrical and fiber plant assets and databases using the utility’s Geographic Information System (GIS). The incumbent is also responsible for analyzing GIS data and presenting analytical results to various utility business units in support of routine work, as well as unique initiatives and objectives.

​Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:
  • Utilizes specialized knowledge and experience in ESRI based GIS software and related applications for the maintenance, accurate modeling, representation, regulatory compliance and attribute tracking of utility assets including transmission, distribution, substation and fiber optic plant infrastructure.
  • Maintains accuracy of GIS databases and layers using quality control procedures relative to time, identification and accuracy.
  • Performs complex spatial analysis work and database queries in support of utility work processes. Supporting products include raw data and reports, as well as cartographic and graphic products.
  • Creates displays to enhance user’s experience, creates scripts to automate processes, performs QA/AC work to ensure data accuracy and ensures alignment between the platforms of the utility’s GIS products.
  • Serves as subject matter expert in support of new business applications and process improvements including, but not limited to, field data collection practices, workforce management efficiencies, electric and telecommunication system reliability and restoration, and asset management activity.
  • Assists in the development of GIS database improvement projects by providing expert advice on improvement needs and objectives.
  • Stays abreast of evolving GIS technology and best practices to develop and maintain efficient processes and procedures.
  • Engages with internal and external stakeholders in a professional manner.
  • Demonstrates commitment to Grant PUD’s mission, vision, values, strategic plan. The incumbent should be familiar with these organizational priorities and behave in a manner aligned with these expectations.
  • Understands and adheres to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies and procedures.

Actively participates in all aspects of our safety program, including but not limited to:

Educational Requirements
Associates degree in Engineering, Natural Resources, Computer Science, Drafting, GIS or related field; or the equivalent combination of directly related education and business experience that includes GIS or similar systems; 1+ years of experience working with GIS technologies, preferably ESRI based. Desired previous experience with electric utility distribution systems in mapping, GIS, or design.

​Knowledge and Skills
Knowledge of – electric utility transmission, distribution, and telecommunication infrastructure; Basic Electricity fundamentals; Electric utility engineering and construction practices; GIS platform and related software, such as ESRI, ArcMap, ArcGIS online and portal ArcPro and Python scripting; Grant PUD policies, procedures; data management, analysis, and process. Computer applications including word processing, spreadsheets, and databases.

Skill in – Maintain accurate complex records; Maintain the security of the utility’s database; Communication and work effectively with all levels in the organization and outside agencies; Interpret the utility’s electrical distribution and transmission system’s engineering sketches; Maintain confidentiality of utility’s information; Use various computer devices and associated software; Learn, interpret and apply Grant PUD directives and policies; Problem solving using the GIS suite of tools; Work cooperatively with diverse personalities in a team oriented environment; Plan, organize, coordinate and prioritize assigned tasks to successfully meet deadlines.

Special Requirements
A valid state driver’s license is required.

Physical Requirements
Majority of work is performed in a standard office setting. Occasional field work is required which might present a hazard from energized electrical equipment, construction areas, machinery, inclement weather, and loud noises.
